QUESTIONS & ANSWERS

Solicitation FA487724QA453 – 414 CTS SVTC Upgrade

1. Does the government two new monitors or a new projector? Do the monitors work and ingrate them in the new system?

· Have 2 smart TVs but are requesting monitors.

2. Will the government perform video conferencing using GFE Computers/Laptops?

· Yes.

3. If the government wants to perform VTC from the touch panel, can you put a UCC engine on your network? You must connect a MS Teams account to the device. This requires a CAC card. Most bases must use a GFE Computer for MS Teams. And a Cisco Codec for SIPRnet for DISA GVS.

· Yes.

4. Will the government supply NIPR and SIPR laptops?

· Yes.

5. Will the government have the ability to use a SIPR computer to perform DISA GVS? Or do you need a codec?

· We will have a SIPR laptop that can perform GVS but are requesting a codec.

6. Will the government require a separate Cisco Codec to perform SIPRnet GVS VTC functions?

· Yes.

7. What VTC system are you currently using?

· Current system will be removed.

8. How do you currently switch between NIPR and SIPR networks?

· Both networks are segregated from one another. We currently do not have a system to “switch” between the two.

9. Any floor boxes under the tables for cable pathways or is over the floor raceway used?

· There are no floor boxes. We are currently using raceways.

10. What size are the current displays?

· 55in smart TVs, requesting monitors.

11. There are 11 chairs in the room shown in the pics provided and the scope calls for up to 20 meeting attendees. Will any meeting attendees be standing, or will more chairs be brought in?

· Because of the space limitations, no additional chairs will be used. Standing room only.

12. Ref section 3.1.4. Integrate control of the system for use with media presentation controller and supporting relay control of the new projector.

a. Should a new projector be included in our proposal?
- No new projector. Looking to display on monitors.
b. Is there an existing projection screen?
- No.

13. Is there any existing equipment being reused?

· NIPR, SIPR GFEs.

14. Is there an equipment rack for existing equipment, if so, where is it located and what size is it?

· There is not an existing equipment rack. The current system is NIPR only and wires are run underneath the table to a NIPR laptop to run presentations and MS Teams.

15. Can you clarify what the expectation or recommendation for “Room classification designator on the outside of the door/entrance to room.” Means?

· Looking for a visible sign outside of the door that denotes the current classification of the room.

a. Do we need a touch screen where the meeting leader designates whether it’s a SIPR or NIPR call or what are the options that need to appear?

· Not necessary, however if it comes with the package that is acceptable. The meeting leader does need the ability to designate which classification of the network is going to be used.

16. The room has an existing GSA Class 5 IPS Container, can you confirm that we can use the existing container and that one is not needed to be purchased?

· Affirm.

17. Is the SIPR requirement still active in this solicitation?

· Affirm.

18. What are the specific performance expectations for the microphones, such as polar patterns and distance from speakers?

· Omnidirectional.

19. Will the new microphone system require acoustic treatment to manage feedback, especially considering a conference room with multiple microphones?

· No.

20. The document mentions a 10" or larger touch panel to switch between NIPR and SIPR teleconferences. However, no brand or compatibility requirements are provided. What specific models or brands are approved for this interface, and is there a need for custom programming?

· No make or model requested. Equipment must be approved on GSA Advantage.

21. Is there any need for future expansion of the touch panel control system, such as adding more teleconference systems, additional inputs/outputs, or integration with other control systems?

· No.

22. What specific equipment or platforms is the existing AV control system based on (e.g., Crestron, AMX)? Will third-party software integration be required, and who will handle this integration if proprietary software is needed?

· Unit CSLs.

23. The system requires the ability to mute/unmute ceiling microphones remotely via Wi-Fi or Bluetooth. What specific equipment is required to achieve this capability, and will there be compatibility concerns with existing or newly installed devices?

· Current systems will be removed.

24. The PWS states the need for an external camera with zooming capabilities but does not mention the required zoom range or resolution (e.g., 4K, PTZ capabilities). What are the detailed video requirements for the camera, and will it integrate with existing VTC systems?

· 4K, PTZ with zoom capability to cover 18x12 room.

25. New LED screens are mentioned, but the size, resolution, and mounting method (e.g., wall-mounted, free-standing) are not specified. What are the exact specifications for the screens? Any preference for the new display? LED or LCD?

· Wall-mounted, 55in 1080p monitors with no preference of LED or LCD.

26. The document notes that existing cables are present in the ceiling and walls, but no mention is made of their condition or whether they meet current standards (e.g., for 4K video or high-bandwidth audio). Will the contractor need to evaluate the integrity of existing wiring, and is re-cabling expected?

· Re-cabling requested.

27. Will the contractor be responsible for updating or replacing cable management systems in the conference table or ceiling? Are there specific guidelines for running cables (e.g., distance from power lines to avoid interference)?

· Requesting cable management.

28. The teleconferencing system must follow the Department of Defense (DoD) Security Technical Implementation Guide (STIG) and AFMAN 17-1301. Does the contractor need to provide certification or validation that the equipment meets these cybersecurity and security configuration standards?

· Yes.

29. The PWS requests a Trusted Systems GSA Class 5 IPS container. What are the installation requirements or any specific location constraints for this container in the room?

· The GSA Class 5 IPS container is not required. The PWS will be updated.

30. Will the contractor have to handle the networking aspect, ensuring connectivity with both NIPR and SIPR networks, and is any special network hardware (e.g., firewalls, switches) required for this?

· Verify SIPR connectivity to GVS. No hardware.

31. Under 3.1.2 it says "Shall not be wireless nor have Bluetooth capabilities.", but under 3.2.1 it says otherwise? Can you clarify?

· PWS will be updated for accuracy.

32. Based on the bid docs, it seems you have an existing control system? What is the control system?

· Current system will be removed.

33. Do you have any existing schematic diagram of the existing AV system?

· No.

34. Any device that you wish to integrate that we should know? Like Network switch or an Audio DSP?

· No.

35. What does "Add a station at the conference room table for a second laptop." mean? Can you clarify?

· Additional SIPR drop for SIPR GFE.

36. Do we provide the NIPR and SIPR PCs? Do you have any specs requirement?

· No. 414 CTS will supply the NIPR and SIPR PCs (laptops).

37. What is the existing touch panel and microphones? How many microphones are there?

· There is not existing touch panel. We are currently running off of a NIPR laptop that has an attached VTC capability.
