Q1. Is there a cost estimate, budget or ballpark figure for the project listed?
A1. The Government is not allowed to disclose any budgetary information.
Q2. Is there an actual start date for the project?
A2. ASAP
Q3. NVR Requirements: How many NVRs are needed in total for the project?
A3. 8
Q4. Storage Requirements: What is the required storage capacity per NVR?
A4. 30 days minimum
Q5. PoE Switches: How many PoE switches are required?
A5. Should be able to use existing ones if they are functional.
Q6. UPS Units: How many UPS units are necessary for the project?
A6. Replace if needed, up to 8.
Q7. How many cameras are needed per building?
A7. No additional cameras needed, contract is just for NVR upgrade.
Q8. Are you looking to replace existing cameras with higher resolution cameras, or is there consideration for changing camera locations and fields of view?
A8. No.
Q9. How many indoor cameras and outdoor cameras are required?
A9. None, see questions Q7
Q10. Building Connectivity: Are all the buildings interconnected, and if so, what is the existing network infrastructure?
A10. Not hardwired, signal is beamed from outlying to main building 3533.
Q11. What is the current count of interior camera systems in each building?
A11. It varies depending on building design, no extra cameras are needed.
Q12. Are there any exterior camera systems, if so what is that count per building?
A12. All buildings have exterior camera systems and it varies depending on building design, no extra cameras are needed.
Q13. Is the current number of camera systems sufficient or is the customer looking to increase the amount of camera systems for more coverage?
A13. Sufficient
Q14. Do these buildings each have drop ceilings (removable tiles)? Or are ceilings hardened/dry-wall?
A14. Some have drop ceilings, but no extra wiring should be needed.
Q15. Can we receive the listing of current CCTV system that is installed?
A15. Current Dormitory CCTV system was awarded to SAY Security Group USA LLC on 28- Sep-2018 with the following equipment listed within contract:
Dormitory CCTV Security System 178 - 5MP IP Network AF Cameras 9 - 360° 8MP IP Panoramic Network Cameras 8 - 64-Ch High Definition NVR w/32TB HD 16 - 16-Port POE High Powered Switches 8 - 18U Rack, Keyboard-Mouse, UPS, 23” Monitor w/HDMI 1 - Parts, Cabling and Installation & Training Adder to connect systems in all buildings to dorm manager’s office, Incudes workstation with SMS software and 55” high definition monitor, Adder for installing cameras in courtyard (all cameras connect to office), Rack Mount Air Conditioning System, Additional 8-bay hard drive expansion cabinet
Q16. Does all the equipment we are installing required to be NDAA and TAA compliant?
A16. Yes
Q17. As a standard are all the UPS going to be required to be replaced?
A17. No
Q18. Are we replacing the computer in the manager’s office? If so, what are the requirements?
A18. Yes, it just needs to work with the system so all cameras and recordings can be viewed from the office.
Q19. Please advise if this is a prevailing wage project? The solicitation does not specify.
A19. Yes, the Service Contract Act applies. The Solicitation will be amended to include the SCA Wage Determination for Pima County.
Q20. If UPS is to be replaced, what is the Load Capacity, 500VA or 1000VA?
A20. 1500VA
Q21. Cabling is in place for existing cameras and appears to be in good shape so I’m taking it that we don’t need to include in the bid the replacement of the internet cabling for the cameras, correct?
A21. Correct
Q22. Is there an IT Tech on site that manages the point-to-point internet source from all of the dorms to the main building and would I be able to have some communication with him so that I can ask him about the internet configuration?
A22. All questions would need to be submitted in writing and relayed to the IT person.
Q23. Are we needing to re cable or is it intended that we use the existing cable?
Comment: It looked like most of your cable was in good shape hence the reason for my question. It also looks like it is mainly an equipment failure.
A23. The existing cables will be used.
Q24. Are you guys wanting new server racks or can we bid to reuse the existing server racks to mount equipment in?
A24. The existing ones can be use if the new equipment is compatible.
Q25. Are there certain products the air force is requesting or listed as preferred such as cameras, switches, and NVR equipment due to security standards?
A25. All equipment is required to be NDAA and TAA compliant.
Q26. Are there any fiber connections from the dorm bldg to the main dorm where they want the main viewing of all dorms?
A26. No
Q27. Are there existing Cable Trays for wiring above ceilings?
A27. The cables will not be replaced.
Q28. Are Scaled Drawings available, if so please post.
A28. There aren’t any drawings.
Q29. Is a “UPS” required? If so, What Time/Power Duration is required?

Q30. Is “Plenum Wire” acceptable?
A30. The existing cables will be used.
Q31. Is “After Hours Access” for said work, available to contractor at no add’l cost to the Govt?
A31. No.
Q32. What is the height of Exterior Cameras? (If any)
A32. Depends on location, but the existing cameras and wiring will be used.
Q33. Please provide a list of equipment to be installed.
A33. NVRs, possible hard-drives, and office computer.
Q34. Are there pipe chases between floors?
A34. Some, but the existing cables will be used.
Q35. Because of the high cost of the parts can we bill when parts arrive on site, or in the alternative are progress payments allowed?
A35. No, this will be awarded as a firm-fixed price contract. Invoicing may be submitted upon completion of project and inspection/acceptance from the Government.
Q36. How many feet of new wire will have to be run?
A36. None.
Q37. What kind of cipher lock and quantities are required e.g. X-10
A37. None
Q38. Can you provide drawings or plans with dimensions for the locations that need installation?
A38. There are no drawings, all existing cameras and wiring will be used.
Q39. For each building, please provide the number, make and model of each CCTV camera connected to the NVR?

Q40. It appears that at least some of the cameras have long cable runs either nearing or exceeding the industry 100-meter distance limitation for Ethernet cabling. Does the network currently use any signal boosters?
A40. We are not sure.
Q41. Should our scope of work include network cable qualification testing and/or a contingency for network cabling repair/replacement (T568A / T568B)?
A41. Only replacing NVRs.
Q42. It appears that the network uses nanobeam radio links between the various buildings.
Are any records available regarding the performance of these wireless links? Should testing, and/or upgrade/replacement of these links be included in our scope of work?
A42. Only replacing NVRs.
Q43. What is the existing power infrastructure? Is the power supply stable?
A43. Yes.
Q44. Are there existing fiber optic access points?
a. Will new fiber optic cables be required?

A44. There will be no new fiber optic cables required.

A51. Must be able to retain 30 days’ worth of consistent recordings at a minimum.

Q54. Does the existing software platform need to be upgraded?

A54. Do not need to upgrade software platform, not sure what version is currently being used.
Q55. Is there a standard video management system software platform standard for Davis Monthan AFB?
A55. no specific format is required, video should be able to be extracted from the system by disc and readable on a government computer with Windows Media Player
Q56. What is the existing manufacture and model numbers of the existing NVRs?
A56. SAY Security DVW-64N-16HB
Q57. In addition to the monitors located within each dormitory (at recorder), how many monitors require camera views?
A57. There is one (1) television in our office that also require the camera views.
Q58. What are the camera settings (FPS, recording hours, etc)
A58. Unsure.
