Performance Work Statement
355 CES DMAFB Dorm CCTV System Upgrade Project
26 JULY 24
1. GENERAL STATEMENT OF SERVICES:
1.1. The contractor shall furnish all labor, parts, tools, materials, equipment, transportation, personnel, management, and supervision necessary to upgrade/update CCTV system hard drives, switches and network video recorders (NVR’s). Make compatible with existing CCTV camera system. Troubleshoot and repair or replace any items to ensure all system and equipment are working properly. Objective is to interface existing, operable cameras with upgraded system that will allow for 45 days of continuous recording. Must coordinate date and time with end-user a minimum of one week prior to project start date. Contractor must ensure all permits, manifests and environmental requirements are accomplished prior to beginning of work. Manuals and/or warranty documents to be provided upon completion of project.
2. BACKGROUND:
2.1. Existing CCTV system installed in 8 dormitory buildings: B3508, B3509, B4224, B3533, B3610, B3750, B4211, & B3219. Current equipment is at least 7 years old and issues include multiple glitches within recording system as well as transmission failures to main system in Bldg 3533, Room 110. Closed loop CCTV system is not recording correct time of day and Government is unable to retrieve saved footage.
2.2. Layout of building and room photos are provided at pages 7-11 of this document.
2.3. A Site Visit will be scheduled for offerors to attend to verify existing equipment and room conditions. Please see solicitation posting for further instructions.
3. SCOPE OF WORK:
3.1. Scope of work includes but is not limited to the following:
3.1.1. Upgrade / Replace:
- Current CCTV system hard drives, switches and UPS (if needed) in 8 dormitory buildings.
o Replace with 64-channel, 4K SMART NVR’s with 128TB surveillance hard drives and receivers. 16 hard drive bays for future expansion.
- Main computer system in B3533, Rm 110 (Main Office).
- Any other components/wiring/etc. determined to be necessary for upgrade or replacement of equipment / functionality.
- Provide main dorm office (Bldg 3533, Rm 110) new IP address if applicable.
3.2. Additional Equipment / Functionality Information:
3.2.1. Existing Site Conditions:
- Each dormitory room has existing storage case with current equipment installed (see photos)
- Vendor to use existing power source
3.2.2. Functionality:
- Reconfigure system to ensure all cameras are viewable in main office (Bldg 3533, Rm 110) as well as within each individual building.
- System must be able to run 24 hours a day, 7 days a week and record a minimum of 45 days
- Initial install of hard drives must take up the least amount of space feasible to allow for future expansion of hard drives.
4. GENERAL INFORMATION:
4.1. Government Hours of Operation: The contractor shall perform services Monday through Friday, 7:00 a.m. to 4:00 p.m., excluding federal holidays and designated family days.
4.2. Contractor Hours of Operation: If the contractor wants to perform services outside of these days and hours, the contractor shall obtain authorization in advance from the Government Point of Contact. This is a turn-key installation, and the contractor is responsible for performing all necessary efforts in the completion of this installation. The contractor shall identify by name a Provisioning Project Owner (PPO) who shall be the Point of Contact and responsible for overseeing the project.
4.3. Room Evacuation: There may be occasions, due to Air Force mission requirements, when the contractor must discontinue work and vacate the room.
If this is the case, contractor employees shall vacate the room and the building.
Government personnel will inform the contractor when they may resume work.
4.4. Contractor Qualifications: All contractor employees shall be certified and qualified to perform equipment installation services for the equipment to be installed. The contractor shall provide proof of employee certification/qualification within one (1) business day upon the Government’s request.
4.5. Contracting Officer Authority: The Contracting Officer is the only Government official that can make any changes to the contract. If the contractor is asked to make changes or deviate from the contract, the contractor shall not make the changes and notify the Contracting Officer immediately.
4.6. Contractor Travel on DMAFB: Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart DMAFB.
4.7. Contractor Employee Conduct: The Government reserves the right to require removal from the installation any contractor employee who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employees for any reason does not relieve the contractor of the requirement to perform services specified herein.
4.8. Appearance: Employees shall present a neat appearance and be easily recognized as contractor employees by company uniforms, or name tags having the company logo affixed. All contractor employees must have in their possession at all times, Company ID badges and any Government Base access passes issued to them.
4.9. Safety: The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities. The contractor is responsible for furnishing contractor employees with all necessary personal protective equipment to perform services.
5. WORK AREAS: The contractor shall, at all times, keep work areas free from accumulations of waste material, rubbish, tools, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises in a clean, neat, safe and workmanlike condition.
5.1. Trash/Waste Removal: The contractor shall remove and dispose all trash and waste materials at a permitted site. The contractor shall not dispose of any trash or waste on DMAFB.
5.2. Smoking in AF Facilities: Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
5.3. Electrical Outlets: The contractor shall use existing electrical outlets for system installation. The current system is operational with existing electrical.
5.4. Illegal Substances: Illegal substance possession and/or use will not be tolerated on any military installation, including DMAFB. This includes the use, possession, distribution, or purchasing of marijuana, even if it has been medically prescribed.
The contractor shall ensure that contractor employees who have base access do not possess and/or use illegal substances. All contractors and subcontractors are required to adhere to all local, state and federal laws concerning possession and/or use of illegal substances. Contractors found to be in possession of illegal substances will be barred from the installation, and subject to arrest and prosecution by local authorities.
5.5. Federal Holidays: The following federal holidays are observed at Davis-Monthan
AFB. The contractor is not required to perform services on the designated federal holidays, or the day set-aside for observance:

6. SECURITY REQUIREMENTS:
6.1. List of Employees. Before installation begins, (minimum three weeks prior) the contractor shall submit to the 355 WG/CVS point of contact, a list of contractor employee names, social security numbers, and driver’s license numbers and state of issue, or other means of positive identification of all employees performing services on DMAFB if they don’t already have the proper contractor credentials for base access. Foremen, supervisors, and superintendents must be identified on the list of employees. The contractor shall submit an updated list when an employee's status or information changes. The name of any contractor employee that is terminated during the period of the contract must be reported to the Government point of contact in writing within one workday of the employee’s termination.
6.2. Safeguarding of Classified and Other Information. The contractor shall ensure that contractor employees do not notify, repeat, comment upon, disclose, or use in any way information seen, observed, or derived from documents or conversations of a sensitive or confidential nature overheard by them. The contractor shall comply with, and assume responsibility for compliance of this provision by its employees.
6.3. Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance on DMAFB are obtained for employees and non-Government owned vehicles.
6.4. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g., terminated for cause, retirement, etc, or upon contract completion. The contractor shall notify the 355 WG/CVS point of contact in writing when an employee departs, and return the employee’s identification to the office that issued it.
6.5. Traffic Laws. Contractor employees shall comply with all DMAFB traffic regulations and state traffic laws. Contractor employees are subject to random vehicle speed control checks. Failure to adhere to base traffic regulations may result in the loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones is strictly prohibited while driving on DMAFB, unless the phone is hands free. Seat belt use is mandatory for all drivers and vehicle passengers.
6.6. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base. Denial of entry to contractor personnel who refuse to be searched, or detention of personnel found to be in possession of contraband, may result in loss of base driving privileges, debarment from the base, or other administrative action. Detention of contractor employees for any reason does not relieve the contractor of the requirement to perform contract services.
6.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor owned vehicle or privately-owned vehicle while on DMAFB.
6.8. Reporting Requirements. Contractor employees shall immediately report to an appropriate DMAFB authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information.
6.9. Physical Security. Contractor employees are responsible for safeguarding all
Government property and controlled forms provided for the contractor’s use. At the end of each work period, the contractor shall secure all DMAFB facilities, equipment, and materials.
7. GOVERNMENT PROVIDED PROPERTY AND SERVICES:
7.1. Utilities. A source of electricity will be available for the contractor’s use.
7.2. Emergency Services. The Government will provide Security Forces services (call
228-4444, for emergencies only), and fire protection services (call 228-3333).
There are no emergency medical services available on DMAFB, therefore the contractor must dial 911 for emergency medical services.
7.3. Quality Assurance:
7.3.1. The Government will conduct inspections during the installation process to ensure that the contractors are adhering to the referenced standards.
7.4. Damage. Any damage caused by contractor during installation is the responsibility of contractor. Resolution will be settled between contractor and contracting personnel.
7.5. Mandatory Background Check/Security Requirements. All contractor personnel supporting the installation will be required to undergo a thorough security background check to ensure supporting personnel meet the required clearance of the National Agency Check (NAC) in accordance with the Base Security Forces and the Office of Special Investigations at DMAFB.
8. ENVIRONMENTAL PROTECTION COMPLIANCE:
8.1. Adherence to the Davis-Monthan Air Force Base Contractor Environmental Guide. Adherence to this guide will help increase your company’s awareness of the installation’s Environmental Management System (EMS), and the environmental regulatory requirements that impact DMAFB.
8.2. Environmental Management. The Contractor Environmental Guide is available on the Environmental, Safety, Occupational Health (ESOH) Training Network at www.esohtn.com. Instructions for this site are found in paragraph 4.5.3.
8.3. Environmental Laws and Regulations. The contractor shall comply with all applicable Federal, State, and local laws, regulations, and requirements regarding envi-ronmental protection. In the event environmental laws/regulations/requirements change during the term of the contract, the contractor shall comply with such law/regulation as changed. The contractor is responsible for any penalties, fines, etc.
resulting from violations. The contractor shall immediately notify the Facility Manager when violations occur, and cooperate fully with fire department personnel and Government investigators.
8.4. Hazardous Materials/Waste. The contractor shall be responsible for the proper management of both hazardous and non-hazardous waste. The contractor shall segregate hazardous or regulated materials and non-hazardous or non-regulated materials and handle, transport, store, and dispose of those materials, in accordance with the Resource Conservation and Recovery Act, all applicable federal, state, and local statutes and regulations, and IAW Appendix C, Hazardous, PCB, and Universal Waste: Proper Management and Disposal, of the Contractor Environmental Guide.
The contractor shall coordinate all hazardous shipments with the 355 Civil Engineer Squadron Hazardous Waste Program Manager (355 CES/CEIE) at 228-4840.
8.5. Prohibited Substances/Chemicals. The contractor shall not use products that are, or contain Extremely Hazardous Substances (EHS), Ozone Depleting Substances (ODS), and/or Persistent Bio-accumulative and Toxic (PBT) chemicals. Any HAZMAT containing one of these banned substances will not be allowed on base. Contact the environmental office (355 CES/CEIE) at 228-7201 if you have any questions on materials.
