COMBINED SYNOPSIS/SOLICIATION

RFP FA487724QA112-Crane and Hoist Inspection Services

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

ii. Solicitation FA487721QA112 is issued as a Request for Proposal (RFP).

iii. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2023-05 effective 22 Sep 2023 , The DFARS provisions and clauses are those in effect to effective 29 September 2023. The DAFFARS provisions and clauses are those in effect to DAFAC 2023-07-07 effective 07 July 2023.

iv. Applicable Wage Determination WD 2015-5473 REV 20, 21 July 2023.

v. This government is soliciting under a total small business set-aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 811310 with a small business size standard of $12.5M.

vi. Davis Monthan Air Force Base intends to award a firm-fixed price five (5) year ordering period for the Crane and Hoist Inspection Services contract.

vii. Qualification requirements, description of services, and standards for the Crane and Hoist Inspection Services are detailed in the attached Performance Work Statement.

viii. Contract awardee will be based on the best value to the government. Evaluation factors are found in the provision at FAR 52.212-2 of the solicitation provisions and clauses.

ix. The Government intends to evaluate offers and award without discussion, but reserves the right to conduct discussions. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

x. Important Dates/Times (All times are Arizona Local Time/Mountain Standard Time)

a. All questions must be submitted by 18 January 2024 by 2:00 PM

b. Answers will be provided by 22 January 2024 by 2:00 PM

c. All proposals must be submitted by 29 January 2024 by 2:00 PM

xi. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this Request for Proposal (RFP). It is the responsibility of the offeror to ensure all proposals and/or questions are submitted in a timely manner by the specified due date. The USAF shall not provide contract financing for this acquisition. Upon successful award and satisfactory performance, payment shall be submitted via invoice through the Wide Area Workflow website.

As prescribed in 12.301(b)(1):

Addendum to FAR 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (Sep 2023)

The provision in FAR 52.212-1, is tailored as follows:

(a) Signed and dated offers will be submitted to the Government at or before the exact time specified in this solicitation in the following format:

1. Volume I – price (attached to this solicitation)

i. Submit the completed spreadsheet

(A) Complete the “Price per Inspection” column for each category on the “Price List” tab

(B) Do NOT adjust the spreadsheet in any other way

2. Volume II – Technical

i. Submit Overhead Crane Inspector certification per PWS paragraph 1.2.1

ii. Submit a sample report that will have to be delivered per PWS paragraph 1.1.2.5

3. Volume III – Past Performance

i. Submit no more than three(3) recent and relevant contracts

(A) Recent is defined as performance less than five(5) years old from the date of this solicitation

(B) Relevancy is defined as work that involves similar types and complexities as defined in this solicitation

If an offeror has completed the annual representations and certifications via the System for Award Management (SAM) website, and after reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, have been entered or updated in the last twelve(12) months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer, then the offeror does not need to include a copy of the representations and certifications with the proposal. However, if any information within 52.212-3 has been updated for this solicitation only, or if there are any other changes, then the offeror must include those changes within the price volume.

As prescribed in 12.301(c):

Addendum to FAR 52.212-2, EVALUATION - COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (Nov 2021)

The provision in FAR 52.212-2, is tailored as follows:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Therefore, the Government may award the contract to an offeror that is not the lowest price if that offeror is technically advantageous over all other offerors. However, if all the offerors evaluated are equally technically advantageous, then the Government may award to the lowest priced offeror. The following factors shall be used to evaluate offers:

1. Volume I – Price

i. fair and reasonableness of the price list

ii. Total evaluated price on the “Proposal Evaluation” tab – Cell E7

2. Volume II – Technical

i. Certification must be active and in compliance with PWS paragraph 1.2.1

ii. Sample report will be evaluated for its compliance with PWS paragraph 1.1.2.5

3. Volume III – Past Performance

i. Recent is defined as performance less than five(5) years old from the date of this solicitation

ii. Relevancy is defined as work that involves similar types and complexities as defined in this solicitation. For government contracts, any relevant government contract where the offeror was the prime contractor will be considered and reviewed to determine past performance history

iii. The Government will consider the information submitted in accordance with this solicitation in addition to information the Government obtains from other sources including but not limited to the Past Performance Information Retrieval System (PPIRS)

(b) Technical and past performance, when combined, are equal to price.

(c) This indefinite delivery indefinite quantity contract will consist of a five (5) year ordering period to issue individual Task Orders at Davis-Monthan Air Force Base which intends to award a firm-fixed price contract.

(d) The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

The Government may reject any or all offers if such action is in public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.

(e) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

GENERAL INSTRUCTIONS AND OTHER INFORMATION

1. Agreement with terms and conditions: Submission of a proposal indicates agreement with all terms, conditions, and provisions included in the solicitation. Proposals that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

2. Late submissions, modifications, revisions, and withdrawals of proposals:

(a) Offerors are responsible for submitting proposals, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.

(b) Any proposal, modification, revision, or withdrawal of a proposal received at the Government office designated in the solicitation after the exact time specified for receipt of proposals is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

(1) There is acceptable evidence to establish that it was received at the Government installation designated for receipt of proposals and was under the Government's control prior to the time set for receipt of proposals; or

(2) If this solicitation is a request for proposals, it was the only proposal received.

i. However, a late modification of an otherwise successful proposals, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

(c) Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the proposal wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

(d) If an emergency or unanticipated event interrupts normal Government processes so that proposals cannot be received at the Government office designated for receipt of proposals by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of proposals will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

(e) Proposals may be withdrawn by written notice received at any time before the exact time set for receipt of proposals. Oral proposals in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile proposals, proposals may be withdrawn via facsimile received at any time before the exact time set for receipt of proposals, subject to the conditions specified in the solicitation concerning facsimile proposal. A proposal may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of proposals, the identity of the person requesting withdrawal is established and the person signs a receipt for the proposal.
