QUESTIONS & ANSWERS

15 December 23 Solicitation No. 24QA062 Engineering Support Services

1. Have the dollars for this opportunity been identified and set aside?

ANSWER: Yes, the government intends to issue an initial Task Order along with the basic award for three (3) positions for a period of 1 year or 1912 hrs per position for a total of 5736 hours for CLIN 0001

2. What is the overall ROM for this 5-year service contact?

ANSWER: There is no Rough Order Magnitude for service contracts. You are invited to review clause 52.216-19 for Ordering and task orders will be issued when requirements have been identified for fulfillment from the Civil Engineering squadron.

3. Does support on this staffing contract preclude us in any way from supporting the follow-on design contracts what would be planned by our onsite staff?

ANSWER: Yes. If contract personnel had knowledge of information which could be construed as an unfair competitive advantage an offeror would be precluded from any follow-on solicitations for award of design contracts.

4. Will the positions outlined in the PWS be on-site or will remote/telework be allowed?

ANSWER: General Engineer/Architect (Section 2.1, 2.2 & 4.2) and Construction Control Manager (Section 2.3 & 4.3) key personnel positions are on-site at Davis-Monthan AFB. Per Section 6.6 & 6.13 Remote/telework is not allowed.

5. How many resumes does the Government expect to receive with a submitted proposal and for which “defined roles”? RFP SOW paragraph 4.1 states that “The contractor will provide resumes of key personnel for identified roles…”. Please clarify if the Government expects resumes for each potential FTE employee, to include the Contract Manager, or one resume for each defined CLIN/Labor Category.

ANSWER: Key personnel is defined as those personnel the contractor intends to act as the Contract Manager and other relevant personnel acting in support of the overall contract. The government will require resumes for prospective hires to fill positions defined for each CLIN/ Labor Category (Section 2.1, 2.2, & 2.3) for issuance of the first Task Order. Ideally the selected contractor will be provide the Government 3-5 resumes for each CLIN/Labor Category prior to issuance of a Task Order. Note, appropriately qualified individual/resume can fill either General Engineer/Arch Programmer and General Engineer/Arch Planning Design & Construction positions.

6. Will resumes be evaluated? If so, how? As pass/fail based upon the minimum requirements (binary) or based on the quality of meeting the Government’s stated skills/expertise needs in the SOW (graduated scale)?

ANSWER: Resumes for personnel filling positions will be evaluated at the Task Order level and will be pass/fail based on the minimum requirements identified in the Performance Work Statement.

7. Are resumes counted against the 10-page limit for the Technical Volume?

ANSWER: Resumes are not required as part of the Technical Volume in accordance with FAR 52.212-1 which consists of Corporate Experience and Past Performance and any information for key personnel for identified roles i.e. Contract Manager and can be addressed in the narrative to satisfy the Performance Work Statement (PWS Section 4.1)

8. Does the Cover Page, Table of Contents, List of Acronyms, and Table of Diagrams etc. count towards the 10 Page Limit?

ANSWER: Yes

9. Can the Contract Manager be considered a part-time billable position for management and oversight of the contract personnel and deliverables to be included in the Price Volume?

ANSWER: No. the cost associated with the Contract Manager should be in the contractors overhead.

10. Beyond technical acceptability, how will the technical volume be evaluated to be “most advantageous to the Government”?

ANSWER: See FAR 52.212-1 para iv, Table I for Technical Acceptability Ratings for Acceptable & Unacceptable. FAR 52.212-2 para 5 for Basis for Contract Award when combined Technical capability and price are considered to be equal. Essentially Lowest Price Technically acceptable (LPTA)

11. Why did the Government elect to include the SCA rates in the RFP (WD 2015-5473 Rev20) Are there positions, as defined in the SOW, that Government perceives that the SCA rates should apply to? If so, which ones?

ANSWER: They were included as a formal requirement for the solicitation only to provide a baseline. Additionally, you can find information in FAR clause 52.222-42 as to the Statement of Equivalent Rates for Federal Hires for the FTE positions.

12. Are there any clearance requirements for personnel beyond HSPD-12 background checks?

ANSWER: Positions do not have any clearance requirements.

13. How does the Government plan to consider past performance experience of a Mentor-Protégé JV?

ANSWER: Both independently and as a JV if past performance exists for the JV.

14. Will the government allow the aggregation of relevant task orders issued under a single and/or multiple Blanket Purchase Agreement (BPA) as one past performance?

ANSWER: Yes

15. Please confirm that the Government will provide all facilities, computers/IT equipment, and software for contract use.

ANSWER: Government will provide key personnel identified in Sections 2.1, 2.2, 2.3, 4.2 and 4.3 all required facilities, computers/IT equipment, and software for the three identified positions. Contract Manager (Section 6.1) will not be provided with workspace, computers, of software for contract use.

16. Per the Ordering Work Sheet, is the expectation that the contractor will provide three FTEs in each labor category totaling nine FTEs. Is this a correct assumption of the staffing required? If not, please confirm the total number of FTEs.

ANSWER: Current projected FTEs based on known requirements is listed by Fiscal Year (FY) as follows:

FY24 - 3 Programmer Positions (Section 2.1) FY25 - 1 Planning Design & Construction Positions (Section 2.2) and 1 Construction Control Manager Positions (Section 2.3) FY26 - 3 Planning Design & Construction Positions (Section 2.2) and 3 Construction Control Manager Positions (Section 2.3) FY27 - 3 Planning Design & Construction Positions (Section 2.2) and 3 Construction Control Manager Positions (Section 2.3) FY28 - 2 Planning Design & Construction Positions (Section 2.2) and 2 Construction Control Manager Positions (Section 2.3) As noted in previous question, Programming and Planning Design & Construction can be filled by same appropriately qualified individual/resume.

Government projections and requirements are subject to change due to mission requirements. Staffing requirements will be determined based upon on-going workload and support needed during a specific time frame.

17. When do you anticipate work will begin under this contract?

ANSWER: February of 2024. Initial requirements will be 3 General Engineer/Arch Programmer positions. See answer Question #16 for projected positions.

18. Would you like us to include CPAR reports with our proposal? If so, will they count against the ten-page limit for the technical proposal?

ANSWER: The government intends to review CPAR reports independently during the evaluation of offers. If included with the offers proposal; Yes, they would count against the 10 page limit.

19. Is it your intent to procure professional services under the Brooks Act?

ANSWER: No

20. Resumes are required for the key personnel; however, none of the positions have been designated as key, i.e, the General Engineer/Architect: Programming, the General/Architect: Planning Design & Construction, and the Construction Control Inspector. Are we to assume that all three are considered key personnel?

ANSWER: Resumes are required at the Task Order level for General Engineer/Arch Programmer, General Engineer/Arch Planning Design & Construction, and Construction Control Manager. However, these resumes are not required as part of the “Technical Volume.” (Refer to Question #7).

21. (PWS 4.2.) Please confirm that the qualifications for the General Engineer/Architect position are the same for both the Engineer Programmer and Engineer Panning Design and Construction position.

ANSWER: Confirmed, qualification requirements are the same.

22. Provisions and Clauses: Does FAR 52.222-62 apply to this contract?

ANSWER: No

23. Given this scope of work falls into the Exception 1 category for NAICS 541330, would the Government consider including the exception in this solicitation?

ANSWER: No

24. Does the government intend Corporate Experience (ii) and Past Performance (iii) to be separate sections of the Technical Volume?

ANSWER: No. Both Corporate Experience and Past Performance are part of the Technical Volume.

25. When the government says a “Summary Pricing sheet shall be completed as part of the Pricing Volume”, does the government mean the table on page 1 or the Ordering Work Sheet excel document.

ANSWER: Yes, priced at the hourly rate

26. What format should the pricing volume be in (excel and PDF, PDF only)?

ANSWER: The use of either is acceptable.

27. Are the annual representations and certifications excluded from the page count?

ANSWER: There is no need to submit the representations and certifications with your offer. The government will verify during the technical evaluation phase using DORAbot to verify completeness.

28. Does the government require only FAR 52.212-3 or the entire Provisions and Clauses document filled out and returned with the Price Volume.

ANSWER: No. See question #27

29. The PWS says the “contractor will provide resumes of key personnel”. Does the Government expect this with the Technical Volume? And if yes, are they excluded from the page count?

ANSWER: No. See answer to question #7.

30. Will there be any office space provided for engineering/architectural/construction management related personnel in those disciplines to locate on base? If so, what percentage of manpower will be required to of manpower will be required to be onsite locally at DMAFB as part of this contract?

ANSWER: All three positions (FTE) will be provided office space and required to work locally at DMAFB. (See Section 6.6 and 6.13) Office space for Contractor Project Manager (Section 6.1) or support staff will not be provided at DMAFB and will be responsibility of successful offeror.

31. Similarly for the construction management component, what percentage of manpower will need to be stationed onsite/on base?

ANSWER: Each Construction Control Manager (Section 2.3 & 4.3) position filled will be provided office space and required to work locally at DMAFB. Per Section 6.6 & 6.13 Remote/telework is not allowed.

32. Do any current Air Force or Davis Monthan Contracts preclude perspective bidders from submitting for this opportunity? If so, which contracts would preclude submittal?

ANSWER: No.

33. What is the expected capacity of this contract overall and on a per fiscal year basis?

ANSWER: FY24 - 3 Programmer Positions (Section 2.1) FY25 - 1 Planning Design & Construction Positions (Section 2.2) and 1 Construction Control Manager Positions (Section 2.3) FY26 - 3 Planning Design & Construction Positions (Section 2.2) and 3 Construction Control Manager Positions (Section 2.3) FY27 - 3 Planning Design & Construction Positions (Section 2.2) and 3 Construction Control Manager Positions (Section 2.3) FY28 - 2 Planning Design & Construction Positions (Section 2.2) and 2 Construction Control Manager Positions (Section 2.3)

34. Please confirm the solicitation was issued for award of a single-award IDIQ contract and that subsequent task orders will be issued on a firm fixed price bases, with the first task order for the positions noted in solicitation paragraph vi to be awarded concurrently with award of the IDIQ contract.

ANSWER: Yes, this will be a single award IDIQ contract with a 5-year ordering period for Task Orders issued on a firm fixed price basis. Also, see question #1 for the governments intent to issue the first Task Order.

35. Will the government please clarify this requirement: “FAR 52.212-2 subparagraph a. Procedures, Technical Acceptability on page 3 states offerors must demonstrate their technical capability in fulling this requirement for “WHISI Operational and Technical Services.”

ANSWER: This is a clerical error and will a corrected copy of the Combo will be posted along with the Questions & Answers.

36. Will the Government revise the Ordering Worksheet to reflect use of 1912 hours for a full-time equivalent given eleven federal holidays?

ANSWER: No. The worksheet is set up for the maximum anticipated number of hours for each CLIN and task orders will be issued as the government’s requirements dictate based on anticipated workload. As such, we are looking for offerors pricing to identify the hourly rate for the position identified.

37. Does the Government intend to issue a DD 254 requiring the successful firm to maintain a secret, or higher, facility clearance?

ANSWER: No. A DD 254 is not required.

38. Will the Government consider the addition of other labor categories proven to provide the Government maximum flexibility in the execution of similar IDIQs over the duration of the IDIQ?

ANSWER: There will be no additional labor categories other than those listed in the solicitation.

39. If additional Labor Categories are acceptable can the submission template be adjusted to identify the additional Labor Categories and fully burdened labor rate for the LCATS? (i.e., a rate card separate from identified Task Order pricing) ANSWER: Not required. See Question #38.

40. Is there an incumbent contractor currently performing these services? If so, please provide the incumbent contractor’s name and contract number.

ANSWER: There is no incumbent contractor for this requirement.
