COMBINED SYNOPSIS/SOLICIATION: RFQ FA487724Q0016

New Rack and Cable Management

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. The Request for Quote (RFQ) number FA487724Q0016, New Rack and Cable Management, will be used to reference any written quote provided under this RFQ.

3. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024-05 effective 22 May 2024. The DFARS provisions and clauses are those effective 30 May 2024. The DAFFARS provisions and clauses are those in effect to DAFAC 2024-0612 effective 12 June 2024.

4. Applicable Wage Determination WD 2015-5473 Rev 22, 9 May 2024

5. This Firm Fixed Price contract will be performed at Davis-Monthan Air Force Base.

6. This requirement is a Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541519 with a small business size standard of $34,000,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. A lack of a current SAM registration will make an offeror ineligible for award in accordance with FAR 52.204-13, System for Award Management Maintenance

7. The contractor will replace several server racks and have cable management/clean-up services performed in the same racks that are being replaced. The Contractor shall provide all required transportation, personnel, equipment, tools, parts, labor, appropriate supervision, and management needed to accomplish the work requested.

NOTICE TO CONTRACTORS/VENDORS

The USAF reserves the right to cancel this RFQ, at any time before or after the closing date of the solicitation. If the USAF cancels this RFQ, the USAF has no obligation to reimburse a contractor for any costs.

The USAF requests that all quotes are good for 90 days from the date of submission. This request will be acknowledged explicitly within all submissions.

The contractor will provide a quote for the following items:

8. Offerors will use the SOO to create a proposed PWS. Offerors that do not have a PWS will not be considered for award.

9. Questions must be submitted via email by 12 August 2024 2:00PM Arizona Time to TSgt Cody Daraban and TSgt Joshua Lewis.

10. A Site visit will be conducted 09 August 2024 10:00 AM Mountain Standard Time (MST).

a. All visitors will initially meet at the Davis-Monthan Visitors Center on Craycroft Road.

b. After meeting at the Davis-Monthan Visitors Center, visitors who are driving a commercial/company vehicle will then proceed to the Swan Gate Inspection Center to have their vehicle inspected and receive their base pass and will proceed to Building 5010.

c. After meeting at the Davis-Monthan Visitors Center, visitors who are driving a personal vehicle will receive their base pass and will proceed to Building 5010.

d. Mandatory items to have when getting a visitor pass are a valid driver’s license, vehicle registration and vehicle proof of insurance.

11. Quotes must be submitted via email and are due by 16 August 2024 2:00PM Arizona Time. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

12. Note for WD 2015-5473 Rev 22. Wage determination is attached according to SCA for service contracts. Perspective offerors are not bound to the positions listed nor the pricing of those positions.

12. The USAF will not provide contract financing for this acquisition. Upon successful award and satisfactory performance, payment must be submitted via invoice through the Wide Area Workflow website.

The provision FAR 52.212-2, is tailored as follows:

52.212-2 Evaluation—Commercial Products and Commercial Services.

As prescribed in 12.301(c), the Contracting Officer may insert a provision substantially as follows:

Evaluation—Commercial Products and Commercial Services (Nov 2021) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

GENERAL INSTRUCTIONS and OTHER INFORMATION

Agreement with terms and conditions: Submission of an offer indicates agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

Multiple Offers: The Government will only accept one (1) quote per offeror. Multiple offers will not be accepted.

Late submissions, modifications, revisions, and withdrawals of offers:

Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.

Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

If this solicitation is a request for quotes, it was the only quote received.

However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.
