COMBINED SYNOPSIS/SOLICIATION: RFQ FA487724Q0013

Analytic Support and Liaison Services

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

2. The Request for Quote (RFQ) number FA487724Q0013, Analytic Support and Liaison Services, will be used to reference any written quote provided under this RFQ.

3. This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2024-05 effective 22 May 2024. The DFARS provisions and clauses are those effective 25 April 2024. The DAFFARS provisions and clauses are those in effect to DAFAC 2023-0707 effective 7 July 2022.

4. Applicable Wage Determination WD 2015-5473 Rev 22, 9 May 2024

5. This Firm Fixed Price contract will consist of a Base Year and four (4) additional one-year option periods at Davis-Monthan Air Force Base.

6. This requirement is a Service-Disabled Veteran Owned Small Business Set-Aside. The associated North American Industrial Classification System (NAICS) code for this procurement is 541611 with a small business size standard of $24,500,000.00. All prospective offerors must be registered in the System for Award Management (SAM) at www.sam.gov. A lack of a current SAM registration will make an offeror ineligible for award in accordance with FAR 52.204-13, System for Award Management Maintenance

7. The contractor will provide access to a global network of experts in commercial trade craft, competitive intelligence, and secure supply chain structures with TS/SCI clearances, experience working with national intelligence agencies, and access to commercial proprietary data sources that can be used for purposes of military targeting. Due to the proprietary nature of the data sources utilized and facility security entry requirements, limits the sources available that can meet this requirement. The requirement is for proprietary data sources and full-time, on-site liaison/mentors who will work side-by-side with Targeteers from the 612 Air Operations Center (AOC) Intelligence, subordinate to 12 AF Air Force Southern (AFSOUTH), Davis-Monthan Air Force Base (DMAFB), AZ. This is critical, analytic support and sustained mentorship required to support of 612th AOC intelligence.

NOTICE TO CONTRACTORS/VENDORS

The USAF reserves the right to cancel this RFQ, at any time before or after the closing date of the solicitation. If the USAF cancels this RFQ, the USAF has no obligation to reimburse a contractor for any costs.

The USAF requests that all quotes are good for 90 days from the date of submission. This request will be acknowledged explicitly within all submissions.

8. Questions must be submitted via email by 10 July 2024 1:00PM Mountain Standard Time (MST) to TSgt Cody Daraban and Mr. Jerry Sauder.

9. Quotes must be submitted via email and are due by 24 July 2024 2:00PM MST. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted in a timely manner by specified due date.

10. The USAF will not provide contract financing for this acquisition. Upon successful award and satisfactory performance, payment must be submitted via invoice through the Wide Area Workflow website.

The provision FAR 52.212-1 is tailored as follows:

FAR 52.212-1, INSTRUCTIONS TO OFFERORS - COMMERCIAL ITEMS (JUL 2015)

To ensure timely and equitable evaluation of the quote, the offeror must follow the instructions contained herein. The quote must be complete, self-sufficient, and respond directly to the requirements of this solicitation.

Offerors must be currently registered in the System for Award Management (https://sam.gov) and agree to remain Registered while performing services in the support of Davis-Monthan AFB, AZ. The offerors response will consist of:

1. Technical Volume (NOT TO EXCEED 20 PAGES)

a. Submission of documentation verifying an active facility clearance at the classification of at least US Top Secret.

b. Submission of a narrative outlining offeror’s approach to providing qualified personnel of the required caliber,

as listed in PWS Paragraph 1.1.5, in the timeframes described in PWS Paragraph 1.2.3.5. The narrative shall
include a statement and supporting information showing how the contractor will comply with the Services
Summary Standards of PWS Paragraph 2.0.

c. Submission of offeror’s Essential Services Plan and a point of contact for purposes of continuation of services in accordance with PWS Paragraph 1.2.8.1 and 1.2.8.2, respectively.

d. Submit a completed version of Attachment 5 – DD254, contractor/subcontractor information must be completed.

2. Price Volume (NOT TO EXCEED 5 PAGES)

a. Complete the CLIN Structure section of the solicitation, including “Unit Price” and “Total Price” of each line item or submit a company quote that contains all required information.

b. If an offeror has completed the annual representations and certifications via the System for Award Management (SAM) website, and after reviewing the SAM database information, the offeror verifies by submission of this offer that the representation and certifications currently posted electronically at FAR 52.212-3, Offeror Representations and Certifications—Commercial Items, have been entered or updated in the last 12 months, are current, accurate, complete, and applicable to this solicitation (including the business size standard applicable to the NAICS code referenced for this solicitation), as of the date of this offer, then the offeror does not need to include a copy of the representations and certifications with the quote.

c. However, if any information within 52.212-3 has been updated for this solicitation only, or if there are any other changes, then the offeror must include those changes within the price volume (Updates to 52.212-3 will not count against the 5 page limit of the pricing volume).

The provision FAR 52.212-2, is tailored as follows:

FAR 52.212-2, EVALUATION – COMMERCIAL ITEMS (OCT 2014) – ADDENDUM (Using FAR 13.106 Procedures)

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The lowest priced offer will be evaluated for technical acceptability. Technically acceptable means the offeror must meet all requirements in the technical section satisfactorily to be considered for award. If found technically acceptable, the award will be made without further consideration. If found technically unacceptable the government will evaluate the next lowest offer for technical acceptability until the best value award can be made. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and capability statement. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration. The following factors shall be used to evaluate offers:

1. Technical Acceptability (Sub-factors will be evaluated as Acceptable or Unacceptable)

a. The offeror’s Facility Clearance (FCL) will be validated within Defense Security Services (DSS). The proposal

will be acceptable if the FCL is active and is at least the level US Top Secret (TS/SCI), in accordance with PWS
Paragraph 1.2.14.21.1.

b. The submitted narrative will be evaluated to determine the offerors fully comprehends the requirements of the

PWS. The narrative will be acceptable if it gives the government confidence that the offeror understands how to
deliver the services being requested.

c. The submitted Mission Essential Contractor Plan will be acceptable if it complies with instructions of DFARS 252.237-7024.

d. The submitted DD254 shall have contractor/subcontract information completed in accordance with the instructions to be acceptable.

Technical Acceptability Ratings Rating Definition Acceptable The quote clearly provides data to support the fulfillment of paragraph 1a through 1d above.

Unacceptable The quote does not meet one or more of the requirements listed above in paragraph 1a through 1d.

2. Price Evaluation

a. The government will evaluate fair and reasonableness of the proposed prices for CLINs 0001-0002, 1001-1002, 2001-2002, 3001-3002, 4001-4002.

i. Completeness – The offeror’s price quote will be evaluated for completeness by confirming the
offeror has provided unit and total price for all CLINs.
ii. Reasonableness – The offeror’s price will be evaluated for reasonableness through one or more
of the methods specified in FAR 13.106-2 & 3.

b. Options. The Government will evaluate offers for award purposes by adding the total price for the base plus

four option periods. The Government may determine that an offer is unacceptable if the option price is
significantly unbalanced. Evaluation of the option shall not obligate the Government to exercise the option.

BASIS FOR CONTRACT AWARD: Two factors will be used to evaluate offerors’ quotes: the technical acceptability and the price. The assessment will include a best value assessment between the technical factors and price among the quotes that conform to FAR 52.212-1, have acceptable technical ratings and price. In evaluating, Price outweighs Technical capability.

Price Evaluation – The Government will evaluate the offeror’s price quote, to include all options, for price completeness and reasonableness as described below.

Completeness- The offeror’s price quote will be evaluated for completeness by confirming the offeror has provided unit and total price for all CLINs.
Reasonableness - The offeror’s price will be evaluated for reasonableness through one or more of the methods specified in FAR 13.106-2 & 3.

The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror's initial offer should contain the offeror's best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.

Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options will not obligate the Government to exercise the option(s).

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, will result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

GENERAL INSTRUCTIONS and OTHER INFORMATION

Agreement with terms and conditions: Submission of an offer indicates agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information or reject the terms and conditions of the solicitation may be excluded from consideration.

Multiple Offers: The Government will only accept one (1) quote per offeror. Multiple offers will not be accepted.

Late submissions, modifications, revisions, and withdrawals of offers:

Offerors are responsible for submitting offers, and any modifications, revisions, or withdrawals, so as to reach the Government office designated in the solicitation by the time specified in the solicitation.

Any offer, modification, revision, or withdrawal of an offer received at the Government office designated in the solicitation after the exact time specified for receipt of offers is "late" and will not be considered unless it is received before award is made, the Contracting Officer determines that accepting the late offer would not unduly delay the acquisition; and-

There is acceptable evidence to establish that it was received at the Government installation designated for receipt of offers and was under the Government's control prior to the time set for receipt of offers; or

If this solicitation is a request for quotes, it was the only quote received.

However, a late modification of an otherwise successful offer, that makes its terms more favorable to the Government, will be considered at any time it is received and may be accepted.

Acceptable evidence to establish the time of receipt at the Government installation includes the time/date stamp of that installation on the offer wrapper, other documentary evidence of receipt maintained by the installation, or oral testimony or statements of Government personnel.

If an emergency or unanticipated event interrupts normal Government processes so that offers cannot be received at the Government office designated for receipt of offers by the exact time specified in the solicitation, and urgent Government requirements preclude amendment of the solicitation or other notice of an extension of the closing date, the time specified for receipt of offers will be deemed to be extended to the same time of day specified in the solicitation on the first work day on which normal Government processes resume.

Offers may be withdrawn by written notice received at any time before the exact time set for receipt of offers. Oral offers in response to oral solicitations may be withdrawn orally. If the solicitation authorizes facsimile offers, offers may be withdrawn via facsimile received at any time before the exact time set for receipt of offers, subject to the conditions specified in the solicitation concerning facsimile offers. An offer may be withdrawn in person by an offeror or its authorized representative if, before the exact time set for receipt of offers, the identity of the person requesting withdrawal is established and the person signs a receipt for the offer.

NOTE REGARDING FAR 52.217-8: The extension option authorized by 52.217-8 will be considered evaluated as being the same rate/unit price as the period of performance preceding its use. For rates/unit prices that represent a period of time, such as months, and the government chooses to exercise its option for less than that period; the rate used for the option will be prorated accordingly. Offerors are NOT to submit separate pricing to account for this option; separate pricing will not be evaluated or included in the resultant contract.
