personnel initially within 30 days of assignment. The contractor is required to maintain individual training records for compliance purposes.

1.2.14.19. Physical Security. Contractor employees will safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, the contractor will secure all Government facilities, equipment, and materials. The contractor will establish and implement methods of ensuring all Government lock combinations, are not lost, misplaced, or used by unauthorized persons. The contractor will prohibit the use of lock combinations, issued by the Government, by any persons other than the contractor's employees. The contractor will also prohibit the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.

1.2.14.20. Key Control. The contractor will establish and implement methods of ensuring all keys/combinations issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor will not duplicate any keys issued by the Government. The contractor will immediately report to the COR any occurrences of lost or duplicated keys. In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the Government will replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the contractor.

1.2.14.21. Industrial Security - DD Form 254, Department of Defense Contract Security

1.2.14.21.1. Contractor Clearances. The contractor must possess and maintain an active Facility Clearance (FCL) with a minimum security clearance at the classification level of U.S.

Top Secret (TS/SCI) at time of proposal submission and remain active throughout the life of the contract. The contractor will request security clearances (Submit Clearance Paperwork through the National Background Investigative Services to the Defense Counterintelligence and Security Agency for personnel requiring access to classified information within 15 days after contract award.

1.2.14.21.2. Personnel Clearances. All contractor personnel performing services under the contract must possess and maintain a minimum TS/SCI security clearance at contract start. All contractor employees performing services under this contract must be U.S. citizens. The contractor may be required to provide employee background information to comply with contract clearance requirements, including Common Access Card (CAC) cards and building access badges. Department of Defense (DoD) military, civilians, or contractor personnel using unclassified automated information systems that have access to sensitive information must possess, at a minimum, a Tier 1 background check in accordance with DoDM 5200.02_DAFMAN 16-1405, Department of the Air Force Personnel Security Program. Those personnel requiring access to classified systems are subject to the appropriate investigation.
