Q&A – 15 Aug 2023
1. What is the completion date / period of performance for the project?
a. Completion date is ASAP, target NLT 15 Dec 23.
2. Can you please clarify how you see the 13” signage monitors being used. Are they just to just show CLASSIFIED UNCLASSIFIED messages or is something else intended. In this case a server will be needed to manage the messages - who would provide that?
a. After speaking with the Wing, they have an integrated solution that allows for the control of digital signage displaying secure and Unclassified messages. The contractor would be required to provide the necessary equipment.
3. Is Wifi allowed? This would be essential if a mobile touch screen is to be supplied.
a. Touch screens should be hard-wired into the system.
4. Are the only video sources the laptops on the podiums?
a. Yes
5. Are the cameras in the two rooms to be used simultaneously?
a. Yes, they should be separate systems.
6. Where are the cameras located in each room? 1 camera per room, correct?
a. Cameras will be centered on the walls above the displays. 1 camera per room.
7. For the Secure Video Conference, do you host the meeting off your laptop or do you use a dedicated codec?
a. Meetings are hosted off of laptops via Teams.
8. 3. Do you need wireless microphones?
a. No
9. 4. Do you have a podium?
a. Yes
10. 5. If so, do you need a podium microphone?
a. No
11. 6. Is it OK to use 82" TVs?
a. Yes, as long as they still meet all other stated requirements and fit in the spaces.
12. 7. Do you want the videowall to be 1 image or do you want to have tiled images across all of the
TVs? Example: picture in picture, etc.
a. Only requirement is to display 1 image (quasi-projector setup)
13. Engineer estimate/estimated budget price – No pricing will be discussed prior to contractor selection.
14. Who will be responsible for Electrical works?
a. Contractor, under approval from CE.
15. Who will provide power outlets in AV racks and field AV devices?
a. Contractor, under approval from CE, however necessary outlets should already exist.
16. Will there be any cables that are going to be reused?
a. No
17. Who will be responsible for conduit and raceways for AV cabling? Will there be a need to run new conduits and raceways?
a. Contractor will need to survey area in order to establish whether or not new raceways and conduit is needed. If new materials are needed, contractor will source and install.
18. How many display sources would you like to display simultaneously in the video wall array?
a. 1 display
19. Are you open to the option of a direct view LED solution?
a. Assuming resolution and cost are similar, yes, however would need specific information on proposed solution.
20. Do you require TAA-compliant display products?
a. Any products must be in compliance with Approved Item Lists for classified spaces (my understanding is that would mean TAA compliance is baked-in)
21. Who will provide backing support/wall reinforcement for the Video wall displays and the large display at the back?
a. Contractor will be responsible for any mounting solution and installation of the video displays.
22. Will there be any existing AV equipment that will be re-used?
a. No
23. Will your VTC sessions through NIPR and SIPR run through GFE Computers?
a. Yes
24. Do you require a Hard Codec or Soft Codec VTC system like Zoom, MS Teams, etc.?
a. Soft codec
25. What is the desired size of the 4 unit touchpanels?
a. Whatever is industry standard and recommended.
26. How many video input sources are required and where will these input sources be located?
a. Input sources will be at the podium and at the equipment rack. 3 sources.
27. What is the required or allowable size of the equipment rack? Height? Depth?
a. Equipment rack should be standard AV unit size, with required spaces for equipment deemed necessary by the contractor
28. Can you elaborate more on the 10 units of ceiling microphones for the auditorium? Do you require a ceiling array beam steerable microphone? Or just small concealable ceiling microphones?
a. Small concealable ceiling microphones.
29. Completion date/Period of Performance?
a. See item 1
30. Are equals/substitutes allowed?
a. Yes, as long as they are approved for use in classified spaces.
31. Warranty required for how long?
a. 2 year warranty if possible
32. Maintenance period/length?
a. Contract is only for installation and training.
33. Completion schedule due to any delays from the current supply shortage?
a. Desired completion NLT 15 Dec 23
34. Progress payment for stored equipment due to long leading time?
a. No, firm fixed price contract.
35. Does the jobsite have a loading dock?
a. No
36. Free parking? The distance from the jobsite building.
a. It’s a base… all parking is free. There are many parking lots that could be used within 250 meters from the jobsite.
37. Storage location or any storage space?
a. No, contractor will have to provide own storage facility (ex. Shipping container)
