Performance Work Statement
Audio and Video Technology Equipment and Installation Services for
Bldg. 1610 (55 RQS) Auditorium and Commander’s Conference Room
Description of Services. The contractor shall provide all required components, cabling, transportation, experienced personnel, tools, labor, appropriate supervision and management for audio and video equipment and services in support of the removal and replacement of a Non-Secured Internet Protocol Router (NIPR) & Secure Internet Protocol Router (SIPR) audiovisual presentation system, and Secure Video-Teleconferencing System in the 55 RQS auditorium and
Commander’s Conference Room.
Tasks. The contractor shall be responsible for the installation of the NIPR/SIPR audio and video system and associated items / accessories in the 55 RQS Auditorium and Commander’s Conference Room. Installation shall achieve the following:
- The ability to conduct audio and video presentations utilizing a video wall (3 x 3, 55 inch television screens) and one (1) 80 inch repeater screen in the Auditorium, and two 80” television screens in the Commander’s Conference room
- The ability to conduct Secure Video Teleconference (SVTC) operations in both spaces
- The ability to display NIPR or SIPR feeds on flat screen monitors in lieu of current projectors and projector screens.
- The ability for operators to switch between inputs from a single touch panel interface: Classified or Unclassified
Presentations, and SVTC
- Product selection shall be in accordance with USAF Approved Product Lists (APLs) for relevant security levels
(NIPR, SIPR, etc), and shall function as an integrated system.
- Contractor should have experience installing audiovisual systems such as these in classified spaces.
- Installation shall be in accordance with the attached Department of Defense (DoD) Security Technical
Implementation Guide (STIG) Checklist and AFMAN 17-1301. The STIG Checklist shall be completed before the system is operational.
Project Milestones. The upgrade of the auditorium and conference room should follow the project milestones below:
- Install in-brief with all stakeholders
- Removal of old projectors, projector screen systems, and associated audiovisual equipment
- Installation of new equipment
- Operational check of new equipment
- Training of personnel on newly installed equipment
- Delivery of post-installation documentation to include equipment documents, manuals, detailed installation drawings, and schematics
Signage. The contractor shall install digital signage in the auditorium and conference room and outside each set of doors to notify personnel when classified presentations or secure video-teleconferences are being held. Signage shall be small displays in compliance with relevant USAF APLs, and shall comply with the specifications below:
- 13” screen size
- Edge-lit LED screen technology
- 1920 x 1080 resolution
- 178 / 178 (H/V) viewing angles
- Built-in speaker
- Input via HDMI, HDCP, or USB
- RS232C external-control capable
Auditorium Main Display. The contractor shall install 9 total (3 x 3 matrix) commercial displays, designed for use in networked matrix. Any items proposed shall be in compliance with relevant USAF APLs and comply with the specifications below:
- 55” Display; Ultra-HD Resolution, Thin bezel
- Shall not have wireless or Bluetooth capabilities
- Shall be remote controllable via network Internet Protocol (IP) or serial
- Displays shall be mounted and secured to the wall, level, touching with no visible gaps
- Cables for displays shall be routed in an organized and labeled manner into the control area, with cable pass-through panels. Cables shall not be visible from the front viewing area.
Auditorium Repeater Display. The contractor shall install 1 commercial display, placed so the briefer may view slides while facing the audience. Any items proposed shall comply with the specifications below:
- 80” Display; Ultra-HD Resolution, Thin bezel
- Shall not have wireless or Bluetooth capabilities
- Shall be remote controllable via network Internet Protocol (IP) or serial
- Displays shall be mounted and secured to the wall, level, touching with no visible gaps
- Cables for displays shall be routed in an organized and labeled manner into the control area, with cable pass-through panels. Cables shall not be visible from the front viewing area.
Conference Room Displays. The contractor shall install 2 commercial displays. Any items proposed shall be in compliance with relevant USAF APLs and comply with the specifications below:
- 80” Display; Ultra-HD Resolution, Thin bezel
- Shall not have wireless or Bluetooth capabilities
- Shall be remote controllable via network Internet Protocol (IP) or serial
- Displays shall be mounted and secured to the wall, level, touching with no visible gaps
- Cables for displays shall be routed in an organized and labeled manner into the control area, with cable pass-through panels. Cables shall not be visible from the front viewing area.
Touch Panel Requirements. The contractor shall install four touch panels, two in the Auditorium and two in the
Conference Room. Any items proposed shall be in compliance with relevant USAF APLs and meet the following specifications:
- Shall be able to switch between inputs (Classified Presentation, Unclassified Presentation, SVTC)
- Shall control room volume
- Shall be able to mute microphones
- Shall be able to turn on and off displays
- Shall be networked to allow for multiple touch panels
- Shall mimic the same features, operations, and capabilities
- One panel shall be installed in the presenter’s area (podium, mobile if possible) and the other shall be installed at the control desk
Secure Video Teleconference (SVTC). The contractor shall install a total of two (2) secure video teleconference cameras and necessary equipment to facilitate SVTC operations, placing one camera in the Auditorium and one in the Conference
Room. The cameras shall be in compliance with relevant USAF APLs and fulfill the following characteristics:
- Supports 1920 x 1080 resolution at 60 frames per second
- Minimum 10x optical zoom
- Motorized pan and tilt to display entire room (Approx. pan: +/- 100, tilt +/- 20)
- Minimum Field-of-View of 75 degrees horizontal, 45 degrees vertical
- Focus Distance from 1.0m to infinity
- Camera controllable via Ethernet
Speakers. The contractor shall install ten recessed ceiling mounted speakers in accordance with the drawings provided, shall be in compliance with relevant USAF APLs and fulfill the following characteristics:
- Constructed of engineered plastics and powder-coated steel, designed for indoor use
- Frequency response from 80 Hz to 17 kHz, range from 70 Hz to 19 kHz
- 125-degree conical dispersion
- Long-term power handling at 40W, with 160W peak
- 87 dB SPL sensitivity, 109 dB SPL peak
Personal Computers (PC). PCs provided by the Government shall be used for slide input to the presentation.
Microphones. The contractor shall install ten ceiling microphones to reduce noise and reduce auditorium clutter.
Microphones shall be installed flush within existing ceiling grooves as no construction to the existing structure shall occur, and shall be in compliance with relevant USAF APLs and fulfill the following characteristics:
- Condenser-type transducer
- Frequency response from 60 Hz – 10 kHz
- Multiple polar patterns
- Output impedance of 150 ohms
- Signal/Noise ratio of 72 dB
- Maximum SPL at least 130 dB
Power. The contractor shall install two (2) uninterruptible power supplies, (UPS). The UPS shall be installed in the equipment racks. The UPSs shall be in compliance with relevant USAF APLs and fulfill the following characteristics:
- 2U Rack size
- 1100W Minimum output
- 1440 VA rating
- 120V output nominal voltage
- Feed type 1
- RS232 / RJ145 ports available for communications
- USB port available (HID)
Rack. The contractor shall install two (2) audiovisual equipment racks. All presentation-associated equipment will require mounting in an equipment rack in accordance with all relevant Air Force EMSEC policies, shall be in compliance with relevant USAF APLs, and fulfill the following characteristics:
- Metallic finish
- Must provide enough rack spaces for required equipment plus approximately 25% open space to allow for system expansion
- Must have lockable caskets and a bracket for power supply mounting and lacing strips
- Must be UL listed
Other Equipment. The contractor shall install the correct fiber patch cable (Single Mode fiber vs Multi-Mode fiber) and media convertors’ with appropriate speed (1000BaseT vs 100BaseT) critical to a working presentation suite.
Pre-installation Deliverables. Installation schedule, layout configuration of electronic equipment, and rack elevation must be submitted NLT 15 business days prior to the commencement of work.
Documentation, Manuals, Drawings. The contractor shall provide all manuals, warranty information, rack elevations and applicable drawings after the installation is complete.
Training. The contractor shall provide initial set-up, use and basic troubleshooting techniques, tactics and procedures for five (5) Government personnel. The contractor shall provide a recording of the training session to enable training for future personnel. The contractor shall provide two (2) copies of all training materials to include a training manual and electronic version of the training presentation.
Government Provided Services
Point of Contact (POC). The 55 RQS will provide a Point of Contact (POC) during the Period of Performance (PoP).
Equipment Delivery. 55 RQS will provide a POC and shipment address for all installation equipment.
Network/Infrastructure. The 355 CS will provide necessary network connectivity and IP addresses in support of both
NIPR and classified presentation systems.
Emergency Services. The Government will provide Security Forces services (call 228-4444 for emergencies only), and
Fire Protection services (call 228-3333). There are no emergency medical services available on DMAFB; therefore, the contractor must dial 911 for emergency medical services. If a contractor employee calls 911 from a base phone, they must tell the 911 operator that they are calling from DMAFB.
General Information
Contractor POC. The contractor shall designate a contract POC, who will be responsible for contractor performed services. Upon contract award, the contractor shall submit the name and telephone number of the POC, in writing, to the
Contracting Officer. The POC shall have full authority to act for the contractor on all matters relating to daily execution of the contract and must be available at all times by phone during normal work hours to discuss any contract issues or problem areas.
Security Requirements
DD Form 254 Clearance and Safeguarding. The contractor shall possess an approved Secret container with a DD-254.
Contractor shall maintain a U.S. Government issued Secret security clearance for industrial security throughout the period of performance. Refer to attachment DD Form 254, Department of Defense Contract Security Classification Specification, for additional guidance.
Pass and Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for contractor employee(s) and non- Government owned vehicles. For entry to the base, submit an entry authorization request letter for each individual requiring access to the project, at least 10 calendar days prior to beginning work. A copy of the format of this letter may be obtained from the Contracting Officer on or before the pre performance conference. Valid identification with a photograph together with the base pass will be required for all individuals when entering the base.
Retrieval of Identification Media. The contractor shall retrieve all identification media, including vehicle passes, upon termination of employment or just prior to contract expiration from contractor employee(s) who depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.), or completion of the project, whichever occurs first, and turn them in to the issuing office.
Traffic Laws. Contractor employee(s) shall comply with all DMAFB traffic regulations. Contractor employee(s) are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless equipped with a hands free mode. Seat belt use is mandatory for all vehicle occupants.
Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges and debarment from the base.
Weapons, Firearms, and Ammunition. Contractor employee(s) are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on DMAFB.
For Official Use Only (FOUO). The contractor shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of
Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting and safeguarding FOUO material.
Reporting Requirements. Contractor personnel shall immediately report to an appropriate Government authority any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor employee(s), resources, and classified or unclassified defense information.
Physical Security. The contractor shall safeguard all Government property, including controlled forms provided for contractor use. At the close of each work period, Government equipment, facilities, and other valuable materials shall be secured.
Contractor Travel on DMAFB. Contractor employee(s) shall not loiter in any working area before or after performing services. All contractor employee(s) shall limit their travel on DMAFB only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract services, contractor employee(s) shall promptly depart DMAFB.
Contractor Employee Conduct. The Government reserves the right to require removal from the installation any contractor employee(s) who endangers persons or property, whose actions are inconsistent with professional conduct, whose continued employment is inconsistent with the interest of military security or who is found to be incapacitated or under the influence of alcohol, drugs, or other substances. Removal of employee(s) for any reason does not relieve the contractor of the requirement to perform contract services.
Project Hours. All project work shall be accomplished between the hours of 7:00 a.m. – 4:00 p.m., Monday through
Friday, unless otherwise approved in writing by the Contracting Officer.
Quality Control. The contractor shall provide quality control over the entire project including but not limited to the items of equipment and materials intended for installation, necessary coordination and services to facilitate the performance of the work, site conditions, and the workmanship of the contractor personnel and any subcontractors.
Contract Familiarity. The contractor shall become familiar with all the details of the work depicted in the contract documents and shall verify all field conditions and fence measurements related to the project prior to commencement of the work. If conditions are discovered by the contractor prior to commencement of the work which conflict with the contract documents, and which will substantially affect the construction as designed and depicted in the contract documents, identify and explain the condition(s) in writing to the Contracting Officer within 48 hours of discovery of the condition(s); and request clarification from the Contracting Officer before commencing work.
Manufacturer’s Instructions. The contractor shall comply fully with manufacturer's instructions, including each step in sequence. If such instructions conflict with the contract documents, identify and explain the conflict in writing to the
Contracting Officer within 48 hours of discovery of the conflict; and request clarification from the Contracting Officer before proceeding.
Testing and Acceptance. The contractor shall check layer-1 setup and perform operational check of all equipment installed. The operational test shall consist of a loop back test, internal and external calls and shall successfully show that both NIPR and classified presentation systems are working.
Cleanup. The contractor shall keep the work area and surrounding surfaces clean and orderly. Remove any Contractor-caused residue, dirt, or markings immediately upon completion of the work involved. The contractor shall clean the worksite daily.
Equipment Turn In. The contractor shall coordinate with the 55 RQS to collect all equipment removed. All equipment will be processed with the Davis-Monthan AFB Defense Reutilization and Marketing Office. Contractor shall not and is not authorized to retain any Government equipment.
