Blanket Purchase Agreement Performance Work Statement (PWS) for Lumber

1.0. Description of Services. The contractor shall provide all personnel, labor, equipment, tools, transportation, supplies, materials, management, and supervision under this Blanket Purchase Agreement (BPA) to provide lumber and lumber delivery services for the 309th Aircraft Maintenance and Regeneration Group (309 AMARG) Wood Mill located on DMAFB.

1.1. Standards. The contractor is responsible for ensuring all lumber, with the exception of plywood, is treated to comply with International Plant Protection Convention’s (IPPC) International Standards for Phytosanitary Measures (ISPM) Number 15. The glulam lumber must also comply with IPPC ISPM Number 15 and glued together for exterior use.

1.1.1. Kiln Dried/Heat Treated. Lumber must be Kiln Dried/Heat Treated (KDHT) to a standard core temperature of 56 degrees Centigrade (133 degrees Fahrenheit) for 30 minutes.

1.1.1.1 Chemically treated for ground contact. Must be treated with either Alkaline Copper Quaternary (ACQ) or CA-C (Copper Azole type C).

1.1.2. Free of Heart Center (FOHC). In addition to KDHT treated lumber, the lumber indicated in PWS Appendix, List of Lumber, must be FOHC.

1.1.3. Debarking. All lumber shall be debarked. The specified tolerance for remaining bark is any number of visually separate and clearly distinct small pieces of bark may remain if they are less than 3 cm in width (regardless of the length or greater than 3 cm in width, with the total surface area of an individual piece of bark less than 50 square cm.

1.2. Plywood Grading. The normal grading system uses the letters A, B, C, & D, where A is the best quality whith virtually no blemishes and very well sanded. As such a sheet of AC Plywood will be very well finished on the face with a relatively unfinished back. A sheet of BC Plywood will be finished on the face with filled and sanded blemishes and a relatively unfinished back. All plywood shall be exterior plywood. Exterior plywood is much more resistant to moisture than interior plywood because of the glues used to laminate the layers.

1.3. Delivery. The contractor shall deliver lumber 30 calendar days after the BPA call is placed by Government personnel. The delivery truck shall enter DMAFB through the Swan Road gate for inspection, and upon arrival the driver shall call 309 AMARG Job Control at (520) 228-8777 for escort to the Wood Mill or Area 25/ B-1.

1.3.1. Hours of Delivery. The contractor shall deliver lumber to the 309 AMARG Wood Mill between the hours of 7:00 a.m. and 1:00 p.m., Monday through Friday. Federal Holidays are observed at Davis-Monthan AFB, no deliveries should be made on these days. If a Federal Holiday falls on a weekend it is observed on either the Friday before or the Monday following it.

1.3.2. Unloading. The contractor is required to place material on 4x4 dunnage to facilitate unloading. Government personnel will unload lumber deliveries at the 309 AMARG Wood Mill.

1.3.3. Labeling. All delivered lumber shall be wrapped and labeled from the mill with the dimensions of the material, type of material, quantity, KDHT, and the mill number. A label shall be placed on one end and one side of the wrapped lumber. Each piece of KDHT treated lumber must be stamped with the KDHT certification stamp along with the mill number.

1.4. Unacceptable Lumber. If any of the lumber does not meet the BPA specifications, the lumber will be rejected by Government personnel and the contractor will remove the lumber from DMAFB at no cost to the Government. The contractor shall have 10 working days to replace the rejected lumber with lumber that meets the BPA specifications.
