Sustain Fire Station 2, Fac 1713 Contractor RFI questions & Government Response 27 May 2020

Q1: The specifications contain section 33 16 15, Water Storage Steel Tanks. The drawings do not indicate where a water tank would go. Please confirm that a steel water storage tank is required for this project.

A1: A steel water storage tank is not required for this project, and the specification section 33 16 15, Water Storage Steel Tanks shall be omitted from this project.

Q2: In reference to RFI #1, if a water storage tank is required, will the Government issue the required information to price the tank?

A2: A steel water storage tank is not required for this project, and the specification section 33 16 15, Water Storage Steel Tanks shall be omitted from this project.

Q3: The specifications contain section 32 93 00 for exterior plants/mulch. The drawings do not indicate any areas to receive landscaping. Please confirm there is landscaping required.

A3: The specification section 32 93 00 for exterior plants/mulch refers to ground cover (decorative rock/decomposed granite) to match existing and per the Base Standard. The ground cover is required to replace and increase the existing decorative rock that will be disturbed by the construction activities (water utility excavation/new hard scape/new block wall). The Contractor shall provide a minimum of a 2” depth for the decorative rock/decomposed granite.

Q4: In reference to RFI #3, if landscaping is required, will the Government issued revised drawings indication landscaping requirements?

A4: The landscaping required is the ground cover (decorative rock/decomposed granite). The Contractor shall provide the decorative rock/decomposed granite required to cover the immediate area around the facility. The Contractor shall assume an area to be covered of 3,000 SF provided at a minimum depth of 2” for the decorative rock/decomposed granite.

Q5: Drawing Sheet T‐0.1, Symbols for Telecommunications legend indicated a triangle for cabling requirements for various different connections. Sheet T‐1.1 indicates various locations with a triangle and the letter W (see attached screen shot). The legend on Sheet T‐0.1 does not have an indication with a W. Please confirm cabling requirements for locations containing the W designation.

A5: The triangle with the W is a wall phone with one cat 6 cable mounted between 42 to 46”.

Q6: During the site visit it was mentioned that a modular building will be installed by the Air Force for use by the building occupants. Please confirm the building will be unoccupied for the entire duration of the project? Please confirm that Fire Trucks and equipment will be removed from the building as well.

A6: Confirmed‐The Facility will be unoccupied during the entire duration of the project. The fire trucks/equipment will be removed from the facility during construction activities as well. However, note that this project Contract includes that the Contractor provide the temporary modular trailer/building for the building occupants to use during construction‐NOT the Government (see Specification Section 01 50 00 Temporary Construction Facilities and Controls).

Q7: Specification Section 01 35 26 part 1.7.1.1.1 does not clarify if the SSHO is an additional member of the construction team or if qualified may also serve as the project superintendent or quality control manager. Will the government please clarify if one individual if qualified, may serve as the Project Superintendent, SSHO and Quality Control Manager for this project?

A7: For this project Contract the Government requests that there be one individual as a Superintendent; and one individual, if qualified can fill the roles of both the Site Safety‐Health Officer (SSHO) and Quality Control Manager (QCM).

Q8: Section 01 45 00 – Quality Control, Sub‐Part 3.4.3 requires additional personnel above the CQC personnel specified elsewhere. These include Architects and Engineers or Construction Professional with 5‐years’ experience in all categories except Environmental which requires that the Contractor hire a Graduate Environmental Engineer. These additional personnel positions are required to be on the job site whenever work in their area of expertise is being performed. Will the Government clarify whether all of these costly requirements will be enforced for this project, including the hiring of a Graduate Environmental Engineer?

A8: This project Contract will NOT include the additional personnel positions indicated in Specification Section 01 45 00‐Quality Control, Sub‐Part 3.4.3. Additionally, the hiring of a Graduate Environmental Engineer will NOT be required for this project Contract.

Q9. Please confirm part 3.2 of section 10 78 00 applies to the designer of record and not the contractor. Confirm contractor is only responsible for providing marked up as builts as stated in this section.

A9: There is no Specification Section 10 78 00‐The Government assumes the RFI is for Specification Section 01 78 00 Closeout Submittals. Per Specification Section 01 78 00‐Part 3.2‐Record Drawings‐The Construction Contractor is responsible to prepare and provide Record Drawings (final As‐builts), depicting the as‐built construction conditions at the end of the project. The Government will provide the necessary AutoCad (DWG) files to the construction Contractor to aid in this effort.

Q10. Specification Section 07 84 00 FIRESTOPPING requires Firestopping to be installed by an FM 4991 installer, it also requires the fire stopping to be inspected by a 3rd party inspector meeting the criteria set forth in ASTM E699. Are these requirements going to be enforced on this project?

A10: The construction Contractor shall comply with the requirements in Specification Section 07 84 00‐Part 1.5 Quality Assurance, and subparts 1.5.1 and 1.5.2 for Installer and Inspector.

Q11. Multiple references are made throughout the specifications regarding the commissioning process. Will there be commissioning as part of the project scope? If so will the commissioning agent be hired by the Government or the Contractor?

A11: Commissioning is required for various parts of the project scope (I.e. HVAC‐Test and Balance). Commissioning agent(s) required will be provided by the construction Contractor.

Q12. Per Sheet T‐1.1, Keynotes 1 & 2, it states existing communication racks. Please confirm if we are to reuse the cabinets.

A12: The Contractor is to salvage and reuse the existing communications rack(s).

Q13. Will conduit be required from the Tele/Data outlet to the new cable tray?

A13: Conduit will be required per the Davis‐Monthan Communication Guidelines‐Paragraph 4.7.3. (see the attached D‐M Communication Guidelines).

Q14. Will the existing Backbone Cabling (Copper 7 Fiber) be reused or replaced?

A14: The Contractor is to salvage and reuse the existing Backbone Cabling.

Q15. Will the USDD Alerting System be funded per this project, or separately?

A15: The Fire Fighter alerting system for Davis‐Monthan AFB is the D21. This alerting system is already provided by the Base/Government.

Q16. Section 08 51 13, Aluminum Windows, paragraph 1.4.3 references Engineers calculations for the windows and to meet “MINIMUM ANTITERRORISM PERFORMACE CRITERIA”. What is the Standoff Distance and Blast Weight that we are required to meet.

A16: The Facility 1713 is typically occupied by less than 11 personnel, and thus is not required to meet ATFP requirements (standoff Distance and blast weight shall not be considered). It is not the intent of this project to replace the existing windows in the facility to meet ATFP requirements. Any new door/window framing and glazing shall only meet conventional construction standards (laminated and tempered where applicable). Additionally, the new windows will still need to be wet glazed, that is, the IG units will need to be held in place with structural silicone sealant instead of rubber gaskets. The IG units will still need to be constructed as per Spec section 08 81 00, 2.2.1, with a tempered outboard lite and a laminated glass inboard lite.

Q17. Sheet AD1.1 Drawing note D11 states to remove and reuse the existing window. Is the existing window a blast mitigation window and does it meet the minimum antiterrorism performance criteria? If the existing window does not meet these requirements is the government waiving the requirements for this window or will this window need to be replaced? Please be aware that new windows may not match existing due to ATFP requirements.

A17: The Facility 1713 is typically occupied by less than 11 personnel, and thus is not required to meet ATFP requirements (standoff Distance and blast weight shall not be considered). It is not the intent of this project to replace the existing windows in the facility to meet ATFP requirements. Any new door/window framing and glazing shall only meet conventional construction standards (laminated and tempered where applicable). Additionally, the new windows will still need to be wet glazed, that is, the IG units will need to be held in place with structural silicone sealant instead of rubber gaskets. The IG units will still need to be constructed as per Spec section 08 81 00, 2.2.1, with a tempered outboard lite and a laminated glass inboard lite.

Q18. Has the existing opening (CMU) for Window W1 been appropriately verified for installation and connection that meets Blast mitigation, is it fully grouted, steel lined, etc.?

A18: The Facility 1713 is typically occupied by less than 11 personnel, and thus is not required to meet ATFP requirements (standoff Distance and blast weight shall not be considered). It is not the intent of this project to replace the existing windows in the facility to meet ATFP requirements. Any new door/window framing and glazing shall only meet conventional construction standards (laminated and tempered where applicable). Additionally, the new windows will still need to be wet glazed, that is, the IG units will need to be held in place with structural silicone sealant instead of rubber gaskets. The IG units will still need to be constructed as per Spec section 08 81 00, 2.2.1, with a tempered outboard lite and a laminated glass inboard lite.

Q19. Note A17 on sheet A‐1.1 states that LOCKERS 1 THRU 11 are 20"W X 20"D X 74"H and LOCKERS 12 THRU 14 are 18"W X 20"D X 74"H. These sizes conflict with the sizes called for in part 2.1.1 and 2.1.2 of the spec section 10 51 13. The plans also do not indicate whether these are single or double tier lockers. Please specify which size is correct and if the lockers are single or double tier.

A19: The floor plan dimension per Note 17 on Sheet A‐1.1. The Lockers are single tier, with each locker containing the fire‐fighting equipment for one (1) fire fighter (see the Interior Elevations on Sheet A‐4.3).

Q20. Sheet A‐4.1 shows the partition door going into the shower for restroom 108 to be 30" wide, please confirm that this does not need to be a handicap accessible opening of 42"? Also confirm that the bench does not need to be handicap accessible size.

A20: The partition door going into the shower (Room 108) does not need to be handicapped accessible. Additionally, the bench in the shower does not need to be handicapped accessible.

Q21. The specifications issued with the RFP include section 33 16 15 Water Storage Steel Tanks. This section references an elevated water storage tank, however we are unable to locate such a tank on the plans. The specification also appears to be missing important design information. Please confirm that there is a water storage tank as indicated by the specifications, please show location of installation and included updated specifications with complete design requirements.

A21: A steel water storage tank is not required for this project, and the specification section 33 16 15, Water Storage Steel Tanks shall be omitted from this project.

Q22. Please confirm that the contractor is to provide the 25kw generator w/external fuel storage tank and that this is not government furnished contractor installed equipment. Please clarify the final disposition of the existing 40kw diesel generator, will this be turned over to the government upon removal?

A22: The Contractor will provide the 25kw generator w/ external fuel storage tank indicted in the Contract Document requirements. The existing 40kw diesel generator will be salvaged and turned over to the Government upon removal.

Q23. Sheet E‐2.1 shows a utility meter in the mechanical room, this is also shown on ED2.1. Please confirm that this is an existing electrical meter and a new meter is not required to be provided but simply reuse existing.

A23: The utility meter in question on Sheet E‐2.1‐Mechanical Room, is a new electrical meter to be provided and installed by the Contractor‐per the Contract Documents.

Q24. Detail 7 shows the letter M in a circle on sheet P‐5.1, this is not shown on sheet P‐0.1 but we assume it to be a water meter. Is this assumption correct? If so is this an existing water meter or a new water meter? If this is a new water meter can the government please provide information on the Base standard?

A24: The letter “M” indicated on Detail 7‐Sheet P‐5.1 depicts the water meter. The new water meter shall be provided and installed by the Contractor‐per the Contract Documents. The new water meter shall be a Mastermeter brand per the Davis‐Monthan Design Compatibility Guidelines.

Q25. Provide current geotechnical report.

A25: The construction requirements dependent on the Geotechnical Report are already integrated into the Contract Documents (Working Drawings and Specifications) provided for bid.

Q26. Will the owner be purchasing and installing the FF & E?

A26: The Government will provide furniture, fixtures and equipment not required by the Contract Documents (Ie. Beds, dressers, lamps, TV’s, chairs, tables, computers, etc.) The Contractor shall be required to provide (purchase and install) all required infrastructure fixtures and equipment required by the Contract Documents. Refer to the Working Drawings to identify the salvaged/existing equipment that is to be reused. All infrastructure equipment required to provide a complete and usable facility shall be provided and installed by the Contractor.

Q27. Please confirm that the Government will allow proposers a minimum of seven (7) days to respond to the RFP starting from the date that the Government responds to 100% of the RFIs received.

A27: Yes, seven (7) day will be provided.

Q28. Please verify that the Owner will be responsible for removing ALL equipment, unbolted furniture, personal effects, etc from the affected areas prior to construction.

A28: The Government will be responsible for removing all User equipment, furniture and personal effects from the affected building areas prior to construction activities.

Q29. Please provide Hazardous Material Report for this project.

A29: The Toxics Registry for Facility 1713 is provided (see attached).

Q30. Are there any noise restrictions during the day?

A30: No‐There are no noise restrictions for the project construction activities.

Q31. Specification section 01 45 00.00 10, 3.4.3 states: In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist the CQC System Manager for the following areas: electrical, mechanical, structural, environmental, architectural, materials technician, Cx Agent/LEED Specialist. These individuals or specialized technical companies are employees of the prime or subcontractor; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized personnel's areas of responsibility; have the necessary education or experience in accordance with the experience matrix listed herein. Is it the intent of the Government for us to budget these personnel to be on‐site during the entire duration of work in each specialty area in addition to the full time QC manager? Consequently, adding $millions to the cost of general conditions over the duration of this project.

A31: NO‐The construction Contractor shall NOT budget in these additional on‐site specialized personnel/engineers to assist the CQC Manager. This requirement is omitted from the specification section 01 45 00.00 10, 3.4.3. This project Contract will NOT include the additional personnel positions indicated in Specification Section 01 45 00‐Quality Control, Sub‐Part 3.4.3. Additionally, the hiring of a Graduate Environmental Engineer will NOT be required for this project Contract.

Q32. Specification section 01 45 00.00 10, 3.4.2 states: The CQC System Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 10 years construction experience on construction similar to this Contract. Does this statement require simply a bachelors degree or a graduate degree such as a master's or a PhD.

A32: A Bachelor’s Degree is acceptable.

Q33. Section 25 10 10 UTILITY MONITORING AND CONTROL (UMCS) FRONT END AND INTEGRATION &25 08 10 UTILITY MONITORING AND CONTROL SYSTEM TESTING The Section 25 is mentioned in different parts of specifications but section 25 and its subdivisions are not given/seen in any part of specifications. Could you please provide every divisions under section 25?

A33: The construction Contractor shall coordinate the utility monitoring and controls with the Civil Engineering Cyber Security Program Manager. Section 25 10 10 UTILITY MONITORING AND CONTROL (UMCS) FRONT END AND INTEGRATION should have been removed from the specs. The intent is that we are connecting to an existing UMCS system. Section 25 10 10 is written for providing a new UMCS. Attached is 25 08 10 UTILITY MONITORING AND CONTROL SYSTEM TESTING for the PVT for the DDC controls. No PVT for the UMCS will be needed.

Q34. Provide a complete Direct Digital Control (DDC) system, except for the front end which is specified in Section 25 10 10 UTILITY MONITORING AND CONTROL (UMCS) FRONT END AND INTEGRATION, suitable for the control of the heating, ventilating and air conditioning (HVAC) and other building‐level systems as specified and shown and in accordance with Section 23 09 00 INSTRUMENTATION AND CONTROL FOR HVAC. Can you please provide the existing Front End systems details(versions, Tridium AX or NIAGARA).

If the existing front end is to remain then please confirm if new graphics will be created by thers OR we need to provide new graphics?

A34: The existing front end will remain. New graphics and an update to the existing graphics will be required by the construction Contractor.

Q35. Please confirm standard / permissible work hours during construction.

A35: All construction work shall be accomplished between the hours of 0600‐1700, Monday thru Friday, excluding federal holidays‐unless otherwise approved in writing by the Contracting Officer/Administrator.

Q36. As per drawing control schematics the AHU‐01, HP‐1 is shown connected to a unit controller but in the specifications controls portion of packaged AHU's are not mentioned.

Can you please confirm whether the packaged AHU units are having its own controllers, sensors, devices, actuators, dampers?

A36: The intent is for AHU‐01 to have its own factory controls and controlled by a thermostat in the space with manual seasonal change over and fan on‐auto. The shutoff damper on the outside air D‐1 is closed by the FPS and is not connected to the AHU‐01 controls.

Q37. Control schematics/sequence of operations are not provided for FCU's and heat pump 2 Could you please provide Control schematics/sequence of operations for considering IO points for FCU and HP‐2?

A37: See attached control diagram and sequence of operation for FCU‐2/HP‐2.

Q38. 2.5.2 Mechanical and Electrical Rooms For enclosures located in mechanical or electrical rooms, provide enclosures meeting NEMA 250 Type 4 requirements. As per specifications NEMA 4 enclosures are mentioned for electrical and mechanical room enclosures.

Do we need to provide NEMA Type 4 enclosure panels or can we proceed with NEMA 1 rated enclosures?

A38: Provide the NEMA Type 4 enclosure as directed in the Construction Documents.

Q39. Are the existing cabinets/racks to be reused?

A39: The Contractor is to salvage and reuse the existing communications rack(s).

Q40. Will there be conduit from the tele/data outlet to the cable tray?

A40: Conduit will be required per the Davis‐Monthan Communication Guidelines‐Paragraph 4.7.3. (see the attached D‐M Communication Guidelines).

Q41. Is the existing Backbone cabling (copper and fiber) to be reused?

A41: The existing Backbone cabling (copper and fiber) is to be reuse/expanded as indicated in the Construction Documents.

Q42. Will the USDD alerting system be funded in this project or separately?

A42: The Fire Fighter alerting system for Davis‐Monthan AFB is the D21. This alerting system is already provided by the Base/Government.

Q43. The SOW indicates that there is an existing Simplex 4200 fire alarm system. Is it proprietary and will require a specific contractor to remove the system?

A43: The existing Fire Alarm system is not proprietary and will not require a specific contractor to remove.

Q44. The SOW calls out a Monaco system. Can an approved equal be used if available such as Hochiki?

A44: NO‐The Monaco manufactured combination Fire Alarm/Mass Notification System is required in the Contract Documents of this project, and cannot be substituted. Monaco is identified as a name brand product that is required to be used on Davis‐Monthan AFB. Per the sole source justification dictated in the Davis‐Monthan Design Compatible Guidelines, the Monaco equipment is already designed and integrated into the Construction Documents provided in the solicitation.

Q45. The SOW references an existing Monaco system that must remain operational and is a redundant system along with other Monaco equipment that has an unclear purpose. When this equipment is relocated into the new proposed rack is the existing equipment going to be required to be programmed into the new system? Is it the contractor’s responsibility to find out what the purpose is of the Monaco equipment that has an unclear purpose?

A45: NO‐The existing Fire Alarm system does not meet the current standards and is to be removed and replaced with a new Monaco combination Fire Alarm and Mass Notification System‐there is no relocation or reprogramming of an existing fire alarm system that will remain. The facility will be vacated during construction activities and the existing system will NOT be required to remain operational during construction. There is no existing redundant Monaco; or other Fire Alarm system, in the facility. The existing Fire Alarm system will be removed/demoed fully and replaced with an entirely new Monaco combination Fire Alarm/Mass Notification System as indicated in the solicitation Contract Documents (Working Drawings and Specifications). The existing facility fire alarm panel will be salvaged by the construction Contractor and returned to the Government for spare parts.

Q46. Please confirm that the Charrette Meeting information is correct.

A46: The Charrette Meeting was conducted under the prior design Contract. The Design of Record prepared the Charrette meeting notes. The Charrette was a snap shot in time and does not represent the final corrected design information that evolved during the prior project. The Charrette Meeting notes were provided in the construction Contract solicitation as a reference only.

Q47. Is the contractor responsible for wall mounted TVs or just the mounting bracket?

A47: The construction Contractor is responsible for providing the mounting support in the wall and the mounting bracket(s). The construction Contractor is NOT responsible for providing the TV’s.

Q48. Is the contractor responsible for supplying appliances such as washer and dryer etc.

A48: NO‐The Government/User will supply the washer and dryer appliances.

Q49. In drawings MD1.1 Note MD02 the contractor is to recover the refrigerant of the old unit.

Is the recovered refrigerant to be turned over to the government or disposed of by the contractor?

A49: The refrigerant will disposed of by the construction Contractor.

Q50. To meet the Anti‐Terrorism requirements for air intakes to be at least 10’ above the ground will evaporative cooler need to be mounted on a stand with a maintenance walkway and safety railing 10’ above finished grade?

A50: The final configuration of the ductwork will determine whether the evaporative cooler will need to be mounted on a stand. The requirement for a maintenance walkway and safety railing is dependent on the construction Contractor/HVAC Subcontractor configuration and height. The Facility 1713 is typically occupied by less than 11 personnel, and thus is not required to meet ATFP requirements. It is not the intent of this project to provide a maintenance walkway and safety rail for the evaporative cooler. Commented [GAJGUA3C1]:

Q51. The SOW calls for the Fire Alarm system to be lightning protected. Is there an existing lightning protection system for the building that the contractor will be required to tie into and test?

A51: There is no existing lightning protection system on the facility. It is not the intent of the Government to install a lightning protection system for the facility in this project Contract. The requirement to provide lightning protection for the Fire Alarm system is omitted from the Statement of Work (SOW).

Q52. When the existing generator is removed and replaced with a smaller one, is the old generator to be turned over to the government or disposed of by the contractor?

A52: The existing 40kw diesel generator will be salvaged and turned over to the Government upon removal.

Q53. Has a determination been made as to which type of CCTV camera system will be acceptable for this project?

A53: The Government/User has not procured or chosen a specific CCTV camera system. The construction Contractor is only responsible to provide the infrastructure required for the Government’s future installation of the camera equipment, at the locations indicated in the Working Drawings. However, for reference a typically used Base camera system is the fixed Axis camera, these are easy to install and program via IP‐we utilize this camera system throughout the base.

Q54. The cyber security portion of the SOW refers to related control systems. Is there a specific number and type of related systems the contractor will have to deal with and if so what are they and where do they have to be interfaced?

A54: All BACnet Routers must be BACnet/IP Routers and must perform layer 3 routing of ASHRAE 135 packets over an IP network in accordance with ASHRAE 135 Annex J and Clause 6. The router must provide the appropriate connection to the IP network and connections to one or more ASHRAE 135 MS/TP networks. Devices used as BACnet Routers must meet the requirements for DDC Hardware, and except for Niagara Framework Supervisory Gateways, devices used as BACnet routers must support the NM‐RC‐B BIBB.

Q55. Are the dry erase and tack boards to be provided by the contractor or supplied by the government for installation?

A55: The Contractor will provide and install the dry erase and tack boards as indicated on the Working Drawings.

Q56. Who is supplying the twin beds, night stands, desks and chairs?

A56: The Government/User will supply the furniture for the sleeping room (twin beds, night stands, desks, and chairs.

FL‐1 references found indicated:

Manufacturer spec is Stonehard using product Stonetec TRF 1/16” with color chip reference color Diablo Beige. Base 4” high cove including under cabinets.

Q57. FL‐1. What color Stontec is used to broadcast the Diablo Beige color chips?

Q57. Diablo Beige is a Stonehard/Stontec product color/pattern. The Government is acceptable to alternative (equal or better) epoxy urethane flooring products and product systems for use on this project. The Stonehard/Stontec product color/pattern; Diablo Beige, is only referenced as the aesthetic requested. This aesthetic can be replicated closely in other (equal or better) products/product systems and a closely matching alternative to Diablo Beige is acceptable to the Government.

Q58. FL‐1. After observing level smooth floors during the recent walk‐thru; why would an expensive hand‐troweled product like TRF 1/16” be used instead of an equally strong and durable self‐leveling 100% solids epoxy that could quickly and easily be squeegeed & rolled on?

Q58. For the aesthetic. The Government is acceptable to alternative (equal or better) epoxy urethane flooring products and product systems for use on this project. The Stonehard product is only referenced as the basis of design, and is NOT a prescribed (sole source) use product.

Q59. FL‐1. Can equal of better products be used to provide equal or more durable final floors with the same final appearance that would have otherwise resulted from using the specified Stonehard products and product system? OK for alternate approved?

Q59. Yes‐the Government is acceptable to alternative (equal or better) epoxy urethane flooring products and product systems for use on this project. The Stonehard product is only referenced as the basis of design, and is NOT a prescribed (sole source) use product.

Q60. FL‐1. Can preformed cove base be used and are they required on all cabinet kickboards?

No‐Provide the epoxy and urethane integral cove base as requested in the Construction Documents provided in the solicitation (see FL‐1).

Q61. FL‐1. No moisture barrier or testing for moisture are required as part of the flooring contractor's work?

A61: The necessity for a moisture barrier/moisture testing of the concrete is required by the construction Contract, to the extent required by the flooring manufacturer’s specifications. The epoxy and urethane flooring require specific concrete preparation and moisture content observation to ensure the necessary adhesion to existing and new concrete surfaces.

Q62. FG‐1. There are many different colors of gray; what tone of gray is needed for this floor?

A62: Regarding the Chemical Resistant Urethane‐CRU (FG‐1) flooring, the typical Base installation includes a light grey tone, so that parts and tools can be easily seen. The construction Contractor shall take this into consideration when submitting on the CRU flooring, and the Government will provide a final color determination based on past applications.

Q63. FG‐1. By chemical resistant urethane do they mean a base coat of gray epoxy with a topcoat of polyaspartic? Or a top coat of polyurethane? (polyaspartic would be more chemical resistant than polyurethane).

A63: Regarding the Chemical Resistant Urethane‐CRU (FG‐1) flooring, the specific application is indicated in the solicitation documents (Working Drawings/Specs/Manufacturers Specs). The CRU application requested for Fire Station 2 (Vehicle Bay) is intended to be typical of the numerous Davis‐Monthan aircraft hangar and similar applications. Besides the chemical resistant characteristic, the Commented [GAJGUA3C2]: topcoat finish should also be durable and resilient to scratching. The construction Contractor shall take this into consideration when submitting on the CRU flooring, and the Government will make a final determination on approval of the submittal.

Q64. FG‐1. The spec indicates “textured”; what kind of texture?

A64: Regarding the Chemical Resistant Flooring (FG‐1) indication of “textured”, refers to the grit provided in the mix for anti‐slipping.

Q68. The Fire Alarm Drawings calls for an LOC text message display this is different then what is being in every other building on Davis Monthan AFB. Is this really what the AHJ wants to have installed?

A68: The new Fire Alarm/Mass Notification System (FA/MNS) that is being requested for this project IS what is being installed throughout the Base in the last few years. The facility will be receiving a new combination Fire Alarm/Mass Notification System (FA/MNS) as required under the respective United Facilities Criteria‐this includes the text signage as indicted in the Working Drawings. The requirement for the LOC priority messages is separate from the request for the text signage. The Local Operating Console will still contain the 7‐9 priority messages (specific messages provided by the Base AHJ) that are projected audibly throughout the facility; In addition, the text display signage is provided for the hearing impaired and only contains two short word(s) announcements. The specific text “wording” for the display shall be “EVACUATE” for a Fire Alarm activation and “ATTENTION” for an ATFP message.

Q69. In addition to the LOC text message display the FA drawings also call for an LCD display. What controls the LCD display?

A69: The facility will be receiving a new combination Fire Alarm/Mass Notification System (FA/MNS) as required under the respective United Facilities Criteria‐this includes the text signage as indicted in the Working Drawings. The specific text “wording” for the display shall be “EVACUATE” for a Fire Alarm activation and “ATTENTION” for an ATFP message. Q72. Drawing E1.1 shows ceiling mounted occupancy sensors for rooms 110 and 111. Drawing E‐2.1 calls for bottom controlled receptacles in these same rooms. The Detail on E‐5.1 calls for a wall switch with integral occupancy sensor that controls both the room lights and the bottom of the receptacles and does not call for a ceiling occupancy sensor. Which of these drawings are correct?

A72: The requirement for this project; and the intent of the Design/Working Drawings provided in the solicitation, is that Rooms 110 and 111 will have ceiling mounted occupancy sensors‐with wall switch override. The wall switch with integral occupancy sensor will NOT control receptacles.

Q73. Drawing T‐6.1 calls for a 100 pair OSP copper cable. Is this a new cable?

A73: The 100 Pair OSP copper cable indicated on T‐6.1 is existing.

Q75. Drawing E‐1.1 calls out to replace 2 fixture heads on 2 existing light poles. During the site visit it was noted that there is also the same pole and same fixture head on a 3rd pole just North of the Fire Station. Should we include the 3rd fixture as part of this proposal?

A75: Only include the 2 fixture heads on the 2 poles indicated on Sheet E‐1.1. Do not include the replacement of the third fixture in the proposal.

Q76. What is the percentage of the Bid Bond/Guarantee?

A76: 3%.

Q77. Section 08 51 13, Aluminum Windows, paragraph 1.4.3 references Engineers calculations for the windows and to meet “MINIMUM ANTITERRORISM PERFORMACE CRITERIA”.

a. We need to know the Standoff Distance and Blast Weight that we are required to meet.

b. Even though this information is provided, Calculations and Design Analysis are not performed until after Award, and subject to Change Order to the specified materials. Be advised that the specified aluminum framing product(s) as well as the insulating glass unit(s) make‐up may have to be upgraded to meet the final specified mitigation, from final calculations.

c. Are the existing windows Blast Mitigation windows and do they meet the current DOD Antiterrorism Requirements.

1) Plans indicate re‐install of a salvaged window in one location from the demolition. a. If existing windows are not Blast Mitigation Type is this requirement waived at this location and the balance of the existing windows.

2) The new Casement window pair IS, per Spec, to meet the current DOD Antiterrorism Requirements, hence it will likely not match existing, based on the design and formalities of current blast windows. a. Please advise if the perimeter substrate (rough opening structure)has been appropriately verified for installation connection for Blast Mitigation, as the opening is “Existing”. i.e grouted solid, steel‐lined, etc.

A77: The Facility 1713 is typically occupied by less than 11 personnel, and thus is not required to meet ATFP requirements (standoff Distance and blast weight shall not be considered). It is not the intent of this project to replace the existing windows in the facility to meet ATFP requirements. Any new door/window framing and glazing shall only meet conventional construction standards (laminated and tempered where applicable). Additionally, the new windows will still need to be wet glazed, that is, the IG units will need to be held in place with structural silicone sealant instead of rubber gaskets. The IG units will still need to be constructed as per Spec section 08 81 00, 2.2.1, with a tempered outboard lite and a laminated glass inboard lite.

Q78. Per A05 on sheet A‐1.1, it references a bollard on detail F3 on sheet A‐3.1. Can you please provide sheet A‐3.1?

A78: There is no Sheet A‐3.1. Refer to Bollard Detail G3 on Structural Sheet S‐5.1.

Q79. Can you please provide a specification for any and all insulation?

A79: Wall insulation shall be a minimum of R19 batt insulation. Roof insulation shall be a minimum of R31 batt insulation.

Q80. Will a Risk Management Framework per AFI 17-101 be required for the project at Fire Station 2?

A80: A Risk Management Framework will be required for this project per the attached Air Force Instruction (AFI) 17-101 (see attached).
