The PWS states: “Instructors must have experience working with Air Force Rescue Squadrons and Special Tactics Squadrons conducting MFF training within the last twelve months.”; The program of record formerly known as “Advanced Tactical Infiltration Course”, has been discontinued, was considered Joint SOF training. Our cadre have provided instruction to other SOF units in the last 12 months that meet and exceed the aforementioned “Advanced Tactical Infiltration Course” requirements. The requirement for having the experience of working with Air Force personnel within the last 12 months is restrictive in nature and impedes competition for a Total Small Business set aside contract. Would the government consider removing this restriction from the solicitation to increase its choice in vendors?

Answer:

The PWS states “Instructors shall have intimate knowledge of Pararescue operations…”. Will the government please define ‘intimate knowledge’? Additionally, citing the same paragraph in the PWS, does TTP development with Rescue Squadrons and Special Tactics Squadrons come from interaction as a contractor or Air Force personnel?

Would the government please provide the specific number of reserve parachutes out of the 130 total to be packed during the period of performance?

Answer:

No, the course is extremely condensed due to the time line we have available for this training and are short in-house instructors. We are seeking a vendor that has favorably worked other PJ Rescue units within the last 12 months and has working knowledge and experience employing the TTPs being used by the bulk of the career field in training which include a hybrid of those formally taught at ATIC and adapted to our unique requirements/SOPs not found at other SOF units. Because the time line is so short, we will not be able to educate a vendor unfamiliar with this in time.

Vendor does not have to be prior AF.

Reserve chutes will only need to be packed in the event of an inadvertent pilot chute deployment or cutaway. Reserves will otherwise show up to training packed and be current through the course. No more than 5 expected.

QUESTIONS

The PWS states in Day 4-5: “Set up for 1 full mission profile for mass casualty or personnel pickup.” Is the contractor expected to provide support for Full Mission Profile training? Would the government please expound upon this requirement? As the contractor currently understands this requirement can provide the following but not limited to: OPFOR Personnel, Pyro, Simunition Equipment, Simunitions, Special OPFOR Weapons (IEDs, RPGs, AKs), ISR for Mission Planning, TOC SA, Radio Traffic Simulation, High Angle Rescue, vehicle Support for Crush Scenario, Catering Services (Diet Specific), Water Drop Zone, TCCC, Live Tissue/Cadaver Training, Moulage, Aircraft Hulk, etc. In order to provide the government with the best value;
