Performance Work Statement for
Advanced Tactical Infiltration Course
1.0. Description of Services. Contractor shall provide ONE (1) FIVE (5) day course of instruction (Date: 25-29 March 2019) for a maximum of SIXTEEN (16) 306th Rescue Squadron (RQS) personnel. The overall intent of the training is to give the 306 RQS operators the ability to understand the mechanics, methodology and Tactics Technics and Procedures (TTPs) of conducting tactical High Altitude High Opening (HAHO) operations on multiple Unknown/Unmarked drop zones as a team. The training shall encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.
1.1. Basic Services. The contractor shall provide ONE (1) C-23 Sherpa aircraft and aircrew for Day and Night Military Free Fall (MFF) High Altitude Low Opening (HALO) and HAHO proficiency training in/around Parker, Arizona and military surveyed drop zones. The utilized runway shall also be C-130 capable. An estimated FIFTEEN (15) flight hours shall be required in/around Parker, AZ for the Flight portion of this training course. Any flight hours required to transport the aircraft to or from Parker, AZ shall be added to the 15 flight hours required for training at no additional cost to the government. The contractor shall be the controlling agency for a minimum of FIVE (5) drop zones and provide drop zones that are Joint Precision Airdrop System (JPAD)’s capable. The contractor shall provide at a minimum THREE (3) climate controlled debriefing rooms, secured storage for weapons and a secured climate controlled room for all Aircrew Flight Equipment (AFE) equipment and sensitive items, and a gym that is accessible 24 hours a day. The contractor shall also provide ONE (1) drop zone recovery vehicle. Lastly, the contractor shall provide FOUR (4) FAA certified riggers qualified on the SOV III and RA-1 parachute system (MFF & Double Bag Static Line <DBSL> configurations) in/around Parker, Arizona for the duration of the Flight portion of this training course, and shall remain until all parachutes are packed at the end of the course. The FAA certified riggers shall initially pack and then repack all mains and reserve parachutes (as required), estimated one hundred and thirty (130) pack jobs, throughout the duration of the training according to the established training schedule. The contractor shall provide a minimum of 2,400 square feet of useable padded packing space. All parachutes shall be returned to the 306th RQS packed by the contracted FAA riggers ready to jump.
1.2. Training Requirements. The course needs to provide training that shall give 306 RQS personnel the ability to understand the mechanics, methodology and TTPs of conducting tactical HAHO operations on multiple Unknown/Unmarked drop zones as a team. The training shall encompass planning, mission prep and execution of such operations and give a solid understanding of what is needed to conduct HAHOs in a combat environment.
The contractor shall provide a training area, within five (5) miles of staging area, that shall allow for swift water, high angle and extrication training scenarios.
1.2.1. Student to Instructor ratio shall be 8:1.
1.3. Minimum Contractor Requirements
1.3.1. The Advanced Tactical Infiltration Course shall take place over 5 working days. The course shall cover these areas of emphasis:
• HAHO Grouping and Canopy Control
• Advanced Aerial Navigation
• Rig an Electronic Navigation Board System for MFF/DBSL Operations
• Program and Electronic Navigation Board System for MFF/DBSL Operations
• Compute the High Attitude Release Point (HARP) for a HAHO Operation Utilizing
Electronic Navigation Equipment
• Specialized Weapons and Equipment Rigging
• Perform Jump Master Personnel Inspection (JMPI) on an MFF/DBSL Parachutist
• Night Vision Goggles (NVG) Rigging and Employment
• Perform MFF/DBSL Operations with NVGs, Special Weapons & Equipment and
Portable O2 System
• Perform an MFF/DBSL HAHO Parachute Jump Utilizing Electronic Navigation &
Combat Equipment
• Operate the Electronic Navigation System while Under Canopy
• Maneuver Ram Air Canopy to Designated Point on the Drop Zone Utilizing Electronic
Navigation Equipment
• Perform a Blind Drop for an MFF/DBSL Operation
• Jump Master (JM)/Pilot Coordination
• Rough Terrain Landing
• 1 Drop Zone recovery vehicle
• Contractor shall be the controlling agency or have permission from the controlling agency to utilize JPAD capable drop zones.
1.4. Instructor Minimum Qualification Requirements
1.41. The instructors shall have extensive knowledge in Military Free Fall HAHO NVG operations. The instructors shall also be familiar with AFMAN 11-411/11-420, AFI 13-217 and AFI 11-410 ACC Sup. They shall also have over 10 years of experience in special operations, and have prior experience instructing special operations forces, specifically Pararescueman (PJ).
Instrutors must have experience working with Air Force Rescue Squadrons and Special Tactics Squadron conducting MFF training within the last twelve months. Additionally, instructors should hold, at a minimum, Static Line(SL) and MFF/DBSL JM rating. Instructors shall be proficient and capable of utilizing military parachutes such as the SOV-3 and Ram Air (RA-1) parachute systems and shall hold a RA-1 transition qualification. The contractor shall be current and have jumped the SOV parachute system in the last six months demonstrated through valid past performance. Furthermore, instructors shall be proficient on Android Tactical Application Kit (ATAK).
1.4.2. IAW AFI 11-410 Paragraph 8.7.2, “US citizens not covered by the Federal Employees’ Compensation Act (FECA) shall sign the hold harmless agreement contained in Attachment 4.
US citizens who are not employed by the DoD shall be members of the United States Parachute Association, possess a D-license, and be certified for the skill being accomplished. At no time shall the scope of operations exceed the parachutist’s certifications or guidelines, as they apply to the jumper.”
The contractor shall provide signed copies of hold harmless agreements, United States Parachute Association (USPA) license and qualification certificates no later than 5 days prior to commencing airborne operations Authorized Trainers - Ref. AFMAN 11-411
“The initial train the trainer qualifications shall be done by Soldiers who have completed the Tactical Infiltration course at Yuma Proving Ground (completion dates inclusive from January 2010) or through members of the MFF/DBSL School Tactical Application Detachment. Once initial training throughout the force has commenced, any current MFF/DBSL Jumpmaster who has completed the approved NVG training support package may administer MFF/DBSL/NVG training.”
Pilot qualifications shall meet the special qualifications and provide the following:
• 100 hours experience performing airdrop operations
• Multi-Rating Pilot License & Docs Required
• U.S. Commercial Pilots License (CPL)
• The aircrew shall be knowledgeable in current military static line and freefall tactics and procedures relating to aircrew and jumpmaster interface/coordination IAW AFI 11-410 Personnel Parachute Operations.
• The vendor shall be DoD approved commercial operators to include aircraft certifications and licenses (Part 135 certificated in accordance with DoDD 4500.53) or otherwise in accordance with US Special Operations Command (USSOCOM) Directive 350-8.
FAA certified rigger qualifications shall meet the special qualifications and provide the following:
• All civilian riggers shall be current FAA certified riggers with credentials verified by the AFE technician on site.
• All civilian riggers shall be qualified in the SOV III and RA-1 parachute system (MFF & DBSL configurations).
• All civilian riggers shall be familiar with and follow applicable military technical data for that parachute system in which they are repacking.
• All civilian riggers shall pass a background check and drug test.
1.4.3. Instructors shall have intimate knowledge of Pararescue operations and skill sets based on previous TTP development with Rescue Squadrons and Special Tactics Squadrons.
1.5. Contractor Deliverables
1.5.1. Curriculum. The following is a detailed course itinerary: Note that some deviations from the itinerary may occur due to time, personnel, or environmental limitations.
• Day 1: Introduction on rigging of weapons, equipment, oxygen and NVGs. Followed by instruction to computer and GPS advanced navigational aids. As well as instruction on HAHO canopy control, stacking, grouping, communication and NVG Emergency Procedures. Additionally, how to perform JMPIs and pilot briefs. Lastly, conduct JM duties, pilot coordination and Military plan and execution with NVG MFF/DBSL HAHO operations.
• Day 2-3: Perform Day MFF/DBSL training consisting of slick, equipment, oxygen and
NVG jumps. Estimated two jumps daily, unless weather or any other unforeseen safety factors are present.
• Day 4-5: Perform Night MFF/DBSL training consisting of slick, equipment, oxygen and
NVG jumps. Estimated two jumps daily, unless weather or any other unforeseen safety factors are present. Set up for 1 full mission profile for mass casualty or personnel pickup.
1.5.2. Certificate of Completion. On the final day of instruction, the contractor shall provide a certificate of completion for each student completing the course.
2.0. GENERAL INFORMATION
2.1. Licenses and Permits. The contractor shall, without additional expense to the Government, obtain any necessary licenses and permits, and comply with any Federal, State, and local laws, codes and regulations applicable to the performance work statement. The contractor shall provide proof of such applicable licenses and permits and at any time upon request by the Government. The contractor shall submit any applicable certifications.
2.2. Contractor Personnel
2.2.1. The contractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
2.2.2. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to Department of Defense (DoD) Regulation 5500.7-R, Joint Ethics Regulations (JER). The contractor shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in Air Force Instruction 64-106, Contractor Labor Relations Activities.
2.2.3. Organizational Conflict of Interest. If the contractor provides an agency with support in preparing for and/or conducting acquisitions under this contract, the agency may require that the contractor sign an organizational conflict of interest statement in which the contractor (and any subcontractors or teaming partners) agree not to submit any proposal or provide any support to any firm which is submitting (as prime or subcontractor) any proposal for any solicitation resulting from the work under this contract. The agency and contractor shall strive to identify and report situations in which an organizational conflict may result. All potential conflict of interest situations shall be handled in accordance with the Federal Acquisition Regulation, Subpart 9.5.
3.0. Place of Performance. The contractor shall provide all facilities within a 275 mile radius of Davis-Monthan AFB. The Government shall provide transportation and lodging for all Government attendees.
3.1. Period of Performance. The projected period of performance for the detailed course of instruction is 25-29 March 2019.
3.2 Privacy and Security
3.2.1 Privacy Act. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S.
Code, Section 552a and applicable agency rules and regulations.
3.2.2 Security. Work on this project requires all personnel having access, knowledge and/or involvement complete Non-disclosure Agreements (NDAs). Personnel shall adhere to the provisions against sensitive information and/or information that effects national security under 18 U.S.C., Sec 1905 ("Trade Secrets Act") and 5 U.S.C. Secs 552(b)(1) and (b)(4), which prohibit the release of sensitive information trade and national security information, in addition to the provisions under Executive Orders 13526 and 12356 ("National Security Information)
