CLIN Structure: The Government is authorized two Master and one Senior rigger positions this fiscal year and 14 total riggers next fiscal year. Since this is an IDIQ, a task order will be issued immediately for the three positions with a 12 month period of performance. When this task order ends, a new task order will be issued around September 2019 for up to 14 positions if funds are available. Some of the positions have 18 months as the unit of issue and that is just months built in as a buffer in case the money comes early and we can get the positions working as soon as possible but those positions will most likely only be for 12 months.
Q: Please provide guidance for the proposal content. There appears to be no Section L Proposal Instructions in the RFP. What does the Government expect for a technical volume? (content, page limits, etc). It only appears the Government desires for bidders to submit two Master and one Senior certificates showing acknowledgement of personnel required to fill the positions.
A: This contract is not utilizing the uniform contract format, which is why no section L is included. The Government wants to see the certs of the individuals available to perform the work and the Contractor’s plan for filling the positions.
Q: Are any past performance requirements required for submission showing bidders have performed similar such work?
A: No, past performance is not required.
Q: The Government states the Service Contract Act is applicable and provides an applicable AWD for the effort. The Government is requesting multiple levels of Riggers, 1) an FAA Master Rigger, and 2) FAA Senior Rigger. Can the Government provide their recommended Department of Labor Occupational Codes for these positions?
A: The Government does not recommend a specific labor code.
Q: Contractor needs to provide bids for 3 rigger (2master, 1 sr) for 24 months and 11 sr riggers for 18months- do I have that correct?
A: Yes, This is an IDIQ and task orders will be cut over the next two years for one year at a time.
Q: I did not see it in the solicitation but I heard the contractor will be responsible for providing health insurance AND the costs of the security clearance of the contract riggers If yes to both in #2, I have an idea of the costs of health insurance but no idea about security clearance costs. Could you provide some guidance on that?
A: We do not dictate what contractors provide their contractors as long as pay is in line with the applicable wage determination. We do not have data on the cost of security clearances.
Q: I have also heard that the contractor will be responsible for providing travel expenses and per diem for contract riggers if travel is needed. The solicitation appears to say that those costs are reimbursed afterwards, para. 1.2.3.2. Do I have that correct?
A: Yes, travel costs will be reimbursed as long as they are in line with the Joint Travel Regulation and approved by the contracting officer.
Q: Is there an incumbent? If so, what is the contract #?
A: No, this is a new requirement.
Q: Under Section 1.2.6.1.1 of the PWS, is the Government willing to sponsor an uncleared contractor for their facility clearance? A contractor cannot obtain personnel security clearances without having the facility clearance, which must be sponsored by another cleared contractor or the Government Contracting Activity (GCA) with whom the contractor will have a classified contract.
A: Facility clearance can be obtained if and when a contract is issued.
Q: Pages 3 through 7 list CLINs for three Riggers (two Master rated and one Senior rated) for 24 months, followed by CLINs for eleven Riggers (one Master rated and ten Senior rated) for 18 months.
1.) Is it the government’s intent to award the additional position CLINs as separate Task Orders? Yes, see the CLIN structure explanation above.
2.) Will all positions be added six months after contract award or phased over time? See CLIN structure above.
3.) Are all positions intended to be full time (FTEs) for the 18 month period or surge support? Yes, all positions will be FTE’s and each task order will not be for more than 12 months each.
Q: Page 33, paragraph 1.2.8 (Continuation of Essential Contractor Service) states: “The requirements in PWS paragraphs 1.1.1. through 1.1.3. (inclusive) have been determined to be mission essential, in accordance with the Defense Federal Acquisition Regulation (DFARS) Supplement, Subpart 237.76, Continuation of Essential Contractor Services. The contractor providing essential services shall be prepared to continue providing such services, in accordance with the terms and conditions of their contract, during periods of crisis.”
What event(s) or conditions will constitute a “crisis” and how will that determination be made and communicated to the contractor?
A: A crisis is any natural disaster or attack on Davis-Monthan AFB that base leadership determines a recall of all mission essential personnel is necessary. The recall process flows from the top down and the contractor’s will be notified by the 68th RQS Commander. A 40 hour work week will still be followed and overtime pay will not be authorized unless agreed upon prior to working the extra hours.
