MEMORANDUM FOR ALL ATTENDEES

SUBJECT: Questions and Answers for Solicitation FA4877-16-Q-0319

1. Q: We understand there is potential for multiple locations for delivery; however, do you have a list of frequently used locations?

A: There is only 1 delivery location, VA Hospital Laboratory. This service exists solely to transport diagnostic specimens from DM Lab to local VA Lab for reference testing purposes.

There are occasions when multiple service deliveries may be required within the same business day.

2. Q: What time do the labs close that we deliver to?

A: VA Hospital Lab is open 24 hours.

3. Q: What time do the 2:00 p.m. pickups have to be delivered?

A: Ideally samples will be dropped off immediately. There are times when high priority/STAT tests are required in which lab technician/physicians are standing by for results same business day.

4. Q: Does the government require a refrigerated vehicle for the delivery of frozen and refrigerated samples or is a cooler sufficient?

A: A refrigerated vehicle is not required. We prefer the item be delivered immediately after pickup so a cooler would not be required. The shortest stability for a specimen is 4 hours at room temperature. Stability has not been tested in a "hot car". If the VA is not the next stop, we can provide a cooler to ensure the temperature requirement is met.

5. Q: Who will provide packaging for all deliverable items?

A: We will be providing the packaging.

6. Q: Will the government also provide dry-ice, ice packs, and coolers or does the incumbent have to provide such?

A: See answer to question 4. If a cooler is necessary, we can provide all materials needed for transport.

7. Q: What type of vehicle is expected to be used for these services? Ex: 4dr car, minivan, cargo van, etc.

A: No requirements.

8. Q: We want to double check and make sure that all personnel under this contract will have to be US Citizens?

A: This would be ideal. Foreign nationals require explicit written authorization from the installation commander on a case-by-case basis. Also, contractors requiring base access must pass a background check (see DM Local Policy attachment on the FBO.gov solicitation).

9. Q: After hours is considered any time outside the normal working hour for the 355 MDG or a specific time? If so, please provide the times in which the contractor could expect a call.

A: I don't foresee a need for courier from 1730 - 0730. Other than the normal pick up time at

1400, we may call for a STAT pickup and delivery anytime from 0730 - 1730.

Clarification: The monthly rate for routine service includes 1 pick-up per business day. If an additional pick-up is required after the contractor has already picked up specimens for routine service, this is classified as an on-demand pickup and can be invoiced as such using CLIN 0002.
