Performance Work Statement for Education Advisor Services
1. Description of Services. The contractor shall provide Education Advisor services in support of U.S. Air Force voluntary off-duty education program for the 355th Force Support Squadron, Education and Training Services (ETS) Section. The Education Advisor (EA) will provide education and training assistance, advisement, information, and guidance plus preparation of documents associated with the services provided and other administrative duties as assigned, at Davis-Monthan AFB, AZ.
2. Specific Tasks
a. Assist Education and Training Technicians with customer service/inquiries, training duties, including scheduling students for testing. Advise active duty Air Force personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), Air Force Institute of Advanced Distributive Learning (AFIADL), officer accession programs, and other educational support programs as required by the ETS Section Chief.
b. Advise Air Force personnel of Professional Military Education (PME) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. PME consists of, but not limited to, Senior Non-Commissioned Officer Academy (SNCOA), Squadron Officer School (SOS), Air Force Institute of Technology (AFIT), Air Command and Staff College (ACSC), Air War College (AWC).
c. Provide information regarding Air Force tuition assistance, Veterans Affairs (VA) education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants, to all eligible personnel. Assist students with completion of all applicable forms and applications. Process Air Force Tuition Assistance (TA) forms via the Air Force Automated Education Management System (AFAEMS) software program.
d. Refer students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals.
e. Become familiar with the DANTES test program and advise students of DANTES tests that are applicable to their programs of study.
f. Assist Air Force students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual Air Force personnel records with their current educational status. Update enlisted personnel data in the Military Personnel Data System (MILPDS).
g. Conduct follow-up activities (i.e. phone calls, mail-outs, e-mail) to ensure individual student educational objectives are being met.
h. Prepare all necessary correspondence and forms, and maintain related records and logs required to support all aspects of job tasks.
i. Maintain statistical data as required by the ETS Section Chief and assist with reports and other administrative tasks as requested.
j. Assist in planning and executing semiannual CCAF graduation ceremonies.
k. Use the Air Force Automated Education Management System (AFAEMS) to maintain individual student records.
l. Perform other related education and training duties as required by the ETS Section Chief.
3. Guidelines. All tasks shall be accomplished in accordance with Air Force Instruction (AFI) 36-2306, Voluntary Education Program, AFI 36-2201, Air Force Training Program, and all other pertinent Air Force, Air Combat Command, DANTES, and local command policies and publications. The contractor will read AFI-36-2306, AFI 36-2201 and will become familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, no later than the first month of employment. The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are available in the Base Training and Education Services (BTES) office.
4. Qualifications
a. An Associate degree from a regionally accredited American college or university is desired.
b. Excellent customer service skills and verbal communication skills.
c. ES related work or volunteer experience of at least 6 months is desirable.
d. Knowledge and experience with Air Force terminology, office procedures, and education programs plus familiarity/facility with INTERNET, WINDOWS XP, Microsoft Word, PowerPoint, Excel and Access is desirable.
e. A resume’ and copy of transcripts shall be submitted with bid packages to the Contracting Officer.
5. Work Hours/Days. The Government will determine the number of units (a pre-scheduled four hour block of time dedicated to providing the services identified in this Performance Work Statement) required each week and will notify the contractor with the intended schedule no later than 7 days prior to the start of the designated work unit. Normally a minimum of six units (4-hour units) will be worked per week. Services will not be performed on federal holidays, when the office is closed, or outside the normal work hours of 8:00 a.m. – 4:00 p.m., Monday-Friday. Occasionally, at the request of the Education & Training Services (ETS) Section Chief, or designee, two units may be scheduled in the same workday, beginning at 8:00 a.m. and 12:00 p.m. Exact days and times of services may be jointly determined by contractor and the Education & Training Services (ETS) Section Chief, or designee, in advance and may be modified by mutual agreement according to changing program needs.
5.1. Federal Holidays. The following federal holidays observed on DMAFB. The contractor will not provide services on the federal holidays (or the actual day set aside for observance) listed below.

5.2. Absences. Education Advisor must inform the ETS Section Chief of anticipated absence from a scheduled unit at least 24 hours prior to the scheduled absence, except in emergency situations. Anticipated absences of 1 week or more must be scheduled with the ETS Section Chief at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year.
6. Security Requirements
a. Security Training. The contractor shall ensure contractor employees receive initial and recurring security education training from the sponsoring agency’s Security Manager. Training must be conducted in accordance with Department of Defense OD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained in accordance with AFI 31- 101, The Air Force Installation Security Program.
b. Pass And Identification Items. The contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government owned vehicles.
c. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g. terminated for cause, retirement, etc.
d. Traffic Laws. Contractor personnel shall comply with base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges and debarment from the base. The use of cell phones is prohibited while driving on DMAFB, unless the phone is hands free phone. Seat belt use is mandatory for all vehicle occupants.
e. Weapons, Firearms, and Ammunition. Contractor personnel are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on Davis-Monthan AFB, AZ.
f. For Official Use Only (FOUO). Contractor personnel shall comply with Department of Defense Directive (DODD) 5400-7-R, Chapter 4, DOD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
g. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor personnel shall be briefed by their immediate supervisor upon initial on-base assignment.
h. Physical Security. Contractor personnel shall safeguard all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
i. Key Control. Contractor personnel shall establish and implement methods of ensuring all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the Government. Contractor personnel shall immediately report to the ETS Section Chief of any occurrences of lost or duplicated keys.
(1) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the contractor.
(2) The contractor shall prohibit the use of Government-issued keys or lock combinations by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
(3) The contractor shall control access to all Government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the ETS Section Chief. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers.
7. Government Furnished Property and Services
a. Supplies and Materials. The Government will provide all necessary supplies and materials to perform services.
b. Office Equipment. The Government will provide the shared use of office equipment (e.g. copier, shredder, fax machine…).
c. Work Station and Computer. The Government will provide the contractor with the use of a work station and computer (with internet access).
d. Government E-Mail Access. The Government will provide the contractor with Government e-mail access through the Local Area Network (LAN). The contractor shall use e-mail “for official use only” and in accordance with AFI 33-119, Air Force Messaging, section C, paragraph 3. The contractor shall not access any other e-mail system on Government computers. The contractor is advised that e-mail use is subject to monitoring.
e. Telephones. The Government will provide telephones for the transmission of official Government information only. The contractor shall not use Government telephones to transact personal business. Long distance and Defense Switched Network (DSN) telephone services will be provided. The Government is not responsible for charges for collect calls accepted by contractor employees. Telephone calls are subject to the standard monitoring requirements of the Government telephone network. The use of Government phones by the contractor constitutes consent to monitoring, in accordance with DoDD 4640.6, Communications Security Telephone Monitoring and Recording.
f. Emergency Services. The Government will provide security forces services (call 228-4444 for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on DMAFB, therefore the contractor must dial 911 for emergency medical services. If the contractor calls 911 from a base phone, they must tell the 911 operator that they are calling from DMAFB.
g. Recycling Program. The Government will provide recycling services and the contractor is required to participate in the base-recycling program.
