Response to Contractor’s Questions
7/30/2009
1. Will the Government be responsible for water valve control of opening and closing of the existing valves for construction?
A) Yes, Valve closures must be scheduled through a 355 Civil Engineering Squadron (CES) customer service, service call, with and performed by DM’s Plumbing Shop. Two weeks advance notice is required.
2. Whose responsibility will it be to notify building managers of water shut downs?
A) CES Customer Service will notify users of shut down.
3. During the water shut down and draining period, will the water be allowed to drain into the street curbs and let run until draining is complete?
A) The use of temporary piping will be used to channel the water to desired locations on base as directed by the base POC.
4. Will a schedule or replacement plan be provided for the valves and hydrants to be replaced?
A) Valves to be replaced have been identified on the amended site plan. The contractor will work with CES customer service to schedule replacements.
5. During the excavation of the replacement valves and hydrants will the excavated materials be allowed to remain at the excavated site or will the materials have to be removed to another site and hauled back in during the backfill process?
A) If excavated dirt remains at the individual job site, it must be protected and not allowed to enter into the storm drainage system, i.e. proper best management practice for SWPPP.
If the site does not have adequate storage space DM will provide temporary storage locations. However, all unused excavated material must be hauled off base at the cost of the contractor.
6. If extra clean generated excavated materials are accumulated during construction will a place be available on base to lose the clean excavated materials or will the material need to be hauled off base?
A) All excavated material that is not returned to the ground must be hauled off base.
7. Attachment 4 (Electrical Design) the Fire Alarm System they are asking for a new Fire Alarm System for the Consolidation MXG HQ. Where is that building on the map. I don’t remember seeing that building on the tour. Can you get us any information on this.
A) Omit this portion of the solicitation. There will be no work performed on the fire alarm system. How much should be omitted?
8. Besides Building 185, which of the 13 sites indicated under “New Electrical Work” in Attachment 3 do not already have a 480V, 3Ph service?
A) None.
9. Will any of the new electrical services, besides Building 185, require a new distribution transformer to step down distribution voltage to 480V?
A) No.
10. For sites requiring a new distribution transformer(s), such as Building 185, can the transformer be sized for the actual load or do you want it fully sized for an ultimate load of 400A (i.e. 112.5KVA)?
A) Appropriately size the transformer for the size of the building service entrance. See questions # 29, 12, 43 for the answer there.
11. Page 1 of Attachment 3 mentions installing new VFDs at Wells 4, 6, 16 & 17. However, Page 3 of Attachment 3 calls for new VFDs at Wells 2, 4, 6, 16, 17 and Building 185. Which one is correct?
A) See matrix.
12. Page 3 of Attachment 3 mentions providing LAN service where there is no existing LAN connectivity. Which sites does this apply too? What type of media (fiber-optic cable, dialup telephone, etc) and how far would we have to go with conduit, trench and backfill to make connection to the existing LAN?
A) Four 1 inch inner duct inside of a 4 inch outer duct is available at all sites.
13. Please clarify exactly what voltage and amperage electrical service you want for Building 185?
A) This will be determined by the design phase. See 29,43,9 for their answers.
14. How many flow meters and what size are required for Building 185 as indicated on Page 2 of Attachment 3? Is it one on the 4” line and another one on the 10” line?
A) One 10” water meter.
15. Will this require one or more underground concrete vaults to accommodate the flow meters?
A) See Matrix.

20. Attachment 4, Part 8 (Electrical Design), Communications part 5a states “Communication systems shall include a government telephone system, and a LAN system installed to and operating in the MXG HQ facility”. 5a goes on to call for PVC coated rigid steel conduit encased in concrete, foundations and/or floor slab penetrations, and that the conduit routing shall be coordinated with Cox and Qwest. It appears 5b, 5c and 5d go on to provide supplemental information for 5a? Is this correct? If so, it appears (3) 4” conduits and conductors are to be installed from the main telephone/data communication backboards to an existing manhole. Can you please tell us how many feet of trench and backfill is required and any other information that may help us to understand what exactly is required for this portion of the project?

A) N/A Well # 7 requires no pump work.
23. CLIN 0005 is described as “Additive Item Construct Grit Removal Sys” and CLIN 0006 as “Design fee additive item.” Since both items are “additive” by nature, it seems that the government reserves the right to award CLIN’s 0005 and 0006 as it sees fit. Please advise relative to how the government’s statutory limit for CLIN’s 0001, 0003, 0005 and 0006 of $750,000 will be applied with regards to the “additive” nature of these two items.
A) If CLINs 0001, 0003. 0005, and 0006 total more than $750K, CLINs 0005, and 0006 will not be awarded. See CLIN 0001, Solicitation page 40 note 12, and Clause 252.236-7007 for more information.
24. In the Pre-Proposal Conference/Site Visit there were a lot of questions and request for additional information that is not within the existing Documents, Exhibits and other attachments. This additional information will greatly help in developing a comprehensive and cost effective proposal; however, this information may not get distributed to interested parties until late in the week of May l7th This would only leave one week to review and put together a Proposal. Could the due date for Proposals be postponed by two weeks to, June 12,2009?
A) There will be absolutely no extensions for proposals.

Amp service. What size is the current pole mounted transformers and do these need to be up-sized for the new load and if so whose responsibility would this be?
A) The contractor is to provide a 225 kVA pad mounted transformer. High voltage cable in conduit must be run under the road to the new transformer and then wired to the disconnect per ACC standards.
31. Does the existing building get a new 200 AMP service and a second 200 amp service for the new pump house at 185?
A) See questions # 29, 12, and 43 for the answer there.

A) Yes
58. Is temporary fencing to be in ground or can it be on stands?
