About this file

This is a Statement of Work (SOW) for a Strong Bond Marriage Retreat hosted by the Air Force Chaplain Corps at Nellis Air Force Base, supporting married Active-Duty couples from Joint Base Andrews, MD and Nellis Air Force Base, NV.

The retreat requires lodging for 30 double-occupancy rooms accommodating 90 guests (60 adults and 30 children) at a facility within 50 minutes of Nellis Air Force Base, Nevada, with safe walking distance to restaurants. The contractor must secure dates within one of four preferred windows: August 14-16, 2026 (primary); August 21-23, 2026 (alternate B); September 11-13, 2026 (alternate C); or September 18-20, 2026 (alternate D). Late check-out until 1:30-2:00 PM on Sunday is required. The contractor must provide two separate conference rooms: a main adult instruction and dining facility seating 60 adults (required Friday 4:00-8:00 PM, Saturday 9:00 AM-12:00 PM, Sunday 7:30 AM-12:00 PM) with clearly detailed A/V pricing, and a dedicated children's activity room for up to 30 children with internet, display screen, and refreshment station (required Saturday 9:00 AM-5:00 PM, Sunday 8:00 AM-12:00 PM). Six buffet-style meals must be provided for 90 attendees: Friday dinner, Saturday breakfast/lunch/dinner, and Sunday breakfast/lunch. All beverages must be explicitly designated as non-alcoholic. The contractor must coordinate two mandatory group activities: a guided Saturday kayaking excursion with all equipment, personal flotation devices, certified guides, and round-trip transportation if needed; and a Sunday organized golfing session for approximately 20 participants with pre-paid green fees, consecutive tee times, club and cart rentals, and round-trip transportation if required. The contract is awarded as Firm Fixed-Price with no downward price adjustment if actual attendance is lower than 90 attendees. The Government will provide final participant confirmation five calendar days prior to retreat start, establishing the official invoicing figure. If supplementary attendees or rooms are requested after the five-day deadline, the contractor shall accommodate based on availability with the Government responsible only for direct cost increases associated with late add-ons; the base quote remains fixed.

Firm Fixed-Price (FFP) Mechanism: This contract will be awarded as a Firm Fixed-Price agreement. Because of the room blocks and coordination required to secure a group booking of this scale, the contract price will not adjust downward if the actual guest turnout is lower than the 90 attendees specified in this SOW.

Add-On Policy: In the event that supplementary attendees or rooms are requested by the Government after the five-day confirmation deadline, the contractor shall accommodate the additional needs based on room and catering availability. The Government will be financially responsible for the direct cost increase associated exclusively with these late add-ons; the base quote for the original requirement shall remain fixed.
