About this file
This is a Questions & Answers document for solicitation FA4861-25-R-SEC regarding security scanning equipment for Nellis Air Force Base. The document addresses contractor access requirements, equipment specifications, and logistics details.
Key details include the requirement for 10 sets of walk-through scanners to be placed at Nellis AFB and Las Vegas Motor Speedway, with exact locations to be provided closer to the March 2025 event date. Contractors must undergo identity proofing and vetting for unescorted access to the installation, though the airfield will be a free zone without CA or RA limitations. The document notes that this type of scanning equipment has not been used before at Nellis AFB, as magnetometers were previously used, with processing speed being identified as the main area for improvement. The Air Force Base can deny access based on negative fitness determinations or disqualifying factors discovered during identity vetting.

Solicitation FA4861-25-R-SEC Questions & Answers
Are there any security clearances or access restrictions the contractor needs to be aware of?
Will the contractor need to check in/out with facility management?
o IAW 99 SFS OI 31-113, para 1.2.2. Unescorted Individuals. Personnel who have been identity proofed and favorably vetted are eligible for unescorted access to the installation, but are still subject to any controlled or restricted area limitations as appropriate.
o The CA or RA limitation will not be needed as the airfield will be a free zone.
o There are fitness determinations for those who have to be identity proofed and vetted IAW Nellis IDP 31-101, para g. Negative Fitness Determinations. The 99 ABW Commander delegates the authority to DFC to deny access and access credentials based on disqualifying factors obtained during identity vetting that indicates the individual may present a threat to the good order, discipline and morale of the installation or meets one of the disqualifying factors. Any personnel requesting access which has a negative fitness determination will be denied access to the installation. If the individual has a want or a warrant from a local, in-state, out of state or federal agency they will be detained and local law enforcement will be contacted to verify the need for the individual to be processed further. Regardless of the determination a Field Interview Card will be completed and the event documented in the SF Blotter.
Were there any issues with the previous company that you would like to see improved on?
This type of equipment has not been used before on Nellis AFB. Previously magnetometers were used and the speed of processing personnel was the biggest area we wish to improve on.
How many walk-through scanners are being requested?
10 sets of scanners (several will be on Main Base Nellis AFB, the remainder will be at Las Vegas Motor Speedway)
A map also needs to be shown of where scanners are needed to be placed.
A map will be provided with exact locations closer to the event date, in March 2025.
