PERFORMANCE WORK STATEMENT (PWS)

2019 NELLIS AIR SHOW SOUND CONTRACT

Section 1: Description of Service:

1.1 Introduction

This contract will be for the 2019 Air Show. Nellis AFB will host Aviation Nation 2019 Air Show on Friday, Saturday and Sunday, 15-17 November 2019 and will show case the diverse mission that the AF and Nellis perform in Air, Space and Cyberspace.

1.2 Background: The Nellis Air Show is an event held at Nellis Air Force Base, NV. The event is expected to have nearly 250,000 viewers over a three-day period. The event features aerial demonstrations, military displays, and food and drinks.

1.3 Scope: The Contractor shall furnish, assemble, manage, disassemble, and remove all items/equipment necessary for providing all of the sound capabilities for the show; to include stage, mixer/control center area, technicians with the correct knowledge of the equipment and sound control, various microphones (handheld and ones with stands for the announcer), two UHF/VHF handheld radios for the Air Boss to talk with the air field control tower and aircraft in the air/ground, all speakers, cabling and power (quiet generators) to produce the high quality sound for the Air Show.

The contractor will also have the capabilities of playing music before the show, during the show if required and after the show while the crowd is exiting. The type of music will be discussed with the three Directors. Within three business days of contract award, the contractor shall meet with the government Dir of Ground Ops, Dir of Air Operations and the Air Show Director for the purposes of conducting a coordination meeting to pinpoint and clarify locations and set up of the requirements called for in this contract, music and other aspects.

1.4 Contractor Requirements:

1.4.1 Sound system will be of high quality, capabilities to have towers (at least ten feet high) in the center of the air show ramp that are wireless and are powered by a quiet generator provided by the contractor. On the crowd line while wireless capabilities are preferred, the contractor may also use entirely or partially wired speakers and cable. The sound system must cover the entire length of the of the crowd line (approximately 4500’). The contractor will provide at least five fully-functioning wireless microphones (including back-ups in case of failure and at least two of these microphones with short stands for the narrator and air boss); two UHF/VHF hand-held radios for the Air Boss to communicate with the aircraft directly, and must provide an elevated platform at least 8 to 15 feet high, 18’ to 25’ long and at least 15 to 20’ wide. Must have the capabilities to have at least two 8’ tables for the narrator, air boss and Air Operations Director to work. This platform must have an overhead sunshade that does not block the overhead view for any of these individuals. All speakers and speaker towers must be elevated so as not to block the view of the crowd and must all be self-contained (quiet generators, etc.). The contractor must be able to remotely control each speaker from the control truck. Contractor should bring their own golf carts/gators in which to set up, check and service all their equipment. If this is not possible then the contractor should so state in their proposal.

1.4.2 All certificates and proof of insurance shall be provided to the Contracting Officer at the time of submission of the bid/proposal.

1.4.3 Contractor may begin set up no earlier than 0700 on Wednesday13 November 2019. All items/equipment shall be completely assembled and in place by no later than 1200 on Thursday, 14 November 2019 for a sound check.

1.4.4 The Contractor shall have the items/equipment disassembled/removed, and the area completely cleaned and restored to its original state no later than 1000 on Monday, 18 November 2019.

1.4.5 Normal working hours are between the hours of 0800 hrs and 1800 hrs Friday through Sun (15-17 Nov 2019).

1.4.6 The Contractor shall designate a point of contact (POC) who will be available and present while all employees are on the airfield ramp setting up. The contractor is expected to have staff on site during the entire Air Show for the dates and hours mentioned above in paragraph 1.4.5. The lead POC/supervisor will have a cell phone and the number will be provided to the government’s Air Show Director and Logistic Team Chief.

1.4.7 The Contractor shall furnish all required personal information of all employees that require base access to the government’s Director of Logistics no later than 14 Oct 2019, so the 99th SFS can accomplish security checks on all employees.

Section 2: Services Summary: Not Applicable

Section 3: Government Furnished Property: The government shall provide lodging on base for the sound staff; this should not be included in the bid. The government will provide the fuel/gas to run the generators. If required and the contractor does not have other arrangements, the government will provide an agreed amount of gators or golf carts for the contractor use. The sound staff will be required to take the Nellis flightline driving course PRIOR to operating any vehicle on the flightline.

Section 4: Additional Information: The contractor shall provide a supervisor with the authority to relay directions to all contractor employees. The supervisor shall attend pre-event meetings with the airfield ramp working group to determine the flow of ramp space, and specific locations. The supervisor shall also be on-site during show times, 0800–1800 all 3 days (practice day and of the event). A government representative shall also be available throughout the event to answer any questions the supervisor may have. All cost for vehicles (cars/vans) should be part of the bid. The contractor will be responsible for making rental car reservations. The government can provide sources for the rental vehicles and if needed facilitate arrangements to have these rental cars delivered to the base.

Air Show Dates: 15 November 2019 (Rehearsal Day), 16-17 November 2019 (Air Show)

Section 5: Contractor Manpower Reporting Application, CMRA: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October*.

Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
