PERFORMANCE WORK STATEMENT (PWS)

2019 NELLIS AIR SHOW LOGISTIC SUPPORT REQUIREMENTS

Section 1: Description of Service:

1.1 Introduction

This contract will be for the 2019 Air Show/Open House. Nellis AFB will host Aviation Nation 2019 Annual Air Show/Open House on Friday, Saturday and Sunday, 15-17 November 2019. The 2019 Aviation Nation Air Show/Open House Friday (15 Nov) and Sat (16)/Sun (17) will showcase the diverse mission that the AF and Nellis perform in Air, Space and Cyberspace.

1.2 Background: The Nellis Open House Air Show is a bi-annual event held at Nellis Air Force Base, NV. The event draws nearly 250,000 viewers over a three-day period. The event features aerial demonstrations, military displays, and food and drinks.

1.3 Scope: The Contractor shall furnish, assemble, manage, disassemble, and remove all items/equipment necessary for performing Open House Logistics Support services for the 2019 Nellis Aviation Nation Open House. Within three business days of contract award, the contractor shall meet with the government Dir of Ground Ops, Dir of Air Operations and the Air Show Director for the purposes of conducting a coordination meeting to pin point and clarify locations and set up of the requirements called for in this contract.

1.4 Contractor Requirements:

1.4.1 All items/equipment required to be furnished in accordance with paragraphs 1.5 through 1.7 of this PWS shall meet any/all applicable industry safety standards.

1.4.2 All certificates and proof of insurance shall be provided to the Contracting Officer no later than 5 days after contract award.

1.4.3 Contractor will be free to begin set up at 1200 hrs on Wed, 13 November 2019. All items/equipment shall be completely assembled and in place by no later than 1300 on Thursday, 14 November 2019.

1.4.4 The Contractor shall have the items/equipment disassembled/removed, and the area completely cleaned and restored to its original state no later than 1200 on Monday, 18 November 2019.

1.4.5 Normal working hours are between the hours of 0800 hrs and 1800 hrs.

1.4.6 The Contractor shall designate a point of contact (POC) which will all the time employees are on the airfield ramp setting up. That POC will have a cell phone and the number will be provided to the government’s Air Show Director and Logistic Team Chief.

1.4.7 The Contractor shall furnish all required personal information of all employees that require base access to the government’s Director of Logistics so the 99th SFS can vet all employees no later than 14 Oct 2019.

1.5 Tent/Chalet Requirements: All tents/chalets described in this PWS shall meet the requirements described herein:

1.5.1 The contractor shall furnish, assemble, and remove a framed tent complex engineered to class C90 mph wind rating. The tent canvas shall be white in color and shall have nationally recognized fire certification. Tent frames shall be free from rust. The preferred method of anchoring the tents is water barrels. The Government will furnish concrete barriers for ballast.

Due to the size of the Commander’s chalet (1.5.1.1), the Government will furnish concrete barriers for extra support and tie down. Under no circumstances will the tents be bolted, or anchored to the ramp. Drilling into the ramp is prohibited. Each tent, with the exception of the information tents, shall have 3 sides covered from the tent roof to the floor, and 1 open side.

Tent coverings shall be secured at the bottom with ties or some other means. Aviation Nation and Thunderbird chalets requiring tables and/or seating shall have heavy duty 60 inch round tables, white in color, with a metal frame and folding chairs shall be white in color, with metal frame and a heavy duty plastic seat and back capable of holding up to 300 lbs. All tables shall have cloth linen of a high grade/quality. The table cloths shall be solid white, blue, or red in color. Each table cloth shall be changed out by the contractor between Saturday and Sunday of the Open House. The contractor shall turn a sufficient amount of table linen over to the designated government representative such that the government can change out the table linens if necessary throughout the Open House. All other tents requiring tables will have the 6’ or 8’ rectangle tables with chairs. The contractor shall ensure that all areas meet the requirements of the American with Disabilities Act. All tents and tent accessories shall be new in appearance, without noticeable stains, scratches, or rust. The contractor shall be shown the exact placement on the ramp map upon arrival to Nellis Air Force Base to assemble all of the tents.

1.5.1.1 Aviation Nation (Commander’s) Chalet: The Aviation Nation chalet shall have enough space to hold a minimum of 1100 individuals per day. The tent floor area shall be covered in either an “Air Force Blue” or “Solid Black” color - high grade Astroturf. “Air Force Blue” color Astroturf is preferred. The Astroturf shall be new. The edges of the Astroturf shall be taped down with durable weather resistant tape. The interior of the tent area shall have lights, power, and plants (real or plastic) for decorations. The patio (in front of the covered tent) shall have 15 high bar tables and 300 folding chairs. The covered tent area shall include enough round tables and folding chairs to seat a minimum of 800 individuals. The front of the tent (runway side facing east) shall be open so that individuals in the covered tent area will be able to watch the planes fly as they sit and eat. The main entrance shall be on the ramp side (northwest side). A smaller (20 foot x 20 foot) tent with (2ea) 8 foot rectangular table and 4 folding chairs shall be placed inside this entrance area. The entrance area tent shall have metal framing/scaffolding, with draping on 2 sides and the top of the same material/color as the Aviation Nation Chalet.

1.5.1.2 Thunderbird Chalet: The main covered hospitality Thunderbird chalet shall have sufficient tables and chairs to accommodate 250 people per day. The tent floor area shall be covered in either an “Air Force Blue” or “Solid Black” color - high grade Astroturf. “Air Force Blue” color Astroturf is preferred. The Astroturf shall be new. The edges of the Astroturf shall be taped down with durable weather resistant tape. The covered tent area shall include enough round tables and folding chairs to seat up to 150 individuals. The interior of the tent area shall have lights, power, and plants (real or plastic) for decorations. The patio (in front of the covered tent) shall have 200 folding chairs. Another smaller (10 foot x 10 foot) tent with (1ea) 8 foot rectangular table and 4 folding chairs shall be placed on the southeast side of the Thunderbird chalet for an entrance/reception area. The entrance tent shall have metal framing/scaffolding, with all 4 sides open and a covered top of the same material/color as the Thunderbird Chalet.

1.5.1.3 Public Information/Lost and Found Tent: The contractor shall furnish, assemble, disassemble and remove (3ea) 20 foot x 20 foot (at designated spots by Dir, Ground Operations Open House Information/Lost and Found. The contractor shall provide a 6 or 8 foot rectangular table and 10 folding chairs per tent.

1.5.1.4 Performers Tent: The contractor shall furnish, assemble, dissemble and remove (1ea) 20 foot x 20 foot Performer’s tent to be placed in the Warbird Pit area. The contractor shall provide (3ea) 8 foot round table with 20 folding chairs and (1ea) 8 foot rectangular table.

1.5.1.5 Raiders Combine Area: The contractor shall furnish, assemble, dissemble and remove (1ea) 20 foot x 20 foot Performer’s tent to be placed in the Raiders Combine area. The contractor shall provide (3ea) 8 foot round table with 20 folding chairs and (1ea) 8 foot rectangular table.

1.5.1.6 UAS Video Display Tent: The contractor shall furnish, assemble, dissemble and remove (1ea) 20 foot x 30 foot UAS Display tent. The contractor will provide inside this tent at least 5 flat screen High Definition televisions, no smaller than 60 inch, with stands for each TV, a DVD player (connected for simulcast to the 5 TVs), and external speakers to support audio presentation from DVD player. The contractor will furnish a generator sufficient to provide constant power to the 5 big screen TVs for the duration of the Open House. The Contractor will provide all the necessary video and audio connection cables and technical support for connecting TVs, DVD Player and external speakers. The contractor will provide assistance in any troubleshooting necessary in getting a usable video and audio signal from the DVD player to the TVs and external speakers. Contractor will be shown where to place this on the ramp. The Contractor, with the government’s Dir of Operations and the 432nd rep will meet NLT 15 Nov to work/check the connection of the Rover to the T.V.s.

1.5.1.7 Las Vegas Motor Speedway (LVMS) Logistics Tent: The contractor will provide a tent big enough to sit 140 personnel. The contractor will provide a tent with 8 foot rectangle tables and 140 chairs. The tent will be open on all sides with an overhead cover on the entire tent. The location of this tent will be discussed with the contractor NLT 6 Nov by the Director of Ground Operations and lead 799th Security Force personnel.

1.6 Search Pits Main Base and LVMS: Contractor shall provide tents or pop ups to provide shade for all of the search areas (magnetometers and table areas only, not to include the waiting areas on Nellis main base (3 entry control points) and at the Las Vegas Motor Speedway (5 locations). A survey will be conducted by lead Security Force personnel and the contractor to determine location and which option (pop up or tent) best meets the requirement.

1.7 Privacy Fencing: The entire tent/chalet complex (Aviation Nation and Thunderbird’s Chalets) shall be surrounded on the back side and on both the north and south side with a privacy fence. The fence shall be at least 6 feet in height and be covered with canvas to facilitate privacy within the complex.

The contractor shall ensure there is a moveable gate at the rear of the Aviation Nation tent to allow a delivery truck to enter the rear of the tent area for food service delivery. The privacy fence shall be a self-standing fence, and secured with sand bags or weights provided by the contractor. The sand bags or weights shall be hidden from the public view as much as possible. (Sand bags, if used, shall be free from rips or tears that would cause the sand to come out of the bags and onto the ramp.)

1.8 Portable Generations: The contractor shall furnish, service, maintain, and remove portable generators that shall supply power to all items listed in this Performance Work Statement during Nellis Open House operations. The contractor shall ensure generators are fully fueled prior to Open House start times, and remain fueled throughout the day. The contractor is responsible for performing any equipment servicing requirements (i.e. fuel, oil, coolant etc.). Generators shall be the “ultra-silent or super-silent generator sets (49-58 dB) to minimize noise. The generators shall meet the following standards: 150 kV portable generators, tier 3 or higher, EPA emissions certified, and must meet EPA standards. The contractor shall have backup generators on hand, and the capability to quickly (within 30 minutes) obtain others if needed, to replace any of the contractor provided generators if they fail to function.

Section 2: Services Summary: Not Applicable

Section 3: Government Furnished Property: The government shall provide 6 or 8 foot wide concrete barriers for ballast for the tents. The amount of barriers shall be determined by the 99th Civil Engineering Squadron in conjunction with the contractor at the coordination meeting outlined in paragraph 1.1 above.

Section 4: Additional Information: The contractor shall provide a supervisor with the authority to relay directions to all contractor employees. The supervisor shall attend pre-Nellis Open House meetings with the airfield ramp working group to determine the flow of ramp space, specific locations and emergency procedures. The supervisor shall also be on-site during show times, 0730–1700 all 3 days (practice day and Nellis Open House dates). A government representative shall also be available throughout the Open House to answer any questions the supervisor may have.

Section 5: Contractor Manpower Reporting Application, CMRA: The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil.

Reporting inputs will be for the labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October*.

Contractors may direct questions to the CMRA help desk.

*Reporting Period: Contractors are required to input data by 31 October.

Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.

User Manuals: Data for Air Force service requirements must be input at the Air Force CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
