FA4861‐17‐R‐B001 Transcription Services

QUESTIONS AND ANSWERS

21 DEC 2016

1) Who is the current contractor that's providing the services?

‐ There is currently NO current contractor for this requirement, these services were previously provided and met through a BPA (Blanket Purchase Agreement)

2) What was the value of last year’s contract?

‐ This requirement was met through a BPA, no contract value.

3) Are the only evaluation factors: Price and Technical Description? Is it required that we need to provide references?

‐ Yes, Price and Technical Acceptance are the Evaluation Factors for this requirement.

4) What are the apx number of transcription/dictation lines per month?

‐ Per the Historical Data attachment and the projected amount of utilization... please use 300,000 transcription lines per month.

5) I notice there is no restriction on "off‐shoring" work. Is that acceptable under the proposed contract?

‐ All transcription work must be done in the United States and cannot be transcribed or medically edited offshore. The contractor agrees to comply with Joint Commission, Federal, State, Health Insurance Portability and Protection Act (HIPAA), Privacy Act Statement Statute: (Chap 31 Title 55 USC Sect 3101), and local requirements.

6) Can you tell me the line rate that you are currently paying your current vendor?

‐ This requirement was previously provided through BPA (Blanket Purchase Agreement) and will not be able to divulge individual line pricing.

7) Did you need us to have the call‐in dictation system or do we get access to one that you are currently using to pull the audio and complete the requested files?\

‐ You would have to provide us (the GOV) your own call‐in service/number (or system)… The winning vendor/proposal would have to provide the procedures to the GOV POC's on the processes for dictation, documental transmittal & retrieval.

8) Traditionally, transcription services are billed by the line and according to the Historical Data document, that is estimated to be 300,000 lines per month. If that is the metric to be used by everyone submitting?

‐ I have learned within the past couple of months that this is a simple requirement but very complex when trying to price this it out in regards to per line. As such, we are using the 300,000 lines per/mo as the pricing monthly and shall be used for metric when proposing your quote.

9) Are you requiring a system to be on site?

‐ No, the contractor will not be physically located on base. We are expecting "call‐in" dictations, which will then be transcribed and sent to the end user.

10) Do you currently have a dictation site on site?

‐ No

11) How many ports are you requiring for this projection?

‐ N/A

12) What system are you currently using now?

‐ Currently the end user only has Dragonspeak available to them.

13) How many dictators do you have?

‐ See PWS and Historical Data on FBO posting.

14) Where do they dictate from now? How many dictation areas are there?

15) Could you give me percentages of work as related to outpatient versus inpatient dictation?
