STATEMENT OF OBJECTIVES

For Wireless Commercial Internet Services Buildings 152, 1204, 1003 & 1210 at Creech AFB, NV

1.0 BACKGROUND. High Speed Internet Services are required for Buildings 152 (Reaper Fitness Facility), 1204 (Predator Fitness Facility), 1003 (Cool Beans Café) and 1210 (Guardian Dining Facility). These are 24/7 use facilities on Creech AFB requiring WiFi service.

2.0 DESCRIPTION OF SERVICES. The contractor shall Engineer, Furnish, Install, and Test (EFI&T) the complete turnkey installation of High Speed Internet at 200 Mbps in the form of wireless internet shared amongst; Building 152 (supporting 20 peak users), Building 1204 (supporting 150 peak users), Building 1003 (supporting 30 peak users) and 1210 (supporting 200 peak users), Services at these buildings will provide wall to wall service coverage.

2.1 Installation. The contractor shall provide all equipment, tools, transportation, labor and other incidentals necessary to provide wireless internet service. This includes but is not limited to equipment that is needed to provide access to multiple service connection drops within the same building, routers, modems, converter boxes, equipment racks, wireless access points and power supply equipment. Materials will be new and not refurbished. The contractor will provide connectivity requirements to 799 ABS/SC between the buildings on base property from the contractor’s service point drop off to the customer’s access point location. Equipment will use its respective facilities integrated electrical utility for required electrical needs. Adequate building space will be provided for contractor equipment installation. If applicable, use of existing government fiber optic lines shall be coordinated with 799 ABS/SCX. Wireless internet services shall commence 60 days after time of award. If applicable, any building modifications shall go through CE and coordinated with the respective facility manager for that building in the form of an AF form 332. In the event of expiration of services, and at the discretion of the government, the vendor will leave or dispose of government purchased equipment in support of commercial wireless internet services at Creech AFB.

2.2 Signal Leakage/Interference. The service needs to be configured on bands and/or frequencies that avoid interfering with base operations and maintenance. The contractor in cooperation with government frequency and spectrum managers shall recognize and prevent signal leakage or other interference that affects the government's air navigational, communications, or surveillance facilities, or other electronic device or equipment located on the installation. When contract is awarded, frequencies and signals that need to be avoided will be determined in person at a site visit by the contractor and coordinated with government agencies. Upon receiving notice of such leakage or interference from whatever source, including the contractor's own testing and monitoring activities, the contractor shall immediately take corrective action within eight (8) hours to eliminate the leakage or interference.

2.3 Service Maintenance. During the 5 year agreement the contractor shall provide, maintain, repair, replace, and provide preventative maintenance on the required systems in accordance with industry standards including but not limited to Federal Communications Commission (FCC) regulations and all applicable communications management Air Force Instructions (AFI).

2.4 Customer Service. Upon notification of a service outage the contractor shall provide support within one (1) business day, at no additional cost to the government post-award of contract.

2.5 Interruption of Service. The contractor shall maintain the system to provide the Government uninterrupted service. The Government shall be notified by e-mail and telephone within ten (10) working days but no later than three (3) days in advance of scheduled interruption of service. Upon unscheduled service interruption, the contractor shall inform the government of the nature of the outage and the estimated time of repair.

2.6 Project Completion. The contractor shall schedule a final project walk-through of all work completed prior to close out with the government project manager. This should be scheduled at least 72 hours prior to the event.

2.7 Security. Government escorts may be required, as some work may be performed in secure facilities for wireless service connectivity onto the base infrastructure. Contract work will be performed during normal duty hours (0800-1600, Monday through Friday, excluding holidays and ACC down days) with consideration of adapting to day-to-day mission needs and requirements. Advanced notice for escort requirements shall be coordinated with project manager POC at least 72 hours in advance. After contract award, the contractors shall provide the names, social security numbers, driver’s license numbers and state of issue, and birth date of contract personnel who will complete the installation, setup, and provide customer service. This information is required to grant access on Creech AFB as well as any secure facility for commercial service connectivity onto the base. This information must be received by 799ABS/SCX at least two (2) weeks before the arrival of contract personnel.
