SECTION 01010
1. PART 1 - GENERAL
1.1. SUMMARY
1.1.1. Description: The Nellis Multiple Award Construction Contract (MACC) is an indefinite delivery-indefinite quantity (IDIQ) contract whose requirements will be competed among a pool of multiple awardees. Work shall be defined in individual task orders and may consist of multiple disciplines in general construction categories. It may involve design services for all aspects of general construction including construction, modifications, and renovations of existing facilities. Work may include but is not limited to: maintenance, repair, alteration, mechanical, electrical, heating/air conditioning, demolition, painting, asbestos remediation, paving and earthenwork for industrial/office buildings and/or infrastructure. The contractor shall furnish all design, labor, equipment, material, manufactured articles, labor, transportation, supervision, and all else necessary to accomplish the design and/or repair/construction of each task order written under this MACC for all work that is defined for each project. Work may be accomplished at
Nellis AFB, Creech AFB, the Tonopah Test Range (TTR), and other related sites in Nevada.
These TOs will each be completed as required per attached specifications and referenced documents, and as shown on attached project drawings.
1.1.2. Definitions:
1.1.2.1. Contracting Officer: The Contractor shall be responsible for providing complete and usable facilities upon the completion of work. Henceforth, the term Contracting Officer refers to the Contracting Officer or his/her designated representative, and the term Contractor refers to the general contractor. The general contractor is responsible for all subcontractors, suppliers, and consultants under his employ.
1.1.2.2. Contracting Officer’s Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Representative (COR) (Construction
Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.
1.1.2.3. Contract Clauses: Where Special Clauses or General Provisions are referred to in the specifications, reference should be to Contract Clauses.
1.1.2.4. Task order (TO): A document prepared by the government and issued to the contractor which contains the general requirements and parameters of a proposed project. Included in the
TO is the Statement of Work defining specific technical requirements for the project. Also included is information such as budget limitations, and design certifications and drawings required to be prepared by the contractor.

1.1.2.5. Statement of Work (SOW): Written descriptions documenting work required by each
Government task order. May be provided by the Government or prepared by the Contractor, depending on the individual task order. Included in the SOW are the specific technical requirements for the project.
1.1.2.6. Statement of Objectives (SOO): The initial document, with drawings where applicable, provided to the Contractor by the Government outlining the work to be completed.
1.1.2.7. Professional Certification: The process of affixing a seal or statement to a drawing or design document to indicate that the work to which it is affixed has been performed by a person licensed as a professional, in that area of expertise, in the state of Nevada.
1.1.2.8. Color Board: A visual presentation consisting of samples of the various finishes, grouped together based on location within the project. Samples shall be of adequate size to show the full pattern, texture, and color of each item.
1.1.2.9. Designer of Record (DOR): The individual accountable for specific portions of the design documents. Where professional certification is required for the design, the DOR would be the individual providing certification for that portion of the design. Where professional certification is not required, the DOR would typically be the individual who provided the design or specifications for a particular aspect of the project (i.e.: architectural, civil, structural, mechanical or electrical).
1.1.2.10. Design Levels:
1.1.2.10.1. 10% Design: An acceptable submission for a Full Design-Build RFP shall reflect the final basic plan with sufficient detail to illustrate (as applicable) the structural, architectural, mechanical, electrical, and communications systems as well as the paving/grading/drainage plan, haul route and proposed storage site, designed to a 10% level. The submitted Statement of Work shall be complete in describing the project scope and provide adequate detail to allow for the accompanying price proposal, and to convey to the Contracting Officer that the proposal was technically acceptable and fulfills the intent of the Statement of Objectives. A detailed technical analysis shall be included in the submittal. The technical analysis shall include all applicable items as listed below. Sufficient detail shall be provided so that the rationale for the design proposal is fully communicated. The technical analysis will include the rationale for material selections and the basis for the costs used in preparing the bid. The basic calculations needed to size the components of the project should be included. If information was not available or was not provided by the AF, the contractor shall state the assumptions on which his SOW and bid is based.
1.1.2.9.1.1 Technical Analysis:

1.1.2.9.1.1.9 Environmental Considerations:
1.1.2.9.1.1.10 Energy Conservation
1.1.2.9.1.2 Drawings: Hard copies shall be half size (11‖ x 17‖) paper and be clearly readable. The use of redline schematics shall not be acceptable. Drawings shall be to the scale as normally used in professional practice, and including detailed schedules and legends appropriate to describe the design. Drawings shall be of sufficient detail to fully communicate the design concept.
1.1.2.9.1.2.1 Site Plan: Utilize scale which shows building site, relation to adjacent structures, existing utilities, additional utilities required, and other major site features. Scales for site plans shall be sufficiently large to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Show all site amenities.
1.1.2.9.1.2.2 Plans and elevations: Shall portray general layout and interfacing features even if such features are not in the contract area. Equipment to be included in the project shall be accurately located and scaled. All areas and equipment shall be identified. Areas shown on the floor plan but not included in the project shall be so designated by shading, outlining, or other clean concise means.
1.1.2.9.1.2.3 Other drawings: Shall depict the project accurately and shall show sufficient detail to convey the intended appearance of the project. Detail references, notes, and material indications shall be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations shall be submitted when the project involves work on such surfaces. Provide interior and exterior finish schedule and door schedule.
1.1.2.9.1.2.4 Scales: Shall be sufficiently large to clearly portray the work. Mechanical and electrical schematics shall be large enough so that relative features are proportionate and easily related to architectural plans and features.
1.1.2.9.1.2.5 Structural/Mechanical/Electrical: Provide general layout of major systems, utility support, and major design features. Connection points and method of connection to existing utilities shall be shown.
1.1.2.9.1.3 Specifications: Provide an outlined list of proposed Master Specifications.
1.1.2.10.2. 35% Design: In general, documents which show the essential components of the proposed design and convey that the contractor fully understands the Task Order (TO) requirements and that his/her proposed price includes all required elements of work to complete the project. The documents will include the following minimum information, as applicable to each project: drawings, contractor shall provide eight (8) hard copies and six (6) electronic copies (Adobe Acrobat PDF) of the submittal documents, a list showing sections to be incorporated in the specifications, and any other design components relating to the 35% design as identified in the TO. Major mechanical and electrical equipment items shall be shown on the

Page 01010-5 drawings with single line diagrams. All utilities and structures shall be shown as well as the paving/ grading/drainage plan, haul route, and contractor’s storage site.
1.1.2.9.2.1. Drawings: Drawings shall also include the following, as applicable:
1.1.2.9.2.1.1. Site Plans: All required controlling dimensions. Site plan showing proposed location of work including benchmarks, access from main roads, and surface or sub-surface drainage concepts. Utilize scale which shows building site, relation to adjacent structures, existing utilities, additional utilities required, and other major site features. Scales for site plans shall be sufficiently large to clearly delineate building location, topographical, utilities, streets, roads and parking, vegetation and other pertinent data. Show new and existing site amenities.
1.1.2.9.2.1.2. Plans and Elevations: Floor plans with dimensions and functional arrangement of all areas; including corridors, exits, stairs, and utility spaces properly related to exterior access, roads, parking, and service areas, etc. Individual treatment shall be given to items involving special design and/or deviations from accepted standards and of complex design. Gross floor areas shall be shown for each floor and for the entire building. Floor and roof framing, and loadings shall be indicated. Built-in, installed, and specialized portable equipment shall be indicated to scale. Pertinent information regarding fire prevention and safety requirements shall be shown. Design live and wind loads shall be shown. Elevations shall include story heights, penetration, and adaptation to finished grades at the site. All plans and elevations shall portray general layout and interfacing features even if such features are not in the contract area.
Equipment to be included in the project shall be accurately located and scaled. All project areas and project systems and equipment shall be identified. Areas shown on the floor plan but not included in the project shall be so designated by shading, outlining, or other clean concise means.
1.1.2.9.2.1.3. Other Drawings: Shall depict the project accurately and shall show sufficient detail to convey the intended appearance and work scope of the project. Detail references, notes, and material indications shall be sufficient to thoroughly describe and index the work. Exterior and/or interior elevations shall be submitted when the project involves work on such surfaces.
Provide demolition drawings as required. Provide interior and exterior finish schedule and door and hardware schedule.
1.1.2.9.2.1.4. Structural, Mechanical, Plumbing, Fire Protection, Electrical, and Tele-
Communications: Provide general layout of major systems, utility support, and major design features. Clearly show and note project scope. Connection points and method of connection to existing utilities shall be shown.
1.1.2.9.2.1.5. Sections of structures, including framing, partitions, suspended ceilings, (if any), ducts, etc., shall be shown.
1.1.2.9.2.1.6. Typical wall sections shall be shown at a scale of no less than 3/4 inch = 1 foot.
Sections shall include material and thicknesses, methods of attachment, and type of windows with relation thereof to supporting structural columns or walls.

1.1.2.9.2.1.7. For heating, air conditioning, mechanical ventilation and plumbing, and special features such as elevators, hoists, kitchen equipment, etc., indicate the location, capacity, and space requirements for all major items of mechanical equipment. Single line indication and riser diagrams of ducts, pipes, and equipment and their approximate location shall also be shown.
Indication shall be made as to whether piping and duct work are exposed or concealed.
Functional areas where pipes are exposed shall be delineated. Approximate operating range or capacity for heating, ventilation, air conditioning, and refrigeration equipment shall be clearly stated.
1.1.2.9.2.1.8. For electrical systems, indicate lighting arrangements, type of fixtures proposed, general light intensities, special electrical requirements of the user, including communications and electronic facilities where applicable, light and power service entrance and distribution arrangement. Conduits, including those to be wired by others, shall be shown together with indication as to whether conduits are exposed. Functional areas having exposed conduits shall be delineated. Riser diagrams, showing service equipment, feeders, and panels, other than branch circuits, shall be shown. Cable sizes, current demand factors and the switch and panel board descriptions are not required at this time. Location capacity and space requirements of all major items of equipment shall be shown including interior substations with service equipment and panels. Power, communication, and electronic features shall be indicated in sufficient detail to identify requirements clearly and to indicate the means of satisfying the requirements.
1.1.2.9.2.1.9. Provide separate lists of all Government-furnished equipment to be installed by the contractor and equipment furnished and installed by the Government, if applicable.
1.1.2.9.2.1.10. Contractor must include all comments from the 35% design review in the 65% design submittal. Contractor shall not submit 65% design until the 35% has been approved by the Government.
1.1.2.9.2.1.11. Scales: Shall be sufficiently large to clearly portray the work. Mechanical and electrical schematics shall be large enough so that relative features are proportionate and easily related to architectural plans and features.
1.1.2.9.2.1.12. Hard copies shall be half size (11" x 17") paper and shall be clearly readable. The use of redline schematics shall not be acceptable. Drawings shall be to the scale as normally used in professional practice, and including detailed schedules and legends appropriate to describe the design. Drawings shall be of sufficient detail to fully communicate the design concept and project scope. Submission of drawings in the incorrect scale shall result in disapproval of the submittal.
1.1.2.9.2.2. Technical Analysis: A detailed technical analysis shall be included with each submittal. The technical analysis shall include all applicable items as listed below. Sufficient detail shall be provided so that the rationale for the design proposal is fully communicated. The technical analysis will include the rationale for material selections and the basis for the costs used in preparing the cost estimate. The basic calculations needed to size the components of the project must be included. It is the responsibility of the Contractor to verify all recorded as-built

Page 01010-7 conditions before the start of work; the Contractor shall include a survey of such conditions in their initial design analysis. Interior design parameters and an interior finish schedule shall be presented for initial review.

1.1.2.9.2.2.8. Environmental Considerations:

1.1.2.9.2.3. Specifications: An outline, using the CSI Masterformat, of those specifications proposed for use shall be submitted. Divisions 00 and sections of Division 01 relating to general and special provision, including material submittal lists, are not required at this stage.
1.1.2.10.3. 65% Design: Documents building upon the 35% design, including drawings and the complete text of the specifications. The drawings will show an additional 30% progress in all disciplines which shall, except in rare cases, include site plans, floor plans, elevations, wall sections, details, and all other elements as identified in the 35% design. All cut sections and details shall also be shown on the drawings at this time. Any updated or corrected design analyses of architectural, structural, civil, electric, mechanical, and utility systems shall be

Page 01010-9 included. 65% Design Level documents shall appropriately reflect 35% design review comments. The contractor shall provide eight (8) hard copies and six (6) electronic copies
(Adobe Acrobat PDF) of the submittal. Contractor must include all comments from the 65% design review in the 95% design submittal. Contractor shall not submit 95% design until the
65% has been approved by the Government.
1.1.2.10.4. 95% Design: Documents shall build upon the prior design submittal. This will include, for review, final and complete drawings, and specifications. All project requirements identified in the most current TO revision, site visit minutes, modifications, and review comments must be incorporated. The Contractor shall provide eight (8) hard copies and six (6) electronic copies (Adobe Acrobat PDF) of the submittal documents. Contractor shall not submit
100% design until the 95% has been approved by the Government.
1.1.2.9.4.1 Technical Analysis: Shall provide all answers to comments made on 65% submittal and form a complete and final analysis package.
1.1.2.9.4.2 Drawings: Shall provide a package of drawings, complete in all respects. The submitted drawings shall be dated with the date of the submittal and the cover sheet shall state that it is a 95 percent design submittal. Drawings shall include all applicable drawings from the following list:

1.1.2.9.4.3 Specifications: Shall provide a set of technical specifications complete in all respects, including bid schedule, material submittal schedule (AF Form 66), and a schematic construction schedule. The specifications, including all technical and special conditions, will be prepared to meet Government standards. References will be made to Federal Specifications, ASTM, ANSI, and trade standards when applicable to establish a uniform standard. The specifications will be tailored to define each test and submittal items required and fully describe all work to be done. When Government-furnished material or equipment is to be used, a schedule of property or equipment will be prepared listing the item, description and quantity. If no Government-furnished material is to be used, the statement of work will include a statement that no Government-furnished will be used. Mandatory contract clauses or special provisions shall not be duplicated or modified by inclusion of similar or supplementing provisions in the specifications. A set of these provisions is available for review upon request.
1.1.2.10.5. Material Submittal Schedule: Shall identify on AF Form 66, "Schedule of Material
Submittals", each item required to be submitted.
1.1.2.9.5.1. Items shall be separated in applicable CSI divisions, and appropriately headed.

1.1.2.9.5.2. Each shall identify clearly what is being submitted, the specification/drawing reference requiring the submittal, the number of copies required, and the required submission date (e.g., a submittal required within 10 days after the Notice to Proceed (NTP) for Construction is issued, shall be shown as "NTP + 10").
1.1.2.9.5.3. If more than one type of an item is to be submitted (e.g., Kitchen and Entry doors), each shall have a separate line item number.
1.1.2.10.6. Interior Design Scheme: Provide a complete Room Finish and Color Schedule in the construction documents. Schedule shall be coordinated with the Color Board.
1.1.2.10.7. Color Board: Submit material color samples of all materials and colors in project design. Materials shall be the latest products produced with those specified in the design. The color board shall be laid out to show the primary relationships of materials and colors. The room finish and color schedule shall be the primary reference for all materials and colors shown on the color board. Samples shall be installed on an 8-1/2"x11" foam core board. If more than one board in necessary to show all materials then boards shall be combined using a three ring binder.
The color boards shall be submitted as part of the drawings and specifications at 65% submittal
(Government Option), at 95% submittal, and at Final 100% Submittal. The 65% and 95% color boards shall be the property of the Contractor and shall be returned upon approval of submittal.
The final, 100% color board, shall be the property of the Government and shall be submitted as an original document to the project.
1.1.2.10.8. Review Comments: Shall provide review comments and responses from the previous review.
1.1.2.10.9. 100% Design: Documents building upon the prior design submittal which include final contractor accomplished corrections based on the Government's review of the prior design documents (drawings and specs). Contractor shall not start construction until directed by the
Contracting Officer in writing to begin by means of a Notice to Proceed.
1.2. LOCATION: The project sites will be located at Nellis AFB, Creech AFB, or at other locations within the southern portions of the Nevada Test and Training Range (NTTR) such as
Range 63, and Point Bravo or at locations at Tonopah Test Range (TTR) or other locations within the northern portions of the NTTR.
1.2.1. Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown
Las Vegas on Highway U.S-93 (Las Vegas Blvd). NAFB consists of three main areas: the Main
Base, Area II, and Area III. The specific project locations are indicated on drawings accompanying each task order issued against this contract.
1.2.2. Creech AFB is located approximately 55 miles north of Las Vegas, Nevada on Highway
US-95. The specific project locations will be indicated on drawings accompanying each task order issued against this contract.

1.2.3. TTR is located approximately 200 miles north of Las Vegas, Nevada approximately 35 miles east of Highway US-95. The specific project locations are indicated on drawings accompanying each task order issued against this contract.
1.3. DESCRIPTION OF WORK
1.3.1. SCOPE OF WORK:
1.3.1.1. The scope of work for each project shall include all requirements defined herein as well as all work identified in the subject Task Orders.
1.3.1.2. The MACC will be utilized to execute a broad range of maintenance, repair and minor construction projects on real property at sites noted in paragraph ―Locations‖. The projects may include tasks in a variety of trades such as demolition, site work, excavation, cast-in-place concrete, masonry, structural steel, electrical, mechanical (including HVAC), painting, millwork, and other specialty and general contracting work. Projects may also include design work of varying levels of complexity.
1.3.1.3. The MACC program shall include up to a total of five (5) contracts at any given time.
The Government reserves the right to utilize the same process in awarding the original MACC contracts to make additional awards to fulfill the above intended number of contracts should the desired number not be awarded during the original solicitation of the requirement. Subsequent contracts shall include performance periods concurrent with the original MACC contracts.
1.3.2. PROGRAM OVERVIEW:
1.3.2.1. MINIMUM/MAXIMUM CONTRACT AMOUNTS: The only work authorized under the MACC is as described in individual Task Orders (TOs). A minimum of $5,000.00 is guaranteed for each IDIQ contract awarded. Individual TOs shall have an estimated magnitude of $450,000.00 to $5,000,000.00. The Government makes no representation as to the number of
TOs or actual amount of work to be ordered in excess of the minimum guarantees specified herein. The aggregate amount of the MACC program, inclusive of all awarded MACC contracts, including options, shall not exceed $90,000,000.00.
1.3.2.2. COMMENCEMENT OF WORK: No work under this contract shall commence until such a time as the Contracting Officer issues a written Task Order and Notice to Proceed (NTP) under the Task Order as described in the paragraph ―Notice to Proceed.‖ The Contracting
Officer reserves the right to determine the issue date of any NTP.
1.3.2.3. TASK ORDER PERFORMANCE PERIOD: FAR 52.211-10, Commencement, Prosecution, and Completion of Work shall be incorporated into each TO identifying the construction schedule. The Government reserves the right to negotiate a performance period or impose a performance period for each TO.
1.3.2.4. PERFORMANCE EVALUATIONS: At the conclusion of each project, the
Contracting Officer shall complete a contractor performance evaluation and input into

CCASS/ACASS. The evaluation will take into account all aspects of the contractor’s performance. Performance evaluations may be completed at any time the Contractor’s performance is considered less than satisfactory. Contractors will be provided a copy of the performance evaluation and an opportunity to discuss the evaluation. The performance evaluations may have an impact on the award of future TOs.
1.3.2.5. REPLACING MACC CONTRACTORS: Should one or more of the incumbent
MACC contractors’ options not be exercised, or if termination of contract(s) occurs, the process for selecting replacement contracts shall follow the same process and procedures as used in selecting and awarding the basic MACC awards. Only 8(a) contractors shall be solicited and compete for the vacancy of 8(a) set-aside awards.
1.3.2.6. TASK ORDER ISSUANCE PROCEDURES
1.3.2.6.1. Work under this contract will be ordered by written Task Orders issued on DD Form
1155(Order for Supplies or Services) to the contractor by the Contracting Officer.
1.3.2.6.2. Each awarded MACC contract will cite an individual contract number. The individual
TOs will be placed in a sequential numbering system, which relate back to the basic contract and their assigned TO number.
1.3.2.6.3. The Government will not be obligated to reimburse the contractor for work performed, items delivered, or any costs incurred, nor shall the contractor be obligated to perform, deliver, or otherwise incur costs except as authorized by duly executed TOs.
1.3.2.6.4. TOs will be firm fixed price and clearly define the specific services to be performed or the performance desired. Each TO will contain applicable clauses.
1.3.2.6.5. TO Request for Proposal (RFP) projects may be non-complex performance oriented tasks requiring minimal design, may be complex construction requiring design development for design-build construction, or a combination thereof. In rare cases, the TO RFP may not have traditional plans and specifications as described herein but may include sketches, and requests for catalog cuts, and other submittals. For more information regarding TO RFPs see paragraph
―Proposal Preparation.‖
1.3.2.7. COMPETITION: Fair Opportunity to compete for TOs shall be provided in accordance with DFARS 216.505-70. Notice of the intent to issue a task order shall be provided to all
MACC contractors except as specified in paragraph 1.3.2.7.2 below. Any offers received shall be given fair consideration for award. Upon receipt of a project, contractors shall be encouraged to participate in site visits and submit proposals. Failures by offerors to participate responsibly in site visits and submit proposals may result in the Government not exercising the option to extend the contract or exclusion of the contractor from further competition.
1.3.2.7.1. Occasionally, (generally during the last quarter of the fiscal year), the Government will solicit offers for projects for which funds are not certified nor readily available. Submission of proposals for these acquisitions is at the sole discretion of the respective MACC awardees and

Page 01010-14 their declination to participate in any or all such solicitations will not reflect negatively upon them.
1.3.2.7.2. Unless the Contracting Officer applies one of the exceptions noted below, each TO shall be awarded as a result of competition to the contractor who offers the best value to the
Government considering the criteria specified. The Contracting Officer’s decision as to the selection for award of a TO is not protestable unless the protest is on the grounds that the order increases the scope, period, or maximum value of the contract program. The Contracting Officer reserves the right to award a TO without competition based upon a determination that:
The agency need for the supplies or services are so urgent that providing a fair opportunity would result in unacceptable delays;
Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services being ordered are unique or highly specialized;
The order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
1.3.3. PROPOSAL PREPARATION: A TO RFP issued under this contract shall, except in rare cases, be issued to all contractors and will at a minimum include a SOO/SOW defining the project requirements. The project shall ultimately require the contractor to produce a full design, partial design, or no design depending on the level of design already available and provided to the contractor in the SOW. The project TO RFP shall, except in rare cases, consist of one of the following:
Full Design-Build (FD-B) that consists of a Statement of Objectives with minimal supporting documentation; the contractor shall be required to provide a 10% design along with their bid and, if awarded, shall complete the design in accordance with the TO and basic contract prior to commencing construction
Partial Design-Build (PD-B) that consists of a Statement of Objectives with a partial A-E design package; the contractor shall be required to provide a bid, and if awarded, shall complete the design in accordance with the TO and basic contract prior to commencing construction
Design-Bid-Build (D-B-B) that consists of a Statement of Work with a full
A-E design package; the contractor shall be required to provide a bid and, if awarded, shall commence construction in accordance with the TO and basic contract

1.3.3.1. If awarded a Task Order (TO) for the project, the successful contractor will, as necessary, complete the design to the 100% level. This will include participating in design reviews, conducted at Nellis AFB, at each design milestone (35%, 65%, etc) described in the
SOW. Cost proposals for TO RFP's will include a bid schedule and, when required by the TO
RFP, a construction cost estimate breakdown. The bid schedule as well as the line item categories to be used in the construction cost estimate breakdown will be provided, to the contractor, by the Government. In addition, the TO RFP may include, but is not limited to, the following, as applicable, based on the level of design required:
1.3.3.1.1. Government prepared Statement of Work (SOW), sketches, and any available as-builts, specifications, or design information.
1.3.3.1.2. Design calculations requirements.
1.3.3.1.3. Construction drawings requirements including professional certifications.
1.3.3.1.4. Timeframes for preparing the proposal, completing design work, and completing construction.
1.3.3.1.5. Contractor prepared specification sections and version required
1.3.3.1.6. Submittal requirements
1.3.4. PROPOSAL EVALUATION CRITERIA: Proposals received in the TO RFP format will be evaluated based on compliance with the TO RFP requirements and the proposed price.
The TO RFP shall indicate the minimum requirements which must be met in order for a proposal to be considered technically acceptable. Evaluations shall generally be conducted on a low-price, low-price technically acceptable (LPTA), or ―best value‖ basis. The type of evaluation criteria shall normally relate to the complexity of the requirement, but will be at the sole discretion of the
Contracting Officer. This means a bid-build may more likely be conducted on a low-price basis, a partial design-build may be conducted on a LPTA basis, and a full design build may be conducted on a ―best value‖ basis. Factors utilized in a ―best value determination other than price or cost are at the discretion of the Government but may include the following:
Past performance – TO performance or prior performance on other contracts
Quality of deliverables
Ability to meet schedule requirements
Relevant experience
Cost control
Potential impact on other orders placed with the contractor
Current workload
Design
Contractor’s technical understanding of the work
Most efficient and effective plan to accomplish the work
Rationale for proposed materials, types, and quantities

1.3.5. DISCUSSIONS: The Government reserves the right to enter into discussions with responsive contractors (those submitting technically acceptable proposals) for the purpose of requesting minor revisions to the proposals.
1.3.6. DESIGN DOCUMENTS: The design documents developed by the contractor shall comply with the following requirements and as specified herein and by the ACC Architectural and Interior Design Standards:
1.3.6.1. Drawings:
The Contractor shall prepare drawings, as specified in the TO RFP, for Government approval prior to the start of construction. The drawings developed by the contractor shall conform to industry standards relating to good design and drafting practices. All completed drawings shall clearly identify the work being performed under the TO. Unless otherwise identified in the
Solicitation, use of existing drawings provided by the government will be allowed provided they are modified by the contractor to accurately reflect the project requirements. Each sheet shall have an approved title block and border, complying with the Nellis AFB Specification Section
01010 and ACC Architectural and Interior Design Standards. Basic design criteria utilized for each discipline will be included on the appropriate drawings as required by the Solicitation.
Examples would include wind and live/dead loads assumed for structural elements, function specific conditions such as lighting levels or future use considerations for electrical systems, site specific climatic design conditions for mechanical systems, and International Building Code analysis (performed to the same level as if being applied to a building permit process). The following is a list of drawings which might typically be required under this contract:

1.3.6.2. Specifications: Contractor shall create technical specifications to correspond to the project requirements in the Masterspec format, Short Form or Long Form versions. In the TO
RFP, the government will identify the specification sections, which represent major elements of work and, as a minimum, shall be included in the project by the contractor. Three (3) sets (or as otherwise required by the TO RFP) of the specifications index for those sections, as well as other specification sections appropriate to the anticipated work and added by the contractor, shall be included in the design submitted with the contractor’s proposal. The TO RFP will also identify whether the Long Form or Short Form version of Masterspec is to be used. Once awarded the
TO for a specific project, the successful contractor shall electronically edit the specification sections, previously identified, to correspond with the work proposed in the project. A minimum of four (4) sets of edited specifications (or as otherwise required by the TO RFP) shall be provided with each intermediate and final design submittal.
1.3.6.2.1. All applicable publications referenced in paragraph ―CODES‖ shall be utilized by the contractor in the preparation of project designs as well as any applicable manufacturer or industry specifications or recommendations associated with material, supplies, or systems.
1.3.6.2.2. The bottom of each page shall have the following relative information indicated in the format noted:

1.3.6.2.3. When the last page of a section is encountered, the following shall be noted (centered) after the last paragraph:

1.3.6.2.4. Submittal Schedule: Required submittal schedule prepared by the contractor shall conform to the requirements of paragraph ―SUBMITTALS‖.
1.3.7. Design Analysis:
1.3.8. As specified in the TO, design calculations shall, except in rare cases, be required, to include code references, as applicable for each discipline, to show compliance. Three (3) sets of these calculations shall be provided by the contractor and included with each required design submittal. 1.3.9. TESTING: Quality control testing is the responsibility of the Contractor, and shall be performed by an independent commercial testing laboratory. The type and amount of testing is stated in the applicable specifications; the cost of the testing shall be incorporated in the bid price for each applicable line item. The government reserves the right to conduct quality assurance testing.

1.4. SITE VISIT: Contractors are urged to attend any site visits that will be scheduled by Base
Contracting, as identified on TO RFPs. (See Contract FAR Clauses 52.236-2, Differing Site
Conditions, and 52.236-3, Site Investigation and Conditions Affecting the Work).
1.5. SINGLE, PRIME CONTRACT: The work specified in individual Task Orders shall be constructed under a single, prime contract.
1.6. PERFORMANCE PERIOD: The basic MACC will have one 365 day base period and four 365 day (1 year) option periods. Specific periods of performance will be identified in each individual task orders and accompanying requests for proposals.
1.7. NOTICE TO PROCEED:
1.7.1. The performance period for the design segment of work(when applicable) starts after receipt of the Notice to Proceed for Design. The performance times for each project will be defined in each TO. At the beginning of a project, after bonding has been submitted and approved, the Contracting Officer shall initiate the Notice to Proceed for Design so that the
Contractor can perform design, initial material tests, get submittals approved, and mobilize equipment. This shall not occur until after the appropriate bonds have been received by the
Contracting Officer after contract award.
1.7.2. The performance period for the construction portion of a project starts after receipt of the
Notice to Proceed for Construction. The performance times for each project will be defined in each TO. At the beginning of the construction performance window, and if all necessary submittals have been approved by the Contracting Officer, the Contracting Officer shall initiate
Notice to Proceed for Construction to allow actual demolition/construction work to begin. If there is no design required, only one NTP will be issued for construction.
1.8. CODES: All design and construction for a particular task order must be in compliance with the latest edition (at the time of the award of that task order) of the International Building Code, ACC Architectural and Interior Design Standards, American Society of Testing and Materials
(ASTM) Standards, American National Standards Institute (ANSI) Standards, National Fire
Protection Code (NFPA) (with particulate attention paid to NFPA 101, Life Safety Code and
NFPA 70, National Electrical Code (NEC)), Department of Defense Unified Facilities Criteria
(UFC) (with particulate attention paid to UFC 3-600-01, Fire Protection Engineering For
Facilities, UFC 4-010-01, TOD Minimum Antiterrorism Standards For Buildings, UFC 4-021-
