STATEMENT OF WORK
BLDG 620 SCIF, RENOVATE BASEMENT
PART 1 - GENERAL
1.1. SUMMARY
1.1.1. Description: Contractor shall furnish all design, labor, equipment, material, manufactured articles, labor, transportation, supervision, and all else necessary to perform all operations in connection with successfully completing the project RKMF 09-0121, Bldg 620
SCIF, Renovate Basement, as specified herein, as required per attached specifications and referenced documents, and as shown on attached project drawings.
1.1.2. Definitions:
1.1.2.1. Contracting Officer: The Contractor shall be responsible for providing complete and usable facilities upon the completion of work. Henceforth, the term Contracting
Officer refers to the Contracting Officer or his/her designated representative, and the term
Contractor refers to the general contractor. The general contractor is responsible for all subcontractors, suppliers, and consultants under his employ.
1.1.2.2. Contracting Officer’s Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Representative (COR) (Construction
Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.
1.1.2.3. Contract Clauses: Where Special Clauses or General Provisions are referred to in the specifications, reference should be to Contract Clauses.
1.2. LOCATION: The project sites will be located at Nellis AFB.
1.2.1. Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown
Las Vegas on Highway U.S-93 (Las Vegas Blvd). NAFB consists of three main areas: the Main
Base, Area II, and Area III. The specific project location is in the basement North end of bldg
620, also the North West back side of bldg 620. Locations are also indicated on drawings accompanying this statement of work.
1.3 DESCRIPTION OF WORK
The Contractor shall furnish all labor, supervision, materials, tools, equipment, incidental works and professional design as necessary to accomplish demolition of all walls, carpet/tiles, lighting, electrical, communication and ceiling tiles; to renovate area to meet SCIF SAP-F Requirements.
The project shall include, but is not limited to the following major items of work: (See attached drawing for reference).
1.3.1 GENERAL CONDITIONS:
1.3.1.1 All electrical wirings, connections, switches, fire system wiring and devices, and structural designs shall be installed IWA latest version of the NFPA 70 National Electric Code
(NEC), NFPA 101 National Fire Safety Code, NFPA72 National Fire Alarm Code, Unified
Facility Criteria Standard (UFC), Unified Plumbing Code (UPC), Nellis Air Force Base
Communications Guidance Section 2710 00 Building Telecommunications Cabling System, Architecture Graphic Design, Design Compatibility Guidelines for Nellis Air Force Base and
Means Graphic Construction Standards. All construction shall meet Direct of Central Intelligence
Directive (DCID) 6/9 for SAPF and TS/vault requirements, dated 27 Feb 2009 and 57 Wing Advanced
Program Office Construction Requirements Test and make functional.
1.3.1.2 Contractor shall balance HVAC system and provide documented Air Balance Report prior to Pre-Final Inspection.
1.3.1.3 Contractor shall be responsible every day for the removal of all waste from construction material.
1.3.1.4 Contractor shall track and report all waste that is taken off base.
1.3.1.5 Contractor shall provide preliminary drawings for Demolition and Finish; also contractor shall provide 100% AS-BUILT drawings prior to final payment.
1.3.1.6 Government shall provide two “Notice to Proceed” letters. One being for materials with long lead time, and one being for the construction performance period.
1.3.1.7 Contractor shall number all doors in the project area, per the Government conceptual drawings; also there are 8 rooms, excluding the VTC closet; which is part of room #5. See
Conceptual Drawings showing room layout.
1.3.2.1 DEMOLITION:
1.3.2.1.1 Contractor shall demolish and dispose of all existing flooring surfaces in Bldg 620 basement area: Rm’s 1, 2, 3, 4, 5, 6, 7, 8, hallways and entrapment areas (approximately
3,120.25 sq. ft.). See drawing for location.
1.3.2.1.2 Contractor shall demolish and dispose of all existing ceiling grid and tiles in project site of Bldg 620 basement area (approximately 3,120.25 sq. ft.).
1.3.2.1.3 Contractor shall demolish and dispose of all existing gypsum board wall coverings in
Bldg 620 basement area, Rm’s 1, 2, 3, 4, 5, 6, 7, 8, hallways and entrapment areas
(approximately 9,845.25 sq. ft.). Remove all existing drywall down to studs.
1.3.2.1.4 Contractor shall demolish and dispose of all existing doors and frames in the project area (approximately 14 doors, frames and hardware); except for door #6 room 3. Exception; do not dispose of the hardware on the back exit door; the hardware will be reused during the project.
1.3.2.1.5 Contractor shall demolish and dispose of all existing carpet base in the project area
(approximately 732’ LF).
1.3.2.1.6 Contractor shall demolish and dispose of all existing electrical faceplates, receptacles, switches, conduit, all lighting, exit signs, etc. in project space in preparation for all new.
Exception; do not dispose of the 4-electronic motion light switches in rooms #1, #2, #6 and #7.
1.3.2.1.7 Contractor shall demolish and dispose of all existing insulation in ceiling and walls in project space.
1.3.2.1.8 Contractor shall demolish and dispose of all existing landscape, shrubbery plants, irrigation lines, electrical, etc. to the west side of Bldg 620 Basement in preparation for new mech-yard for HVVAC split-system condenser pads. (Approximate area to be cleared is 25’ft. x
25’ft.) Exception; rocks will be washed and reused
1.3.2.1.9 Contractor shall demolish the 100AMP electrical sub-panel in the hallway. Demolish all electrical wiring associated with this 100AMP panel all the way back to the 100AMP circuit breaker in the mechanical room.
1.3.2.2 EXISTING CONDITIONS WORK:
1.3.2.2.1 Contractor shall provide daily clean up in basement and outside project area as well due to the high visibility and profile of the project. Contractor shall ensure that at end of each work day, no waste materials are left visible to the public and all usable construction material to be placed in one location. Dumpster to be placed in a government specified location.
1.3.2.2.2 Contractor shall use government provided port-a-john and are to be placed in a government specified location.
1.3.2.2.3 Contractor shall provide all necessary asbestos abatement, removal of lead paint and any other hazardous material in the project area and currently inside the wall between Rm’s 2 &
3 (approximately 300 sq. ft. of contaminated material). All work shall be completed and with documentation verifying all hazardous materials have been properly removed and disposed of.
1.3.2.3 CONCRETE WORK: All forms and site prep shall be inspected and approved by the
Government prior to pouring of any concrete.
1.3.2.3.1 Contractor shall provide concrete pad large enough to support 9 split packages condensing units as well as providing space for maintenance
1.3.2.4 MASONRY WORK: All masonry forms and site preparation work shall be inspected and approved by Government prior to any CMU blocks being placed/installed.
1.3.2.4.1 Contractor shall provide and install an 8’ – 8” high split face CMU vented block wall around new mechanical yard for the basement of bldg 620.
1.3.2.4.2 Contractor shall provide and install approximately 2” cap block for the new mechanical yard screen wall.
1.3.2.4.3 Contractor shall provide a framed CMU door entrance for the installation of (1) hollow metal 3’ x 7’ door in new mechanical yard screen wall.
1.3.2.4.4 New CMU wall color shall match existing surrounding CMU walls IWA Base
Standards.
1.3.2.5 METAL WORK:
1.3.2.5.1 Contractor shall provide and install all necessary structural metal stud bracing for the required operation of all new solid core and STC 50 doors to be installed in bldg 620 basement
(approximately 4-STC50 doors with all hardware, (approximately 2-STC50 “exit only” doors with all hardware) and (approximately 7-solid core doors with all hardware).
1.3.2.5.2 Contractor shall provide and install the appropriate sized rebar for man bars requirement in air-condition ducts
1.3.2.5.3 Contractor shall provide and install all the necessary metal backing in the new gypsum board walls for the future TV mounting brackets.
1.3.2.5.4 Contractor shall provide and install all the necessary metal backing that will be required for the new wall mounted communication racks.
1.3.2.6 WOODS, PLASTICS, & COMPOSITES WORKS:
1.3.2.6.1 Contractor shall provide and install 2” x 6” wood backing for each of the STC50 Doors for additional wall strengthening (approximately 132’ LF).
1.3.2.6.2 Contractor shall provide and install all the necessary ¾” – 8’ x 4’ plywood sheets that will be needed for the communication racks and patch panels (approximately 3 sheets). To be installed in room #8 Communication Room to mount the comm. racks; plywood must be fire rated.
1.3.2.7 THERMAL AND MOISTURE PROTECTION WORK:
1.3.2.7.1 Contractor shall provide all the necessary caulking and sealants that will be needed for each of the concrete penetrations, refrigerant lines, electrical conduit, plumbing lines, drain lines, doorways, above ceiling penetrations, caulking lines along gypsum board wall tops, sealing existing holes, etc. (approximately 3,500’ LF).
1.3.2.7.2 Contractor shall provide and install R19 insulation in all interior and perimeter walls in the project space, except in walls that not demolition in bldg 620 basement per DCID 6/9 requirements (approximately 10,188.25 sq. ft.).
1.3.2.7.3 Contractor shall provide and install R30 insulation throughout the project area above ceiling on top of the new acoustical ceiling in each of the 8 rooms, man-trap area and hallways per DCID 6/9 requirements (approximately 3,120.25).
1.3.2.8 OPENINGS WORK:
1.3.2.8.1 Contractor shall provide and install (4) 3’ x 7’ Overly STC 50 metal door, Overly metal frame, door closure and Overly door hinges at SCIF room.
1.3.2.8.2 Contractor shall provide and install (4) X09 Lock’s (4) card swipes, (4) LKM7000’s (4) sets of STC hinges, (4) thresholds, and (4) sets of rubber seal gasket kits. The type of door shall be: (LKM 7000 with the Kaba Mas X-09 electronic dial on the new SCIF door).
1.3.2.8.3 Contractor shall provide and install (2) 3’ x 7’ “exit only” Overly STC 50 metal door, Overly metal frame, door closure and Overly door hinges; one door is an interior door and one is an exterior door.
1.3.2.8.4 Contractor shall provide and install (2) LKM7000 exit device for “exit only” STC door.
No outside access lever on door for entry.
1.3.2.8.5 Contractor shall provide and install (2) rubber seal gasket kit, (2) threshold, and (2) set of STC hinges for the new “exit only” STC 50 door.
1.3.2.8.6 Contractor shall provide and install (6) 3’ x 7’ solid core wood doors.
1.3.2.8.7 Contractor shall provide and install (6) 3’ x 7’ welded metal frames for the 6 solid core wood doors.
1.3.2.8.8 Contractor shall provide and install (6) sets of the appropriate hinges for the solid core doors, (6) sets of the appropriate door hardware and closers.
1.3.2.8.9 Contractor shall provide and install (7) card swipes for each of solid core wood doors;
one of the wood solid core door will receive (2) card swipes.
1.3.2.8.10 Contractor shall provide and install (1) 3’ x 7’ hallow metal exterior door, frame and hardware for the new mechanical yard.
1.3.2.8.11 Contractor shall provide and install (1) 3’ x 7’ welded metal frames for the 1 solid core metal doors.
1.3.2.8.12 Contractor shall provide and install (1) set of exterior hinges, (1) lever action handle,
(1) threshold for the new mechanical yard door.
1.3.2.9 FINISHES WORK:
1.3.2 9.1 Contractor shall install all walls within the construction area IWA Direct of Central
Intelligence Directive (DCID) 6/9 for SAPF and TS/vault requirements, dated 27 Feb 2009 and 57 Wing
Advanced Program Office Construction Requirements
1.3.2.9.2 Contractor shall provide and install the erection of a new interior wall that will separate rooms 4 & 5. New erected wall is to be 4” metal steel stud and track. Also, new communication closet will be constructed for RM5 access. All new gypsum board walls that enclose the new wall and communication closet will be true floor to ceiling walls. This square footage is accounted for in the above line items.
1.3.2.9.3 Contractor shall provide and install approximately 3,120.25 sq. ft. of new 2’ x 2’ suspended ceiling grid and tegular tiles. Provide and install all associated hardware, wiring and bracing that is required for installation
1.4.2.9.4 Contractor shall provide and install approximately 3,120.25 sq. ft. of 26 oz 18” x 18” carpet squares throughout bldg 620 project space. Carpet is to be vinyl backed and antistatic rated.
1.3.2.9.5 Contractor shall provide all the necessary painting for (1) exterior 3’ x 7’ door and frame, both sides.
1.3.2.9.6 Contractor shall provide and install approximately 732’LF of 4” bound carpet base to match new roll carpet.
1.3.2.9.7 Contractor shall mud, tape, texture and paint all walls; government shall select paint color. Also contractor shall prime and paint all doors and framing as required.
1.3.2.10 SPECIALTIES WORK:
1.3.2.10.1 Contractor shall provide and install door signage for each of the (8) basement rooms plus a door sign for the VTC closet. (10) door signs will be included in project.
1.3.2.11 FIRE SUPPRESSION WORK:
1.3.2.11 .1 NO FIRE SUPPRESSION (WET WORK) IS INCLUDED IN PROJECT.
1.3.2.12 PLUMBING WORK:
1.3.2.12.1 Contractor shall provide and install all condensate lines from each of the (9) new ductless split systems. Condensate lines are to be run above ceiling stubbed through bldg 620 basement wall (approximately 220’LF of condensate line will be needed along with all the associated hardware).
1.3.2.13 HVAC WORK:
1.3.2.13.1 Contractor shall provide and install (1) 3-Ton duct split system for the sever room, Rm
#8. No outside air to this unit.
1.3.2.13.2 Contractor shall provide and install (8) 1.5-Ton ductless split system for the other (7) rooms.
1.3.2.13.3 Contractor shall ensure each room in bldg 620 basement project space is to be independently operated and controlled, per each room.
1.3.2.13.4 Contractor shall provide and install (9) 50’LF line set for the ductless split system.
1.3.2.13.5 Contractor shall provide and install outside air duct distribution system for the (8) new
1.5-Ton ductless split systems.
1.3.2.13.6 Contractor shall provide and install (1) 16” x 12” louver.
1.3.2.13.7 Contractor shall provide and install approximately 750lbs of duct in bldg 620 basement project space.
1.3.2.13.8 Contractor shall provide and install approximately 125’LF of 6” spiral pipe with 8 balancing dampers in bldg 620 basement project space.
1.3.2.13.9 Contractor shall provide and install ½” x ¾” duct wrap in bldg 620 basement project space.
1.3.2.13.10 Contractor shall provide and install temperature controls for each of the stand alone systems in bldg 620 basement project space. Government shall identify location of controls during pre-construction meeting.
1.3.2.13.11 Contractor shall provide all the necessary testing, balancing and start-up tests for each of the existing HVAC system.
1.3.2.13.12 NOTE: As per Government specified, all (9) new units will not be tied in and communicating with Johnson Controls, these are stand alone systems.
1.3.2 14 ELECTRICAL WORK REQUIREMENTS:
1.3.2.14.1 Contractor shall provide and install the minimum number of white noise generating systems IWA (DCID) 6/9 and 57 Wing Advanced Program Office Construction Requirements.
Install approximately 14 white noise generators. Government shall approve the white noise system.
1.3.2.14.2 Contractor shall provide and install emergency lights in RM’s 1, 2, 3, 4, 5, 6, 7, & 8.
The emergency lights shall be of the emergency ballast type; require (9) 2’ x 4’ emergency fixture; see drawings for locations
1.3.2.14.3 Contractor shall provide and install approximately (4) lighted exit signs above door
#2, door #3, door #4 & door #9. Exit light fixtures shall be wall or ceiling mount; L. E. D. with battery unit, single face.
1.3.2.14.4 Contractor shall provide and install electrical service (conduit & wiring) to support
400AMP load requirement.
1.3.2.14.5 Contractor shall provide and install (1) 400AMP 3-phase main breaker. This 400AMP breaker will support (3) 225AMP panels.
1.3.2.14.6 Contractor shall provide and install IAW NEC; conduit with supporting hardware and wiring from the 400AMP breaker in to the hallway to support the (3)-225AMP panels.
1.3.2.14.7 Contractor shall provide and install in the hallway, in west wall, (3)-225AMP, 3-
Phase, 120/208 volt panels. Each panel shall have 42 breaker spaces. Contractor shall size conduit and wiring to support the load requirement IAW NEC.
1.3.2.14.8 Contractor shall use the same location as the existing 100AMP panel to install the 3-new panels.
1.3.2.14.9 Contractor shall provide and install all electrical receptacles in offices 18” from finish floor.
1.3.2.14.10 Contractor shall ensure all 20AMP receptacles shall be NEMA rated; style (NEMA
5-20R
1.3.2.14.11 Contractor shall provide and install (2) three way light switch in the main hallway;
one switch by door #2, and the other three way light switch by door #7, so that lights in the main hallway can be controlled from both locations.
1.3.2.14.12 Contractor shall provide and install (1) light switch just inside the main entrance by door #1 to control the light in the main entrance.
Rooms 1 & 2: Zone C:
1.3.2.14.13 Contractor shall provide and install motion sensor alarms and balance magnetic sensors IWA (DCID) 6/9 and 57 Wing Advanced Program Office Construction Requirements.
1.3.2.14.14 Contractor shall provide and install (2) beacon strobe blue light; one in RM #1 & one in room #2 and install (1) switch for both blue light in room #2 for Zone C per security requirements. The type of blue is to be: (strobe indicating beacon, lens blue voltage 120, base ring/top cover white, diameter 50 millimeters, rated NEMA 12, IEC IP65, rated 0.6 joules, includes lamp).
1.3.2.14.15 Contractor shall provide locations of all electrical and communication (secure or non-secure) circuits on construction drawings.
1.3.2.14.16 Contractor shall provide and install card swipe system for Zone C, Rm #2. See:
(2009 57 Wing Advanced Program Office Construction Requirements).
1.3.2.15.17 Contractor shall provide and install electrical, coaxial and data rough-in for
Government provided flat panel TV on North wall in Zone C, Rm #2, and East wall in Zone C, Rm #1.
1.3.2.14.18 Contractor shall provide and install in Zone C, Rm #2 (11) 120V/20A quad receptacles. Each quad receptacle shall be a dedicated circuit.
1.3.2.14.19 Contractor shall provide and install in Zone C, Rm #1 (4)-120V/20A quad receptacles. Each quad receptacle shall be a dedicated circuit.
1.3.2.14.20 Contractor shall provide and install in Zone C, Rm #1 (4) NIPR green fiber drops at one location, (4) SIPR red fiber drops at one location, (4) AP blue fiber drops at one location, (4)
AP orange fiber drops at one location, (4) AP yellow fiber drops at one location and (1) phone shielded CAT6 grade copper at one location. Each fiber drop requires two strands of MM fiber
(1 for Tx and 1 for Rx) and all fiber will be terminated and operative. See conceptual drawings.
1.3.2.14.21 Contractor shall provide and install in Zone C, Rm #2 (4)NIPR green fiber drops at each of the four separate locations, (4)SIPR red fiber drops at each of the four separate locations, (4)AP blue fiber drips at each of the four separate locations, (4)AP orange fiber drops at each of the four separate locations, (4)AP yellow fiber drops at each of the four separate locations and
(1) phone shielded CAT6 grade copper at each of the five separate locations. Each fiber drop requires two strands of MM fiber (1 for Tx and 1 for Rx) and all fiber will be terminated and operative. See conceptual drawings.
Room 3 Zone B:
1.3.2.14.22 Contractor shall remove all copper voice lines from the receptacles in Rm #3 and pulled back from the termination point and replaced with shielded CAT6 grade copper voice lines and reattached to the RJ-45 receptacles in Rm #3.
1.3.2.14.23 Contractor shall provide and install all new fiber along same path as existing fiber from patch panel.
1.3.2.14.24 Contractor shall provide and install 120V/20A quad receptacles, NEMA rated. One of the 120V/20A quad receptacles at each work center will be supporting an UPS for the computers. See conceptual drawings.
1.3.2.14.25 Contractor shall provide and install in Zone B, Rm #3 (4)NIPR green fiber drops at each of the eight separate locations, (4)SIPR red fiber drops at each of the eight separate locations, (4)AP blue fiber drips at each of the eight separate locations, (4)AP orange fiver drops at each of the eight separate locations, (4)AP yellow fiber drops at each of the eight separate locations and (1) phone shielded CAT6 grade copper at each of the seven separate locations.
Each fiber drop requires two strands of MM fiber (1 for Tx and 1 for Rx) and all fiber will be terminated and operative. The contractor shall utilize (2) existing COM/Phone drops at each location in Rm #3. Contractor shall provide 3 of the 5 required fiber runs & drops for this room.
Government shall work with the contractor on actual location of drop boxes to shorten all fiber runs. See conceptual drawings.
1.3.2.14.26 Contractor shall provide in Zone B, Rm #3 the removal of the existing floor-mounted cabinet and replace with (1) new wall mounted cabinet. All fiber optic connectivity terminated in new wall mount cabinet shall be extended to the SAP communications Rm #8 via fiber optic path cables matching color code of the new installed networks in place.
Room 5 Zone D:
1.3.2.14.27 Contractor shall provide and install alarm sensors for Rm #5; install balance magnetic switch and motion sensor IWA (DCID) 6/9 and 57 Wing Advanced Program Office
Construction Requirements.
1.3.2.14.28 Contractor shall provide and install card swipe system for Zone D, RM5 and VTC
RM. See: (2009 57 Wing Advanced Program Office Construction Requirements).
1.3.2.14.29 Contractor shall provide and install in Zone D, RM5 Conference RM, (4) NIPR green fiber drops at one location, (4) SIPR red fiber drops at one location, (4) AP blue fiber drops at one location, (4) AP orange fiber drops at one location, (4) AP yellow fiber drops at one location and (1) phone shielded CAT6 grade copper at one location. Each fiber drop requires two strands of MM fiber (1 for Tx and 1 for Rx) and all fiber will be terminated and operative.
See conceptual drawings.
1.3.2.14.30 Contractor shall provide and install in Zone D, RM5 – VTC Rm – (4) NIPR green fiber drop at one location, (4) SIPR red fiber drop at one location, (4) AP blue fiber drop at one location, (4) AP orange fiber drop at one location, (4) AP yellow fiber drop at one location and
(1) phone shielded CAT6 grade copper at one location. Each fiber drop requires two strands of
MM fiber (1 for Tx and 1 for Rx) and all fiber shall be terminated and operative. See conceptual drawings.
1.3.2.14.31 Contractor shall provide and install (1) new 120V/30A duplex receptacle on center of the south wall, NEMA rated. Duplex receptacle needs to be red in color to distinguish the power being provided.
Room 4 Zone A:
1.3.2.14.32 Contractor shall provide and install card swipe system for Zone A RM4. See: (2009
57 Wing Advanced Program Office Construction Requirements).
1.3.2.14.33 Contractor shall provide and install in Zone A RM4 – (4) NIPR green fiber drops at one locations, (4) SIPR red fiber drops at three separate locations, (4) AP blue fiber drops at one locations, (4) AP orange fiber drops at lone locations, (4) AP yellow fiber drops at one locations and (1) phone shielded CAT6 grade copper at one locations. Each fiber drop requires two strands of MM fiber (1 for Tx and 1 for Rx) and all fiber will be terminated and operative. See conceptual drawings.
1.3.2.14.34 Contractor shall provide and install alarm in Zone A RM’s – 4, 6, 7, 8, Hallway, Man-Trap and exit doors. All doors shall be protected with a door alarm and motion sensor IWA
(DCID) 6/9 and 57 Wing Advanced Program Office Construction Requirements.
Room 6 Zone A:
1.3.2.14.35 Contractor shall provide and install card swipe system for Zone A, RM6. See: (2009
1.3.2.14.36 Contractor shall provide and install in Zone A RM6 – (4) NIPR green fiber drops at three separate locations, (4) SIPR red fiber drops at three separate locations, (4) AP blue fiber drops at three separate locations, (4) AP orange fiber drops at three separate locations, (4) AP yellow fiber drops at three separate locations and (1) phone shielded CAT6 grade copper at two separate locations. Each fiber drop requires two strands of MM fiber (1 for Tx and 1 for Rx) and all fiber will be terminated and operative. See conceptual drawings.
1.3.2.14.37 Contractor shall provide and install (1) new 120V/30A duplex receptacle on center of the North wall, NEMA rated. Duplex receptacle needs to be red in color to distinguish the power being provided.
Room 7 Zone A:
1.3.2.14.38 Contractor shall provide and install card swipe system for Zone A RM7. See: (2009
1.3.2.14.39 Contractor shall provide and install in Zone A RM7 – (4) NIPR green fiber in four locations, (4) SIPR red fiber in four locations, (4) AP blue fiber in four locations, (4) AP orange fiber in four locations, (4) AP yellow fiber in four locations and (1) Phone shielded CAT6 grade copper in three locations. See conceptual drawings.
Room 8 Zone A:
1.3.2.14.40 Contractor shall provide and install (1) 120V/20A duplex dedicated circuit for APC
Smart-UPS 750VA unit (Government Provided).
1.3.2.14.41 Contractor shall provide and install (2) 120V/20A duplex receptacle, each on a dedicated circuit for APC Smart-UPS 2200VA unit. (Government provided).
1.3.2.14.42 Contractor shall provide and install in Zone A RM8 – (1) Phone shielded CAT6 grade copper in one location.
1.3.2.14.43 Contractor shall install all secure and non-secure racks to the South wall (Green
NIPR, Red SIPR, Blue AP, Orange AP and Yellow AP).
1.3.2.14.44 Contractor shall provide and install card swipe system for Zone A RM8 See: (2009
1.3.2.14.45 Contractor shall follow, ETL 02-12, para 8.3.3.2.4., Ground Connections: Ground
Connections must meet National Fire Prevention Association (NFPA) 70, National Electrical
Code (NEC), and TIA/EIA-607 requirements. The Telecommunications Room shall have a telecommunications grounding bus bar (TGB) installed and extended with No. 6 AWG or larger copper ground wire to the Main Telecommunications Room (located in the Command Post)
Telecommunications Main Ground Bus bar (TMGB). Bond each TGB to non-concurrent-carrying metal building parts, such as metal framing as required by NEC. Communications
Rooms must be connected to a single-point ground IAW TIA/EIA-607.
1.3.2.14.46 Contractor shall follow, ETL 02-12, para 8.3.3.3.3., Environmental Requirements:
Provide heating, cooling, and fresh air appropriate for the equipment housed. Maintain a positive pressure inside the room to reduce the entry of dust. Normal operating ranges should be as locally established for employee comfort (between 68 - 78 degrees Fahrenheit) with no relative humidity requirements.
1.3.2.14.47 Contractor shall follow, Section 27 10 00, para 2.4. Equipment Mounting Backboard:
Plywood backboards, 3/4-inch, shall be provided, sized as shown, installed with the finished side facing outward, painted with two-coat insulation varnish finish or fire retardant paint. As a minimum, plywood backboards will be installed on South and East walls in the telecommunications room, from no greater than 1-foot AFF to no less than 7-feet AFF.
1.3.2.14.48 Contractor shall follow, Section 27 10 00, para 2.2.6.3. Terminal Blocks: Two each
100-pair 110-type terminal blocks shall be wall-mounted termination units consisting of insulation displacement connectors mounted in plastic blocks, frames or housing and attached to the left side of the plywood telephone terminal backboard in vertical rows. Blocks shall meet requirements of TIA/EIA-568-B for CAT 6 and be mounted on standoffs and shall include cable management hardware.
1.3.2.14.49 Contractor shall install cable connectivity as follows: In place 100-pair tie cable and standard 12-strand single mode fiber optic extended from the Main Communications Room
(located in the Command Post) may be reutilized if operational; if not, contractor shall supply this at a minimum. 100-pair copper cable shall be terminated on the 110-blocks and the 12-strand single mode fiber shall be terminated in fiber optic patch panel. An additional 2-strand single mode fiber optic cable shall be terminated in Main Communications Room with a 20-foot maintenance loop supplied in the Telecommunications Room.
1.3.2.14.50 Contractor shall provide and install equipment racks as follows: contractor shall provide and install (8) stacked wall mount relay racks (48-inch Tall by 19-inch wide). Racks will be installed in columns of two.
1.3.2.14.51 Contractor shall provide and install (4) 120v/20amp rack-mounted power strips, one for each set. Note: Ground all racks and cabinets.
1.3.2.14.52 Contractor shall provide and install (2) floor mounted, lockable cabinets (7’ x 19”) and (1) rack mounted power strip each. Provide for each cabinet, (1) 120VAC duplex receptacle, fed from a dedicated 20A circuit breaker, to the bottom of each floor mounted, lockable cabinet.
1.3.2.14.53 Contractor shall follow, Section 27 10 00, para 2.5.4. Fiber Optic Connecting
Hardware: Connectors shall meet performance requirements of TIA/EIA-568-B. Fiber optic patch panels shall be ST-interface, 19-inch rack-mounted with the complete system of components by a single manufacturer and shall provide termination, splice storage, routing, radius limiting, cable fastening, storage and cross-connection.
Zone A Main Entrance:
1.3.2.14.54 Contractor shall provide and install camera and all necessary rough-in electrical and data for the exterior mounted security camera at the main entrance.
1.3.2.14.55 Contractor shall provide and install (2) access card swipes, one on each side of
Door#2 in Zone A. See: (2009 57 Wing Advanced Program Office Construction
Requirements).
1.3.2.14.56 Contractor shall install security camera outside of main entrance; door #1 to monitor everyone accessing the SCIF through door #1.
1.3.2.14.57 Contractor shall ensure that the camera outside of door #1 shall be monitored from within room #2; Zone C.
1.3.2.15 SECURITY SYSTEM REQUIREMENTS:
1.3.2.15.1 Contractor shall provide and install new security system. New Security Systems shall be Advantor Security Systems compatible with current Nellis AFB security systems. Utilize existing detection devices. A maximum total of 8 new Motion and (8) new Balance Magnetic
Switches (BMS) detection devices will be added in this project, alone with existing devices.
Contractor shall replace any defective existing security devices. Note: All devices shall be installed.
1.3.2.15.2 Contractor shall provide and install in all rooms and hallway (1) balance magnetic switch for entry/exit doors. Also provide and install motion sensor monitors to monitor entry into the protected area. Contractor shall use existing BMS switch and wiring within the existing
STC50 door.
1.3.2.15.3 Contractor shall provide and install in Zone A Hallway, (1) balance magnetic door switch and motion sensor monitor for the main entrance door and emergency exit door. Note:
All devices shall be installed IWA (DCID) 6/9 and 57 Wing Advanced Program Office
Construction Requirements.
1.3.2.16 FIRE ALARM SYSTEM:
1.3.2.16.1 Contractor shall provide and install Class “A” Fire Alarm System devices and wiring that are compatible with the Monaco BT-X Transmitter. Devices and wiring shall be installed
IAW NFPA 101, NFPA 72, NEC and IAW Nellis AFB requirements. Note: Exclude all panel and transmitter work from the scope of this project.
1.3.2.16.2 Contractor shall provide and install all required horn/strobe assemblies that must meet
DCID 6/9 and 57 Wing Advanced Program Office Construction Requirements.
1.3.2.16.3 Contractor shall ensure that all new fire systems wiring shall penetrate through same stub-ins throughout SCIF rooms as the newly ran communication cabling; and ensure all fire system wiring shall enter and exit the SCIF through the same port as communication cables. The fire system wiring shall exit the SCIF above the ceiling into the internal stairwell on the South end of the facility.
1.3.2.17 COMMUNICATION REQUIREMENTS:
1.3.2.17.1 Contractor shall provide and install all fiber drops approximately 18” below drop ceiling
1.3.2.17.2 Contractor shall ensure all communications requirements for this facility will consist of Shielded CAT 6 for all voice requirements and multi-mode fiber optic cable in five distinct colors for all data requirements.
1.3.2.17.3 Contractor shall install 6 each Quad-outlet at each work station for the separate requirements as follows: Shielded CAT 6 (voice), Yellow MM Fiber/MTRJ Connectors, Green
MM Fiber/LC Connectors, Red MM Fiber/SC Connectors, Blue MM Fiber/ST Connectors, and
Orange MM Fiber/ST Connectors.
1.3.2.17.4 Contractor shall install Shielded CAT 6 run from 110-blocks to each designated quad-outlet at each work station for all voice requirements.
1.3.2.17.5 Contractor shall remove floor-mount cabinet in room 3 and replace with a wall-mount relay rack provided by contractor (site specified by the government). All fiber optic connectivity terminated in the wall-mount cabinet shall be extended to the communications room (RM #8) via fiber optic patch cables matching the installed networks in place. Government shall retain the removed floor-mounted rack.
1.3.2.17.6 Note: See government drawing; however all locations are approximate and not to scale. All locations to be verified by contractor
1.3.2.18 FACILITY ACCESS CONTROL (CARD SWIPE SYSTEM)
1.3.2.18.1 Contractor shall provide and install the Intelligent Controllers door access system with the 13.56 MHz Contactless Card reader for all doors requiring card access.
1.3.2.18.2 Contractor shall provide and install entry card swipe system on all doors except for emergency exit doors 3 & 7.
1.3.2.18.3 Contractor shall provide and install exit card swipe system on door 2 as well as an entrance card swipe system.
1.3.2.18.4 Contractor shall ensure the card swipe Intelligent Controllers panel is wall mounted out of view on North wall above the ceiling in Zone C room #2.
1.3.2.19: FACILITY SECURITY AMPLIFIER/RADIO/CD SYSTEM:
1.3.2.19.1 Contractor shall provide and install all required audio speakers throughout Bldg 620 basement project area.
1.3.2.19.2 Contractor shall provide all speaker wiring terminations back to the Government specified area. (Government is to provide Radio & CD System).
1.3.2.19.3 Contractor shall provide and install the required amplifier control system for the newly installed speakers. Note: size and type of speakers shall be identified during site visit.
1.3.2.19.4 Contractor shall provide and ensure that all speaker wire follow same path and route as telephone/data lines.
1.3.2.19.5 Contractor shall ensure that there shall be a facility security amplifier/radio/CD system with appropriate control panel wall mounted on South wall of room 7. Specific location of the wall mount will be identified during site visit.
1.3.2.19.6 Contractor shall ensure the audio system speakers will be ceiling flush mounted at below locations:
- Outside door 2
- Between door 3 and 12
- Between doors 5, 9, and 11
- Between door 6 and 8
- Center of rooms 1, 2, 3, 4, 6, 7
1.3.2.19.7 Contractor shall ensure the Audio system control unit will be able to independently control volume to all audio wired rooms and hallway (seven separate areas).
1.3.2.19.8 Contractor shall ensure CD system and speakers are compatible.
1.3.2.19.9 Contractor shall ensure all speaker cables will follow same path as cable TV and telephone lines.
1.3.2.20 EARTH WORK:
1.3.2.20.1 Contractor shall provide all the necessary trenching and excavation for the new mechanical yard screen wall and mechanical yard pads.
1.3.2.20.2 Contractor shall re-install to like or better condition, all water, electrical, irrigation lines landscape rock, shrubbery, curbing and landscaping that is removed to complete project.
1.3.2.20.3 Contractor shall provide all the necessary clean up and dust control that will be associated with trenching and excavating new mechanical yard area.
1.3.2.20.4 Contractor shall provide all the necessary spreading of landscape rock after new mechanical pad is poured and new CMU walls are erected. Spread existing landscape rock to provide finished appearance.
