STATEMENT OF WORK
RKMF 04-0020, REPAIR AIRFIELD LIGHTING CIRCUIT CABLES
(10 Sep 2009)
1.0 SCOPE OF SERVICES: The specific requirements for this project are detailed in the description of work. These requirements will govern the Contractor’s performance of the contract. The Scope of Services will include the following.
2.0 DESCRIPTION OF WORK
2.1 SCOPE OF WORK: The scope shall include, but not be limited to the following descriptions. The specific requirements for this project are detailed in the description of work. These requirements will govern the Contractor’s performance of the contract. Each offeror shall be responsible for obtaining any documents not attached as part of this RFP but referenced as criteria for the project.
The drawings from previous projects will be made available to the contractor but the contractor is still responsible to field verify all information. The project shall include, but is not limited to the following major items of work:
2.1.1 Replace the wiring for the airfield lighting systems to include but not limited to runway edgelights, edgelights for taxiways ‘A,’ ‘D,’ ‘E,’ ‘F’ and ‘G;’ distance remaining markers;
navigation and/or guidance signs; threshold lights; overrun lights and the approach system, both steady burning and sequenced flashers; and taxiway ‘B’ between the runways. The only wire to be excluded is the wiring for Taxiway ‘B’/LOLA’s, the homeruns running from R/W 03R/21L into the Lighting Vault in Bldg 276 and the edgelights on or around the helicopter pads. Note that T/W E east of R/W 21L/03R is no longer operational and therefore not part of the project scope.
2.1.2 The contractor shall be responsible for a cable labeling/tagging scheme. The cable tags shall be water proof and resilient to wear and tear. Either metal or hard phenolic tags are acceptable. The contractor shall submit a tagging scheme for approval by the Contracting Officer.
2.1.3 The wiring is to be splice onto the homeruns in the manholes at the intersection of R/W 21R/03L and Taxiway ‘B’ or in the vault near Taxiway ‘F’ in front of Bldg 277 (Base Firestation). The airfield lighting vault is in Bldg 276 behind the fire station.
2.1.4 Remove and/or demolish existing wiring in conduit. Contractor can salvage the cable at their discretion.
2.1.5 The taxiways shall be accomplished separate from the runway. The contractor shall work on one taxiway at a time. The work on each taxiway will be completed before moving on to the next one.
The contractor shall be allowed to remove the taxiway from service for the time he is working on it.
2.1.6 Replace all IL-transformers on the runway edgelights, thresholds, distance to go markers, PAPI’s and guidance signs on the runway circuits. The contractor shall work on one runway at a time.
The contractor should expect to work nights during the runway phases. At the end of a days/nights work the contractor shall have the runway edgelighting and signs operational.
2.1.7 Airfield cable to be #8AWG, 5KV, 1/C, unshielded, copper conductor meeting the requirements of FAA L-824 Type C. Use Joy type splices that meets the requirements of FAA 150/5345-26D for cable splicing. The splices must be completely waterproof. Resin splices are unacceptable.
2.1.8 Site Visitation: During the solicitation process the contractor is highly encouraged to attend a site visit and an arranged meeting with Base Operations personnel.
2.1.9 Marking/Lighting of Construction Equipment. Vehicles and equipment must be marked or flagged for high daytime visibility; flashing amber lights or orange/white checkered flags are required on all vehicles and equipment on the airfield.
2.1.10 Option Item: Replace/relocate/install the list of navigation sign faces as shown on the accompanying diagrams. Locate guidance signs in accordance with UFC 3-535-1. Relocate the ILS (Instrument Hold Signs in accordance with diagrams. Sweep all excavation daily. Bury all installed conduit as soon as practicable.
2.1.11 Exercise/Work Schedule: Below are tentative dates that the contractor will be allowed to work on the runway’s and taxiway’s during daylight hours. These are only tentative and are dependent on the flying schedule which as a rule is known only a week in advance. For the remainder of the contract the runways/taxiways will be in use for the exercise during daylight hours and maybe even some evening hours. During exercise periods the contractor will be required to work at night and this also will be dependent on the flying schedule. It is incumbent upon the contractor to allow for the times that due to the flying schedule he/she will not be allowed on the airfield.

* Note also that there are exercises referred to as TBD (to be determined), the dates for those exercises will be available in the future. Between Thanksgiving and the 2nd week of January is usually a slow time at Nellis AFB. Consequently Base Operations as a rule is more flexible during this period. Also note that the exercise schedule is projected out to only 24 September 2010. When the rest of the exercise schedule coinciding with the contract dates is published it will be made available to the contractor.
3.0 DESIGN SEGMENT: There is no design phase per say in this project. As-built plans for the facility are provided to the offerors and are for reference only. These drawings are reasonably accurate but the contractor is expected to verify all measurements. It is incumbent upon the offeror to spend as much time as possible/necessary on the airfield verifying the drawings. Base Operations and CE Exterior Electric will make every effort to support this. Also a site visit for the offeror will be arranged with Base Operations. It cannot be emphasized enough for the offerors to attend this meeting. The Contractor shall also be responsible for locating existing lines and obtaining all information necessary to install the work.
3.1 PHASING Plan: After Award but before the Contracting Officer gives NTP the contractor shall be required to submit a Phasing Plan. This plan shall include approximate dates and durations required for each taxiway and runway. This document shall be made out in conjunction with the schedule shown in para 2.1.11, consultation with Base Operations, Civil Engineering and Base Security. Until this plan is formulated, agreed on, submitted and approved there will be no NTP.
4.0 CONSTRUCTION SEGMENT
4.1 NTP for Construction: After award the Contracting Officer will issue a NTP for the
Construction Segment of the contract. Construction shall be completed and ready for final inspection with 540 CALENDAR DAYS of the issuance of the NTP.
4.2 Pre-Construction Requirements: Contracting Officer will schedule a Pre-Construction Conference. It is anticipated that the NTP for construction shall be issued. As a minimum, the Contractor’s project manager and any appropriate subcontractor representatives shall attend a preconstruction conference at Nellis AFB. Upon receipt of the NTP for construction, the Contractor shall initiate all required digging permits.
4.3 Pre-Final Inspection Requirements: When construction has progressed to the stage that the Contractor desires a Pre-Final Inspection, the Contractor will provide the Contracting Officer two copies of all Operations & Maintenance (O&M) manuals, and the digitized as-built drawings.
The O&M manuals shall be in bound 8½-inch by 11-inch booklets. The booklets shall contain a brief description of all building systems such as exterior and interior items that require. In addition, the booklets shall list step-by-step procedures required for system startup, operation, shutdown, routine maintenance procedures, possible breakdowns and repairs, and a trouble-shooting guide. The digitized as-built drawings shall consist of AutoCAD drawings with all changes to the project since Final Design Approval. Red lined hard copy as-built drawings are not acceptable. The Contractor is responsible to continually maintain the as-built drawings during construction on the AutoCAD drawings.
4.4 CONTRACT Closeout Requirements: The contract will not be finaled or closed out until all requirements have been completed. This includes but is not limited to the correction of the inspection punch list items to the satisfaction of the Contracting Officer. The contractor shall submit redlines for approval and then submit the as-built drawings in Autocad 2005 or later plus PDF. (NOTE: THIS INFORMATION SUPERCEDES THE QUESTION AND ANSWERS
THAT WERE POSTED 9-SEP-09).
