CONTRACTING QUESTIONS

1) Question: On Section L-701, (f) (3) page 69, contract Submission Limits is stated that “Performance Information Forms are limited to no more than two (2) pages per contract or project.” Is the separate sheet requested and described on paragraph V of the provided Performance Information Form included in this 20page limit? Please clarify. Is the Quality and Satisfaction Rating Information (e.g., letters, metrics, customer surveys, etc.) also subject to the 2-page limit or can this information be provided as an attachment to Tab #1? Please clarify.

Answer: Performance Information Forms are limited to 2-pages per contract/project; attached sheets will be counted toward this limit. There is no limit specified for inclusion of Quality and Satisfaction Rating Information which should be included at the end of Tab 1 of Volume II.

2) Question: Section 31-00-00 request bidders to estimate 10% of the excavation to be considered “Rock Excavation”. Will the unit pricing for rock excavation be considered an add / alternate price or will this pricing be factored into the base bid? And should the rock excavation not reach 10% of the total trenching will this amount be backed out of the contract if it is included in the base bid as a lump sum?

Answer: Proposed pricing for the two estimated quantity line items (including Rock

Excavation) should be entered in the appropriate Contract Line Item Numbers

(CLINs) 0002 and 0003, pages 3 and 4 of the solicitation. Both unit pricing items are part of the base bid but will be paid at the unit price proposed when the applicable element is accomplished up to the quantity estimated.

3) Question: Spec book refers to a form “SF1442” this form is not included in the Specs can you please provide this form or information on obtaining this form?

Answer: The information on the first two pages of the solicitation are written on the

SF 1442.

TECHNICAL QUESTIONS

1) Question: Spec book requires two way traffic to be maintained on Tyndall Ave during construction. Will the contractor be able to close a single lane and maintain two way traffic with the use of flag men directing traffic?

Answer: Refer to Section 001010 Summary of Work specifications.

mailto:emily.kliolz@nellis.af.mil

2) Question: There are a few areas in which the water main installation as shown will require the removal of existing trees. Some of these trees are very large ie; mature palms, will there be any discussion of alignment adjustment to avoid these areas whenever possible?

Answer: The Contractor shall obtain prior government approval for any re-alignment of the water main.

3) Question: Section 31-00-00 request bidders to estimate for encountering “only” lines and obstructions shown on supplied plans. Are we to assume that other existing utilities, if encountered will be compensated at a negotiated rate? With the exception of irrigation lines which will be included in the base bid.

Answer: Such unknown or subsurface conditions would be considered and resolved under the terms and conditions identified in Section I, FAR Contract Clause 52.236-

2, Differing Site Conditions.

4) Question: Section 31-00-00 requires bidders to backfill all trenches upon installation of pipe materials that have been installed during that working day, however the same section requires the contractor to leave all joints, and fittings exposed until such time that the pressure test on the section of pipe has been completed. Will H-20 plates be acceptable for areas that have not yet been pressure tested?

Answer: Yes, for work on or along Tyndall Ave.

5) Question: Provided plans specifically call out for the installation of Mueller fire hydrants. Will there be any allowance of approved equal materials such as Kennedy fire hydrants?

Answer: As specified in Section I, Contract Clause FAR 52.236-5, Material and

Workmanship, “References in the specifications to equipment, materials, articles, or patented processes by trade name, make, or catalog number, shall be regarded as establishing a standard of quality and shall not be construed as limiting competition.

The Contractor may, at its option, use any equipment, material, article, or process that, in the judgment of the Contracting Officer, is equal to that named in the specification, unless otherwise specifically provided in this contract.”

6) Question: Upon completion of the pressure test and high / low chlorine samples on a section of pipe the line will need to be “blown down” will the contractor be able to flush the water into an existing sewer main and / or storm drain?

Answer: Contractor shall use the storm drain.

7) Question: Spec books calls out a minimum depth of cover at 3.5’ however the plan and profile pages of the Civil plan reflects varying depths of 4’ – 8’ on unobstructed runs.

Will there be any allowance of depth change to meet the minimum clearance where applicable?

Answer: Construct per project drawings.

8) Question: With the understanding of the “Flag Operations” time constraints on the

Flight Line, will there be any other work hour restrictions for the utility installation on the

Flight Line?

Answer: Refer to Section 001010 Summary of Work specifications.

9) Question: Spec book refers to overtime inspections by base inspectors as being deducted from the contracted amount at a set rate. However this rate is not listed. Can you please identify the hourly overtime rate that will be charged for inspections if required?

Answer: Rate to be determined on a case by case basis based on the inspector assigned at that time.

10) Question: Will there be any required “Special” inspections of the bore locations?

Answer: No.

11) Question: Based on conversations at the Preproposal site visit it is assumed that the

6” water main crossing the existing concrete storm drain channel will be performed using jack and bore methods. However there are multiple locations throughout the project in which a bore would be considered a feasible method to complete the work such as the crossing of the existing 60” storm drain as shown on page PR-10 and the multiple laterals from the flight path headed northwest to Tyndall Ave crossing under the existing dual

54” RCP storm drain lines. Will there be any reason to not bid these items as bore locations?

12) Question: Has Carter Burgess, in contracting with Nellis AFB, included the cost to provide mylar as-builts based on provided GPS plot points from the contractor. Or will the contractor be required to provide the mylar as-builts?

Flag Operations had been discussed and it was clear that do not match the dates shown in the spec book. Can you please specify a more accurate date for these operations?

Answer: Dates are subject to change per contract specifications.

14) Question: During the removal and replacement of the 12” thick concrete areas on the flight line will the contractor be able to install new control / expansion joints on the saw cut lines or will the contractor be required to remove the entire panel affected by the trenching operations?

Answer: Construct per project drawings in plans & specifications.

15) Question: When saw cutting the asphalt and concrete will we be required to collect the water used for dust suppression with a vac truck or such?

16) Question: While working on the flight line portion of the project, will we be allowed to place any material (sand and gravel) on the asphalt on the west side of the flight line road? Or, will all backfill material have to be bucketed in from the staging area?

Answer: To be determined at time of construction on a case by case basis, based on

Safety and site location issues.

17) Question: While on the flight line, when cutting and beveling the water pipe, plastic shavings resembling saw dust are produced would this be considered FOD and have to be contained?

Answer: Yes.

20) Question: Will contractor be required to utilize a vactor truck to “soft” excavate existing utilities?

21) Question: During the breaking and removal of the existing concrete on the flight line the contractor will need to “shield” the trench to contain all broken concrete and dust, are there any stipulations on shielding methods for this scope?

Answer: As described in Section I, Contract Clause FAR 252.236-7005 Airfield

Safety Precautions, the contractor is responsible to “Keep all paved surfaces, such as runways, taxiways, and hardstands, clean at all times and, specifically, free from small stones which might damage aircraft propellers or jet aircraft;”. Any trench shielding details and government requirements, if required, will be discussed at the

Government Pre-Construction meeting.

22) Question: Should there be quantity differences between the engineers estimated quantities and the actual required material for the project, which item will prevail on the bid qualification? For example; if the engineers estimated quantity shows (8) valves and contractor (X) bids (8) valves but the plans show and require (10) valves and contractor

(Y) bids the (10) valves will the de-scoping and bid qualification process take this into account or will the bid qualification be based on unit pricing only, with contract adjustments based on unit pricing for work completed?

Answer: Bid this per plans & contract specifications.
