Description: Contractor shall furnish all labor, equipment, material, manufactured articles, labor, transportation, supervision, and all else necessary to perform all operations in connection with successfully completing the project REPAIR WATER MAIN, TYNDALL AVENUE, as specified herein, as required per attached specifications and referenced documents, and as shown on attached project drawings.
1.1.2. Definitions:
1.1.2.1. Contracting Officer: The Contractor shall be responsible for providing complete and usable facilities upon the completion of work. Henceforth, the term Contracting Officer refers to the Contracting Officer or his/her designated representative, and the term Contractor refers to the general contractor. The general contractor is responsible for all subcontractors, suppliers, and consultants under his employ.
1.1.2.2. Contracting Officer’s Representative: The Base Civil Engineer or his authorized representative is designated as the Contracting Officer's Representative (COR) (Construction Manager), for the purpose of technical surveillance and evaluation of the work performed under this contract. This designation in no way authorizes anyone other than the Contracting Officer to commit the Government to changes in the terms of the contract.
1.2. LOCATION: The project sites will be located at Nellis AFB.
1.2.1. Nellis Air Force Base (NAFB) is located approximately nine (9) miles north of downtown Las Vegas on Highway U.S-93 (Las Vegas Blvd). NAFB consists of three main areas: the Main Base, Area II, and Area III. The specific project locations are indicated on drawings accompanying each task order issued against this contract.
1.2.2. Creech AFB – Not Applicable to this project.
1.3. DESCRIPTION OF WORK
1.3.1. SCOPE OF WORK: The scope shall include, but not be limited to the following descriptions:
SECTION 00 10 10 Page 5
The purpose of this project is to replace aging water system infrastructure in the Tyndall area at the Nellis AF Base. Two existing looped water mains located on Tyndall Avenue and on the eastside of the Tyndall hangars (flight line side) at Nellis AF Base are over 50 years old and have reached the end of their service life. The Tyndall Avenue water main runs from Well No. 7 to Fitzgerald Boulevard and consists of approximately 7,000 LF of 10 inch and 8 inch cast iron pipe and approximately 6,000 LF of 12 inch and 14 inch asbestos concrete pipe (ACP). The flight line water main runs from the southwest side of Hangar #220 to Fitzgerald Blvd. and consists of approximately 6,750 LF of 8 inch cast iron pipe and approximately 2,750 LF of ACP. Also, there is approximately 3,800 LF of water pipe which loops the Tyndall Avenue water main to the flight line water main at various locations. The age and current conditions for both water mains & their valves pose a number of problems for the base which includes the following:
reduced chlorine residuals due to shallow water line depths, inadequate fire flows, inadequate isolation valves, higher repair parts inventory due to the numerous piping materials used and environment and personal health risks due to the use of ACP pipe.
The contractor is to replace water lines in accordance with the plans and specifications as prepared by the A-E, Carter & Burgess, and approved by the Nellis Air force base. This scope of work includes the replacement of all water lines as outlined in the plans with PVC water pipes. This includes approximately 1,200 lf of 8” PVC water main, 23,000 lf of 10” PVC water main and 2,000 lf of 12” PVC water main along with all necessary valves, fittings, and accessories. The existing water line will be abandoned in place at most locations and removed at any locations which conflict with the new water lines. The surfaces disturbed by construction shall be repaired to existing or better condition. Surface repair will include, without limit, such items as: asphalt concrete in parking and roadway areas, surface marking on the asphalt concrete, concrete drainage channel, concrete sidewalk, concrete curb, concrete pavement in the flight-line, landscaped areas and open unpaved areas. All of the existing fire hydrants are to be abandoned and removed by the contractor and new hydrants are to be installed at specified locations per plan. Also, the existing water services and fire services for each building are to be field verified and reconnected to the new water mains.
Newly constructed water lines and appurtenances shall not be put into service until they are properly pressure tested and disinfected. Services shall not be connected to the new water mains until the newly constructed mains are put into service. After all services have been connected to the new mains, the contractor can properly abandon old lines. There shall be no reduction in service anywhere on base. It is the contractor’s responsibility to determine the best way to perform construction phasing and water line replacement such that there will be a looped system able to supply fire demand at all times during construction.
All construction shall comply with the latest approved editions of the American Water Works Association (AWWA), Uniform Plumbing Code (UPC), the International Building Code (IBC), and the Uniform Design and Construction Standards for Potable Water Systems. Also, there are many codes indicated in the
SECTION 00 10 10 Page 6 specifications requirements for this project which must be referenced and adhered to during construction.
It is expected that trench excavation will require removal of various types of material, including cemented soils and rocks (caliche). The hardness of cemented soils can range from moderately cemented to strongly cemented and can occur in subsurface soils at erratic thickness, hardness and lateral extent. Rock excavating techniques should be anticipated if there is caliche present in the soils. The contractor is to verify subsurface conditions prior to bid. The cost for the excavation of rock and cemented soils encountered shall be considered as included in the unit prices bid for pay items requiring excavation and no additional compensation will be allowed.
1.3.2. PERFORMANCE PERIODS: The Contractor is to commence work within 1 calendar day after the notice to proceed (NTP). Construction may begin after pre-construction submittals have been approved and a secondary NTP is issued.
Contractor is to prosecute the work diligently. Completion of the project includes final cleanup and close out submittals.
Pre-Construction Submittals Within 30 days from NTP
Commence Construction Within 5 days of Secondary NTP
Complete Project Within 360 days from NTP
1.3.3. SINGLE, PRIME CONTRACT: The work will be constructed under a single, prime contract.
1.3.4. TESTING: Quality control testing is the responsibility of the Contractor, and shall be performed by an independent commercial testing laboratory. The type and amount of testing is stated in the applicable specifications; the cost of the testing shall be incorporated in the bid price for each applicable line item.
1.3.4.1. Contractor shall forward all water quality clearance sample results to Bio- Environmental Engineering prior to activation of the new main line.
1.4. RESTRICTIONS:
1.4.1. Airfield:
1.4.1.1. Aircraft and emergency fire department vehicles always have the right of way. Construction personnel, vehicles and equipment must yield to taxiing aircraft at all taxiway crossing points.
1.4.1.2. The Contractor must only use designated taxiway crossing points, unless otherwise directed.
1.4.1.3. Runways must be cleared of equipment and personnel and be operationally ready within five minutes in the case of In-Flight Emergencies (IFEs), unless the runway is physically unable to accept aircraft. No contractor vehicles, equipment, or personnel shall be on or crossing any active runway, except during construction period closures as outlined above or when clearance is requested from and granted by the control tower.
SECTION 00 10 10 Page 7
1.4.1.4. The Contractor shall be issued a hand held radio in order to be able to communicate with the airfield control tower. The on-site project manager shall be expected to continuously monitor the airfield frequency.
1.4.1.5. Unless authorized by the Contracting Officer, no contractor vehicles, equipment or personnel shall cross the painted red security lines located at various locations on the Airfield. Security Police are authorized to use deadly force in such breaches of security.
1.4.1.6. Other airfield contracts may be underway at the same time as this contract, and therefore the contractors may have to share haul routes, and work in the proximity of one another. The contractor shall fully comply with Contract FAR Clause 52.236-8, Other Contracts.
1.4.1.7. The Contractor may be required to cease project operations on the airfield during IFEs or as directed by the Installation Commander. These delays typically are for one to two hours at a time. Every effort will be made by Base Operations, Civil Engineering, and the Contracting Office to minimize all potential delays and to inform the Contractor as early as possible of such delays so that critical work can be effectively scheduled around such events.
For bidding purposes, assume work stoppages will occur once during each project and last for two hours each occurrence.
1.4.1.8. All contractor personnel shall be briefed by Base Operations prior to being allowed to drive on flight line road and if required, on the airfield. The Contractor shall clear the airfield, the flight line road and the hangar approach apron entrance areas when directed by Base Operations to do so for any circumstance or when aircraft are parked. Security Force personnel are authorized to use deadly force in these areas. Flying activity is minimal on weekends.
1.4.1.9. For all work on the flight line side (east side) of the aircraft hangars, the contractor shall prepare & submit a construction phasing plan for government review and approval. The contractor shall coordinate on a daily basis with the airfield Base Operations Office his daily work plan and shall be available to meet with Contracting Office, the AF project manager, CE, Base Operations, the individual aircraft hangar facility manager(s) and / or their units on a Bi-weekly basis to plan & coordinate well in advance of work, which hangar apron entrances the contractor plans to saw-cut, trench and work on and to determine the time frame that will work best for the hangar user. Should a schedules conflict occur, the hangars user's needs shall take precedence over the contractor's work schedule. The construction phasing plan & bi-weekly planning meetings shall take into account and address the following government requirements:
1.4.1.9.1. The contractor shall limit the amount of open trenching to the lesser of 500 linear feet or the length necessary to accommodate one day of pipe trenching as called for in the General Waterline Notes section on the drawings. The contractor shall not infringe on or close down any portion of the flight line road that runs the full length of airfield parking apron or
SECTION 00 10 10 Page 8 any flight line entry point from Tyndall Avenue. The contractor shall keep at least one lane open for vehicle traffic at the flight line entry point(s) for any work scheduled to take place at these locations.
1.4.1.9.2. The contractor shall schedule his work on the aircraft parking apron & hangar apron entrances adjacent to the Red Flag aircraft hangars #220, #222, #224, and #226 and the Green Flag aircraft hangars #237, #239, and #242 & their operations buildings located at the South end of the flight line IAW the following schedule to avoid any conflict with the Red Flag & Green Flag scheduled aircraft training exercises:
• For Red Flag hangar areas, use 17 Oct 2009 through 14 Jan 2010 or 14 Mar 2010 through 4 Aug 2010.
• For Green Flag hangar areas, use 21 Nov 2009 through 22 Jan 2010 or 5 Jun 2010 through 15 Jul 2010.
• The government reserves the right to change the contractor’s construction window dates for military exercises in the remote event a Flag exercise schedule must change or if aircraft, equipment & personnel access to a hangar or flight line facility must be temporarily maintained in conflict with the contractor’s proposed construction schedule. The contractor shall accept this requirement as an important consideration of the work, that the construction dates between military exercises and or on individual hangar apron entrances can change.
1.4.1.9.3. The contractor shall refer to construction drawing sheet KP-01 for an overview of the flight line project and sheets PR-14 & PR-15 for the Red Flag hangar areas and sheet PR-16 & PR-17 for the Green Flag hangar areas.
1.4.1.9.4. The contractor shall provide each facility user(s) sufficient advance notice (2 weeks) and adequate time to remove their aircraft & equipment from those hangars with only "one" apron entrance scheduled for contractor work. Should the user's operational requirements for those hangars with one apron entrance still require hangar access & egress, the contractor shall provide for & install aircraft load rated steel trench plates with beveled edges. For those hangars with two (2) apron entrances, the government prefers the contractor trench and complete work on one entrance at a time but the contractor has the option of trenching both entrances, provided he or she shall provide for & install aircraft load rated steel trench plate covers at one entrance or the other at all times to allow the hangar user & their aircraft & equipment access to the hangars from the flight line or vice versa. The steel plate trench covers shall be capable of supporting a fully fueled F-22 fighter at 63.5 Kips and include beveled edges. The F-22 main gear at 80% of aircraft weight will weigh 51 Kips and are 12.5ft apart.

1.4.1.9.6. Piping and related materials shall remain in the contractor's storage area, except during the same day the materials are installed. The contractor shall deposit all excavated material & debris on the west side of the trench & away from parked aircraft. Any excess backfill material shall be removed from the flight line and government property or stored for re-use as backfill at the pre-designated contractor's storage yard.
Under no circumstance shall the contractor allow foreign object debris (FOD) to accumulate on the flight line.
1.4.1.9.7. The contractor shall collect lose debris his crew or the construction effort generates each day to prevent any FOD from becoming airborne that can cause aircraft engine damage. During periods of work inactivity, between work phases and /or when a trench must remain open or when new placed concrete slabs must cure, the contractor shall provide for & install an adequate number of steel plate trench covers of sufficient size and strength that are aircraft load rated with beveled edges to allow for continued aircraft, personnel & equipment access to the hangar(s) from the flight line.
1.4.1.9.8. The contractor shall provide for & install lighted barricades for all construction areas not steel plated and flaggers at essential jobsite locations considered necessary by the Contracting Officer or Base Operations. Concrete paving of the utility trenches shall be accomplished as each construction location is completed. In all cases, the contractor shall make every reasonable effort to keep the Contracting officer, the AF Project Manager, the Base Operations Management and all individual aircraft hangar users who shall be affected by pending trench work or water outages, informed of his or her work plans & schedule and shall minimize the time a hangar apron entrance must be closed or remain closed to complete work.
1.4.1.10. For all work on Tyndall Ave along the west side of the aircraft hangars, the Contractor shall prepare and submit a construction plan for phasing the work for government review & approval. The contractor shall maintain 2 way traffic flow along Tyndall Ave throughout the project and provide for and install suitable H-20 traffic truck load rated steel plate cover where traffic is required to cross trenches, lighted barricades, traffic cones and flaggers where required to maintain 2 way safe vehicle traffic flow and away from exposed & excavated work areas including trenches. The contractor shall schedule and conduct work to prevent interference wit the facilities and systems outside the specific portion of the project under construction.
1.4.1.10.1. The contractor shall maintain pedestrian access to the buildings at all times and vehicle access to building parking lots except that such access may be interrupted for a maximum duration of 10 hours. Access and
SECTION 00 10 10 Page 10 travel along streets and parking areas shall be maintained to the greatest extent possible. Where street crossings are required, one half of the street shall remain open at all times, except that streets may be interrupted for a maximum duration of 10 hours only when necessary. Work shall be scheduled so that no more than 500 linear feet (as measured along the road centerline) or water pipe is under construction at any location and at not more than two concurrent construction locations. Asphalt paving of the utility trenches shall be accomplished as each construction location is completed. Exceptions to these conditions may be made in specific situations if requested by the contractor in advance and if deemed necessary & in the best interests of the AF by the Contracting Officer.
1.4.1.10.2. Provide steel plate covers for trenches and other excavations which must remain open after working hours. Piping and related materials shall remain in the contractor’s storage area, except during the same day the materials are installed. Before the end of each workday, all excavation material in excess of required backfill shall be either removed from government property, or removed and stored for re-use as backfill at the area indicated for the contractor’s storage yard. Excess excavation material and debris shall not be allowed to accumulate at the jobsite.
Work that requires interruption of water services shall be limited to one section piping, between two adjacent isolation valves at any time.
1.4.1.10.3. Piping outside the specific section under construction shall remain in operation throughout the entire construction process. Maximum time for interruption of water service to individual buildings is limited to 10 hours.
The 10 hours shall include time for disconnection and reconnection of piping.
1.4.1.10.4. A path for emergency vehicles to all buildings & facilities shall be maintained at all times. To create and maintain this path, provide all required traffic control devices such as no parking signs, traffic cones, barricades, etc. The contractor shall remove construction equipment from the work site and store at the contractor’s storage area at the end of each day.
1.4.1.10.5. A general notice of up-coming construction shall be given to all facility users by the government. But three (3) days prior to a facility experiencing a water outage, the contractor shall be required to notify the facility occupants with a written notice of the scheduled utility outage.
The government will supply the contractor a template copy of the written notice.
1.4.2. FAA Notification: Contractor shall submit the required FAA Form 7460-1 to the FAA via https://oeaaa.faa.gov/oeaaa/external/portal.jsp for all new construction, work on the exterior of existing facilities, and all crane usage. Contractor will follow any and all requirements dictated by the FAA or Nellis AFB Airfield Operations personnel in response to the FAA Form 7460-1 submittal.
