All facility operations and effluent discharge activities shall comply with applicable federal, state, and local regulations, including the requirements of Cannon Air Force Base (CAFB) Discharge Permit DP-873. If the permit lapses, expires, or is terminated, the Contractor shall continue WWTP operations and reporting procedures in accordance with the last effective permit conditions unless otherwise directed by the Contracting Officer.
1.1.1 Flow meters require visual inspection at least monthly; and field calibration at least annually and upon repair or replacement of a flow measurement device. The Contractor shall be responsible for all flow meter visual inspections and field calibrations at the WWTP (including Parshall Flumes), ensuring all requirements are met to include parts/replacement and calibration. The Contractor shall adhere to the visual inspection and field calibration terms and conditions stated in the CAFB Discharge Permit, DP-873 to include all required documentation and reports.
1.2.1. Exception: Facilities located at the CAFB Golf Course Driving Range and Pump house, and at the main base Softball Fields/Dog Park area are the responsibility of 27 Special Operations Civil Engineering Squadron (27 SOCES). 27 SOCES is responsible for all operations, including inspection, parts, meter replacement and calibration, at the Golf Course Driving Range and Pump house and main base Softball Fields/CAFB Dog Park area only.
1.2 PREVENTIVE MAINTENANCE INSPECTION (PMI) PROGRAM. The Contractor shall implement a PMI program to help prevent and correct deficiencies with equipment items, minimizing breakdowns and service interruptions, extending component service life, and maximizing operating efficiency. The Contractor’s PMI plan shall include inspections and services of lubrication, minor adjustment, and minor repair of components. A completed PMI plan shall be submitted to the Contracting Officer (CO) for acceptance within 30 calendar days after contract award. This plan shall include a 52 consecutive week schedule indicating specific maintenance/inspection items to be accomplished. At the end of each year, each equipment item within every system included in this contract shall have been addressed. The PMI program is to be established based upon manufacturers' recommendations, handbooks, operating/service manuals, Contractor expertise, and general engineering judgments. The submitted plan shall include equipment components to be inspected and maintained, inspection and maintenance techniques, inspection and maintenance frequencies, and reporting methodology. The Contractor shall update schedules as necessary to reflect any changes in equipment inventory. Any proposed changes to the PMI schedules shall be submitted to the Contracting Officers Representative (COR) for acceptance.
1.2.1. Preventive Maintenance (PM) Work. The Contractor shall perform preventive maintenance activities and identify any deficiencies in systems, equipment, or components during inspections. All identified issues shall be corrected through corrective maintenance, as outlined in Section 1.3, to ensure full and proper operation.
1.2.2. Preventive Maintenance Reports. The Contractor shall electronically submit to the Contracting Officer’s Representative (COR), the monthly PMI plan logs, as well as a monthly summary of preventive maintenance work and inspections completed during the previous month, a list of scheduled work or inspections which were not accomplished, and a description of any corrective maintenance requirements noted during the previous week’s inspection but not corrected. The report is due the fifth business day following the month covered in the report.
1.2.3. Preventive Maintenance Records. The Contractor shall maintain PM records for each item of equipment included within this contract. These records shall include descriptions of periodic maintenance, scheduled versus actual completion dates, and the name of the person(s) who performed the work. The Contractor shall ensure the records are accurate and current.
1.3. CORRECTIVE MAINTENANCE REPAIR AND REPLACEMENT (CMRR). CMRR is work discovered during or outside of PMI that is required to return a system, equipment and components to full and proper operating condition. The Contractor shall bear all CMRR costs up to the Not To Exceed value of the CMRR CLIN. Notify the COR when within 80 percent of ceiling of the CMRR CLIN. NOTE: Digging (such as repairing a below-ground valve) may require a 27 SOCES Form 103, Base Civil Engineering Work Clearance Request (local form), in order to identify and mark buried utilities. It is the contractor’s responsibility to obtain the required signatures and submit the completed form through the COR prior to digging.
1.3.1. The Contractor shall be diligent in returning malfunctioning or damaged critical WWTP systems to normal operation in minimal time. The Contractor shall maintain constant awareness of all systems and components that may have limited or no redundancy, and be prepared to accelerate emergency or urgent repairs.
1.3.1.1. Upon failure of any critical component—even if a backup exists—the Contractor shall notify the COR within one hour of discovery via text or email, regardless of the time of day. Within the same one-hour period, the Contractor shall also report the failure to 27 SOCES Customer Service at 575-784-2001, providing:
(1) Building number of component failure
(2) Brief description of component failure
(3) Impact of component failure
(4) Respond to any follow-up questions
For emergencies to include blower failures, wastewater spills, chlorine leaks, electrical failures, etc. 27 SOCES will respond, and if capable, work to assist the Contractor in correcting/repairing the problem which caused the emergency. However, if the component failure is not an emergency that would disrupt plant or base operations or has a redundant system, the responsibility lies with the Contractor to correct. Due to mission requirements, the Contractor must not rely on 27 SOCES for repairs/replacements as personnel often do not have the availability to support beyond emergencies.
1.3.1.2. Critical components list will be compiled by the contractor within the first 30 days of the contract so that it may reflect the current WWTP systems/machinery. The critical components list will then be submitted to the CO and COR for review. If the CO/COR have concerns of missing critical components, the contractor, CO, and COR will meet to discuss before finalizing the critical components list, no later than 45 days after contract start date. The critical components list shall be updated annually at a minimum.
1.3.2. CMRR does not include alteration or modernization (changes beyond maintaining full and safe operation).
If the Contractor estimates work may fall outside the scope of CMRR, the Contractor shall submit a CMRR Worksheet (Appendix D) to the COR and CO within five business days of deficiency discovery. The Contractor must also include with the CMRR worksheet the original quote from the manufacturer, or proprietary source. The COR and CO will review the worksheet for parts/labor cost, schedule, and CMRR contract scope determination. Labor costs for specialized technicians (such as an electrician, or plumber) to support a repair must be clearly identified and included. For CMRR that is under $3000.00, the COR may approve the CMRR request/worksheet as it does not surpass the CMRR CLIN amount. For CMRR, that is over $3000.00, CO approval is required. Additionally, should the CO/COR require an additional quote as pricing justification, the contractor shall provide one within 3 business days. The CO may also approve alteration/modernization work through a contract modification. NOTE:
Manufacturers reserve the right to improve the design of systems, equipment and components at their discretion.
Improved design does not automatically constitute alteration/modernization.
1.3.2.1. All purchase documents shall be made available for review and audit. A monthly CMRR log will be sent to the COR due by the 5th business day of the following month. The COR/CO reserves the right to specify quality, size, efficiency and aesthetic requirements of all items. The Contractor shall document the competitive records of purchases and make available to the Government upon request.
1.3.2.2. Any item with a replacement cost over $1,500.00 removed from equipment or facilities shall be turned in to the COR for inspection, prior to final disposition.
1.3.2.3. Items with a replacement cost over $1,500.00, which are determined in writing by the COR to be repairable, shall be repaired by the Contractor and put back into service. If the COR determines in writing that repairs are not economically feasible, not available in a reasonable manner or within a reasonable time, the COR and CO may authorize the CTR in writing to purchase suitable replacements.
1.3.2.4 . Items with a replacement cost over $1,500.00, which are determined in writing by the COR to be non-repairable, shall be disposed of by the Contractor. The Contractor is responsible for coordinating disposition of non-repairable items with the COR. The COR may determine that some items have salvage value, such as pumps, motors, valves, etc., and will direct the Contractor to action accordingly.
1.3.2.5 To maintain operations and update WWTP infrastructure and systems there may be ongoing short or long-term projects during this contract. Due to the infrastructure and need to preserve the base population’s health and hygiene as well as mission execution, the WWTP must always remain operational, including during project construction and execution. The WWTP COR will be the primary point of contact (POC) during these projects and serve as liaison between the Contractor and Contracting Officer.
