About this file
This document is a Questions and Answers (Q&A) file for a federal contract opportunity at Melrose Air Force Range (MAFR). The project involves the delivery of Caliche material that must meet specified quality requirements, with a period of performance of 273 days after contract award receipt. Deliveries are accepted between 0800-1500 hours, Monday through Friday, with requests for earlier or later deliveries requiring approval from the Range Management Office. The entrance gate is located at 3771 Sun Dale Valley Road, Floyd, New Mexico 88118, with multiple drop-off points up to 16 miles from the gate.
Access to the installation requires contractors to complete a Base Pass Request form at least seven days prior to delivery for a mandatory background check through the Visitor's Center, along with a REAL-ID compliant driver's license or acceptable alternative identification. All personnel operating vehicles on MAFR must complete Range Safety Officer (RSO) training, though companies may designate one RSO-qualified person to escort up to four additional vehicles. All vehicles must comply with New Mexico Department of Transportation laws, codes, and regulations with no specific weight restrictions on MAFR. During business hours, RSO-qualified drivers may experience up to 30 minutes of wait time during peak periods, with additional unpredictable delays when an escort is required. There are no minimum or maximum daily quantity requirements for material delivery, and the government has no preferred Caliche source, prioritizing product quality that meets specification requirements.

Q & A’s
1) What is the physical address of the entrance gate to be used for this project?
• 3771 Sun Dale Valley Rd, Floyd, NM, 88118
2) What are the operation hours/days of the base. Would we be able to ask for additional hours to deliver? Deliveries can be accepted 0800-1500, M-F. Earlier/later deliveries must be requested and approved by the Range Management Office
3) Are there any weight restrictions on the base? Are there any restrictions truck types (i.e.
tandems, end dumps, truck & pup)? All vehicles must comply with NMDOT laws, codes, and regulations. There are no specific weight restrictions on Melrose Air Force Range
(MAFR)
4) Are there any access requirements the drivers need to meet (i.e. REAL ID, background checks)?
• Contractors must complete and submit the Base Pass Request form at least 7 days prior to the scheduled delivery. This form will be forwarded to the Visitor's Center for a mandatory background check. A REAL-ID compliant driver's license is required; if you do not have one, please see the attached list for other acceptable forms of identification.
• In addition to Cannon AFB requirements, all personnel driving on MAFR must complete Range Safety Officer (RSO) training prior to operating a vehicle of any type, independently on MAFR. A company may designate an RSO qualified person as an escort for up to four (4) additional vehicles
5) What is the distance (in miles) from the gate to the drop-point? Are you able to provide coordinates for the drop-point? There are multiple drops points that may change as needs arise. The longest distance from the front gate to any designated point is 16 miles

The source is not as important as the quality of the product that must meet the attached specs
7) What is the estimated wait time at the gate? During business hours, an RSO qualified driver may experience a 30-minute wait during peak periods. Waiting for an escort is unpredictable and could extend this time
