About this file

This is a Questions and Answers memorandum for a test administration services contract issued by the 27th Special Operations Contracting Squadron (AFSOC) at Cannon Air Force Base, New Mexico. The solicitation is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). This is a re-compete of a previous contract (FA485521P0004) previously held by CyNtelligent Solutions LLC, which is currently vacant. The contract structure consists of one Base Year running from May 1, 2026 through February 28, 2027, followed by three Option Years and an option to extend services. The contractor will be required to perform 1,745 hours of testing services annually, with additional tests to be administered within the awarded hours as operational needs require.

Key clarifications provided in the Q&A address contract performance requirements. The contractor must monitor testing schedules closely and cancel or add sessions as needed, with compensation provided for full scheduled session times regardless of actual examinee attendance (minimum threshold is five examinees per session). Historical data indicates no previous cancellations due to lack of testing appointments. Offerors may incorporate representations and certifications information within the Technical Capability section of their proposals. Questions regarding this solicitation should be directed to SSgt Nicholas Kolasch at 784-6240 or nicholas.kolasch@us.af.mil, or SrA Michael Barbera at michael.barbera@us.af.mil.
