About this file
This is a Limited Sources Justification and Approval (J&A) document issued by the 27th Special Operations Contracting Squadron at Cannon Air Force Base, New Mexico for a trailer lease requirement.
The Air Force is awarding a limited source task order (F2FT346056A001) valued at $926,406.25 to WillScot for the continued lease of a temporary facility to house a special operations unit through the first quarter of FY29. The original GSA Federal Supply Schedule contract (GS07F128AA) was competed and is being continued through a novation agreement that transfers the requirement from Hunter Saak to WillScot effective FY25. The new requirement begins April 10, 2026, following the final option year expiration of the existing contract on April 9, 2026. The contract consists of four twelve-month ordering periods (with period 3 and 4 adjusted to align with first quarter FY29) at $21,175.00 monthly, plus an optional de-installation and site restoration task valued at $84,700.00. The justification for limiting sources to WillScot is based on mission continuity and avoiding unacceptable disruption risk; the existing leased facility is already equipped with operational security systems (OSA), SIPR/NIPR protocols, and fire and security equipment integrated into base infrastructure. Any transition to another source would result in minimum two-month disruption during disassembly and removal of the current trailer and construction of a replacement, which leadership determined untenable given the unit's operational requirements and lack of interim beddown space at Cannon AFB. The contracting officer determined this represents the best value as a logical follow-on to the original competed FSS order, with price reasonableness to be established through contractor negotiation of lease costs, water softener maintenance, and de-installation services.

( See guidance at the end of this document for completing the following sections. )
I. Contracting Activity.
United States Air Force, Air Force Special Operations Command, 27 Special Operations Contracting Squadron located at Cannon Air Force Base (AFB), New Mexico (NM)
II. Nature and/or description of the action being processed.
Under the existing GSA contract GS07F128AA and this task order FA485520F0040, the unit was programmed to get permanent placement at Cannon AFB within five years of award. However, this task order has exercised its final option year from 10 April 2025 through 9 April 2026. Due to mission changes, the unit will not be placed in a permanent facility nor do they have the ability to pause operations to change out facilities. Therefore, a temporary facility will still be required past the last option year through the first quarter of FY29, .
A Novation Agreement under Contract GS07F128AA has been issued to change the current prime contractor Hunter Saak to WillScot within FY25. The new limited source requirement will be to WillScot following the final option year ending 9 April 2026. The new requirement will start 10 April 2026.
III. Description of supplies/services required to meet agency needs.
Due to mission need, a temporary facility will still be required past the last option year through the first quarter of FY29 An additional ordering period is added to allow for end user administrative matters and moving personnel and equipment. Transitioning from the existing contract to a new contract will potentially result in a minimum 2-month disruption in moves to the end user, in between disassembly and removal of the current trailer and construction and delivery of the new trailer.
Per wing leadership, moving the unit out of the current facility to build a new facility for a short period of time is untenable. Cannon AFB does not have viable space to bed-down the the unit in an interim location while new facility would be built; disruption to the unit's mission must be avoided.
The new requirement will consist of a four ordering periods and an option for de-installation, removal, and site restoration that may be exercised anytime after Order Period 1.
Note: Order period 3 and 4 are adjusted to align with 1st quarter
Order Period 1: 10 Apr 26 - 9 Apr 27 $21,175.00 12 Months $254,100.00 Order Period 2: 10 Apr 27 - 9 Apr 28 $21,175.00 12 Months $254,100.00 Order Period 3: 10 Apr 28 - 31 Dec 28 $21,175.00 08 Months $254,100.00 Order Period 4: 1 Jan 29 - 9 Apr 29 $21,175.00 04 Months $169,400.00 De-Installation/Removal $164,106.25 01 Each $84,700.00 Total Contract Value $926,406.25
IV. Identification of the justification/rationale for limiting sources and demonstration of the contractor's unique qualifications to provide the required supply/service.
The new limited source requirement will be with WillScot following the final option year and would start 10 April 2026.
The current contractor's leased facility is already in place, equipped with a working OSA, appropriate SIPR/NIPR protocols and required fire and security equipment tied into the base infrastructure.
Based on leadership feedback, any disruption to the end user would result in unacceptable mission risk. In the
Limited Sources Justification and Approval (J&A)
April 2024 Page 3 of 6April 2024 Page 3 of 6 interest of economy and efficiency, the new work is a logical follow-on to an original competed Federal Supply Schedule order and an award to any other source would result in unacceptable delays in fulfilling the agency's continuing requirements.
V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with
FAR 8.404(d).
The original contract was competed for the design, delivery, assembly, and thereafter monthly lease. The Government has already absorbed the design, delivery, assembly cost leaving only lease cost. Under this requirement, we discovered the system was incompatible with the hard water coming in. A water softener was installed at the recommendation of the CE plumbing shop.
Based on the contractors proposal received, the estimated cost can be broken into three distinct negotiation elements:
Lease, Water Softener Maintenance, and De-installation:
In order to determine price fair and reasonable, the contractor will be required to provide other than certified cost and pricing data, and through negotiations, establish a fair and reasonable price.
VI. Description of the market research conducted and the results, or explain why market research was not conducted.
GSA was contacted but did not result in any insight to alternate courses of actions other than conduct a new buy under GSA's eBuy system.
VII. Other facts supporting the justification.
As a result of Revolutionary FAR Overhaul, limited source is covered by GSA 538.7104-3 Sole source justifications.
VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services.
As a result of mission needs, this is a one-off situation. Future trailer needs will be advertised accordingly.
IX. Certification by the Contracting Officer.
As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.
X. Certification by the technical/requirements personnel.
As evidenced by my (our) signature(s) above, I (we) certify that any supporting data contained herein, which is my (our) responsibility, is both accurate and complete.
