About this file
This document is a Questions and Answers (Q&A) memorandum for Solicitation No. FA485525R0010 for Aircraft Hangar Doors Maintenance at Cannon Air Force Base. The document provides detailed clarifications on contract line items (CLINs), repair categories, and service expectations. Key details include an incumbent contract (FA485522C0011) valued at $483,000, confirmation of 40 hangar doors across the facility, and specification that service calls cover all door components including personnel and tail doors.
The Q&A addresses pricing structure for scheduled and unscheduled repairs, with CLIN *002 covering biannual inspections and preventative maintenance and CLIN *003 handling urgent repairs within 24 hours. Standard work hours are 7 AM to 4 PM, Monday through Friday, with potential weekend work subject to CO approval and facility access. Past performance will be evaluated through the Contract Performance Assessment Reporting System (CPARS), though vendors may voluntarily include performance data in their technical submission. The solicitation is managed by the 27th Special Operations Contracting Squadron at Cannon Air Force Base.

DEPARTMENT OF THE AIR FORCE
27TH SPECIAL OPERATIONS CONTRACTING SQUADRON (AFSOC)
CANNON AIR FORCE BASE NEW MEXICO
THE BUSINESS OF WAR
26 June 2025
MEMORANDUM FOR RECORD
SUBJECT: Questions and Answers to Solicitation No. FA485525R0010, Aircraft Hangar Doors Maintenance.
Questions and Answers
Question 1: Attachment 2, CLINS 0002, 1002, 2002, 3002, 4002, 5002: Please Describe the Unit LOT:
a. Is this the price to cover one service call?
Answer 1: The price is an estimate on how much money would be spent during 1 year of contract performance. For example, say we set the amount at $24,000 for the base year of the contract. During the performance of that contract, anytime a service is scheduled the proposal to make that scheduled service visit is paid for using that CLIN. So, if the repair cost $6,000, you would invoice that amount to CLIN *002 and that would be subtracted from the $24,000 – leaving $18,000 for the remainder of that year. That is why the term ‘Lot’ is used instead of ‘Each’, since each scheduled repair would deduct from that total amount rather than each repair automatically costing $24,000.
Now, it is important to note that PWS para 2.1.4, the contractor shall do an initial assessment on all Aircraft Hangar Doors and identify all repairs that are needed to bring the doors back to operation. Those repairs would be made using a Government Purchase Card or an entirely new CLIN (Over and Above – PWS para 2.4.1 and provides more insight to question 3). This would not come out of the CLIN *002 Scheduled Repair Service Call budget. CLIN *002 described in PWS para 2.1.7-2.1.10. There are biannual inspections and preventative maintenance. If anything is identified as needing to be repaired, the contractors shall provide a proposal for a scheduled service call. Once those proposals are approved, the contractors can schedule a day to come out and conduct the repair(s). Those proposals are then invoiced to CLIN *002.
The *002/*003 CLINs are published to show that these will be on the contract, however these amounts will not be evaluated as the amounts are unknown.
Question 2: Attachment 2, CLINS 0003, 1003, 2003, 3003, 4003, 5003: Please Describe what “Over and Above” entails:
Answer 2: See PWS section 2.4.1 and underlined portion in the answer to question 2.
Question 3: To Clarify, Personnel and Tail Doors are included in service calls as Hangar doors, Correct?
Answer 3: Yes, everything that is part of the door or its operations are included in the repairs.
Question 4: Could you please provide information on the incumbent contract and its value?
Answer 4: The incumbent contract is FA485522C0011, and it was awarded for $483,000.
Question 5: Appendix E: Appears to be historical data on repairs and their categories. Would this fall under CLIN set xxx2 or xxx3?
a. Is this Materials only, or Labor and equipment as well?
Answer 5: Depends on when the repair is identified. If the repair is identified during a biannual inspection, it would fall under CLIN *002. If the COR/CO/CS identify an issue and contact the contractor to come out within 24 hours – reference PWS para 2.3 – then the repair costs would fall under CLIN *003.
This includes equipment, parts, and labor.
Question 6: Would you like our Past performance data included in the technical ( volume 2 of submission)?
Answer 6: Past performance is not required to be included in the Technical Capability as the Government will evaluate past performance by reviewing records in the Contract Performance Assessment Reporting System (CPARS). However, if offerors would like to include it, then yes, we would prefer it to be included in the technical statement.
Question 7: Page 3 of Combined Document states “Offeror shall acknowledge any amendments, if any, on the Offeror Information Document (Attachment
3). Are you ok with us adding a line to confirm amendments on your form?
Answer 7: Yes, that is acceptable.
Question 8: We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
Answer 8: Please see Answer #4.
Question 9: I am requesting the incumbent name and value of the existing contract for hangar door services?
Answer 9: Please see Answer #4.
Question 10: Can work be pre-arranged to do pmi on weekends?
Answer 10: Standard hours of operation are 7 AM to 4 PM, Monday through Friday.
Arrangements outside of the standard hours of operation should be requested by the contractor and approved by the CO, at no additional cost to the Government. The only issues with work being performed on weekends is limited access to facilities. It will heavily depend on COR availability and mission requirements.
Question 11: The hangar count is 40 or 42?
Answer 11: Upon review there are 40 doors. The discrepancy was on an outdated listing at B 109 due to the clamshell, there are 2 set of hangar doors (inside & outside) as noted in the PWS.
