About this file
This document contains questions and answers related to a solicitation for Military Working Dog Training Obstacles at Cannon Air Force Base. The solicitation seeks to purchase a set of six distinct cast-in-place concrete obstacles, including a tunnel, catwalk, staircase, A-frame, window, and hurdle. The obstacles must meet specific dimensional requirements and include non-slip surfaces on the catwalk, staircase, and A-frame. The questions address construction methods, such as on-site fabrication versus pre-fabrication, as well as details on the desired design of the hurdle and catwalk. The answers indicate that on-site construction is permitted, and provide clarification on the preferred materials and specifications for the obstacles. The solicitation is being issued by the Department of the Air Force Special Operations Command.

Questions
| 1. | The tunnel depicted is cast concrete. To construct like in kind, will on site fabrication (Concrete Construction) be feasible/permitted? The tunnel will weigh approximately 8000#. Not impossible to pre-fabricate and ship but more difficult. Would it be permissible for the formwork utilized to create the void to be left in place? ie a 24" galvanized metal culvert pipe or smooth walled HDPE pipe? |
| 2. | The stairs. Are these Concrete? If yes, see question #1, Can we fab on site? Solid concrete Stairs will weigh approximately 28,000#. Much more difficult to handle. |
| 3. | On the Catwalk, what is the desired "Gap/Plank" distance? Are the Abutments concrete? |
| 4. | The Hurdle. Is this to be ground mounted? ie posts set in concrete? or do you prefer a surface mount on a skid similar to the window? |
| 5. | The Hurdle. Is it the intent to have the leaf be removable/interchangeable? Do you want multiple inserts for variable heights? |
| 6. | Could you please let us know if old obstacles are in place and expected to be removed? |
| 7. | Do you expect installation or only the delivery of the obstacles? |
Answers
1. There should be no issue with constructing the obstacles on site, luckily, we were able to get this project in before we start looking at laying turf and fixing up the yard itself. The only issue that I could see possibly coming up would be the size of the equipment, width wise that would need to be brought into the yard. We do have a vehicle gate that we can open on the side of the yard, but it is only 9 ft 6 in wide. Also, the smooth walled HDPE pipe would be perfect, not the 24" galvanized metal culvert pipe.
1. The stairs currently are not concrete they are welded steel, I requested them all be concrete due to making it easier for construction and the fact that all our obstacles should be able to be formed out of concrete, we will still need nonslip rubber like mats on them and the a-frame like in the pdf with the measurements I provided. They also can be made on site if equipment can fit into the yard.
1. The desired link of the “plank” would be the 13’ 3” it is now. I would need more clarification on what “Abutments” are?
1. The hurdle would just need be mounted in a way that it is not going to fall over or be moved, we don’t necessarily have a preference on how that is done as long as it is in place and safe.
1. I assume for this question we are talking about the “hurdle” that is the window obstacle. Unless there is a way to create the interchangeable/removable pieces out of concrete or another material that will not break/deteriorate, then we would just want it to be the current width/height it is now.
1. Yes, the old obstacles are in place and are expected to be removed.
1. Yes, we expect the new obstacles to be installed
