1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ). The Request for Quotation (RFQ) number FA485524Q0051 shall be used to reference any written quote provided under this RFQ.
3. This solicitation document and incorporated provisions and clauses are those in effect through:

4. This requirement is being set-aside for: 100% Small Business Set-Aside.
The North American Industry Size Classification System (NAICS) code associated with this requirement is 327390 which has a small business size standard of 500 employees.
Description:
Cannon AFB is requesting cast in place concrete obstacles for Millitary Working Dogs (MWD). There are 6 different obstacles that have to be utilized daily by K9 per DAFI 31-121. These obstacles are a tunnel, cat walk,stair case, A-frame, Window, and hurdle obstacle. The cat walk, stair case, and A-frame have to have rubber type mats or equivalent to ensure these obstacles have a non-slick surface for the MWD's. These obstacles are utilized for training and physical conditioning of the MWD's. Attached is the specifications needed for the obstacles the obstacles must meet the required specifications that have been attached.

All companies must be registered in the System for Award Management at https://www.sam.gov/portal/public/SAM/ to be considered for award. The Government will not provide contract financing for this acquisition. Invoice instruction shall be provided at time of award.
FAR Provision *52.212-2, Evaluation -- Commercial Items (Nov 2021), applies to this acquisition and the following evaluation is applicable:
(a) The Government will award a contract resulting from this RFQ to the responsible vendor whose quote conforming to the RFQ will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Technical: Quote must be rated as technically acceptable to be eligible for award. To be deemed technically acceptable, the following evaluation criteria must be met:
Meet the minimum salient characteristics provided in the attachments. Attach details on quote on separate document for technical evaluation.
2. Past Performance: Award will not be made to any offeror that has relevant negative past performance. SPRS (Supplier Performance Risk System) will be considered before award to evaluate delivery past performance.
3. Price: Award will be made to the lowest priced vendor meeting all other evaluation criteria.
(b) A vendor must be determined to be responsible by the Contracting Officer in order to be eligible for award. Responsibility is described in Federal Acquisition Regulation (FAR) Subpart 9.1, “Responsible

Prospective Contractors.” Part of the determination addresses financial capability. Please provide the names, addresses and points of contact for all financial institution organizations utilized to determine if contractor has adequate financial resources to perform the contract or the ability to obtain them to include written authority to contact the provided financial institution.
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful vendor within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
