Section B: Description of the Supplies/Services Required

27 SOCES has a requirement for (1) each 60 Ton air cooled scroll chiller for exact replacement for building 555. The Model Number for this Specific TRANE chiller is CGAM060B2**3EXD2A1A3A1AX*A1D2B4XXXAXXXB1A3A1D1XXLXX

Section C: Justification for Soliciting from a Single Source or Brand Name

The United States Air Force has enacted a Class J&A that covers all USAF HVAC chiller purchases effective through September 2024. Each base has been appointed a specific manufacturer IAW the "Base MFGR Selection List". Cannon AFB has been assigned to the manufacturer TRANE. The standardization of TRANE HVAC equipment across Cannon AFB mitigates additional costs in installation, maintenance and training.

Section D: Efforts to Obtain Competition

TRANE is a large business with multiple small business authorized distributors. After conducting market research, (3) small businesses that can provide TRANE HVAC equipment were surveyed. Due to these findings, this requirement will be competed as a total small business set aside for the brand name TRANE. See Justification and Approval by AFICC.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Due to the USAF enacted Class J&A that is applicable until September 2024, HVAC equipment will not be made available for brand name or equal opportunities. See Justification and Approval by AFICC.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
