About this file
This document is an Amendment containing Questions and Answers related to a federal contract opportunity for a Licensed Clinical Social Worker (LCSW) at Cannon Air Force Base.
The key details are: This is a new requirement, not an incumbent contract. Telehealth services are not allowed, and the LCSW must be physically present at the place of performance. The evaluation criteria will be based on the qualifications and requirements outlined in Sections 1.2 and 1.3 of the Performance Work Statement (PWS). Pricing will be evaluated, with the two lowest priced quotes assessed for technical acceptability, and award made to the responsible vendor with the lowest evaluated price among technically acceptable quotes. There are no page count limitations, and the contract is for personal services. The LCSW can meet the medical malpractice insurance requirement through their own individual professional liability insurance coverage.

Cannon AFB 43IS LCSW Questions – As of 08 Apr 24
1) Is this a brand new contract OR if there is (was) an incumbent performing these services?
- This is a new requirement
2) Are we able to provide telehealth services?
- No; the requirement needs to be physically at the place of performance as outlined in PWS 4.4 / 4.5
3) Is there an incumbent contractor? If so, what is the incumbent contract number?
- This is a new requirement
4) Is there an incumbent employee, military or civilian, currently providing the requested services?
- This is a new requirement.
5) Can you provide evaluation criteria for technical acceptance as the RFQ does not provide this information?
- Section 1.2 and 1.3 of the PWS will be used and evaluated when receiving proposals.
Specific requirements are listed in 1.2 in the attached PWS, and Qualifications are listed in section 1.3.
6) Based on the remote location and security clearance requirements, we expect the market rates to be higher than average. Will the government review all proposals for technical acceptance and government advantage prior to price determination?
- Quotes initially will be ranked from lowest to highest based on total cost. The Government will then evaluate the two lowest priced quotes for Technical Acceptability. The Government reserves the right to evaluate additional quotes for technical acceptability if deemed to be in the best interest of the Government. If additional quotes are evaluated for technical acceptability, they will be evaluated in the order of total cost. Award will be made to the responsible vendor whose quote is the lowest evaluated price among technically acceptable quotes.
7) Are there any requirements or limitations to the quote, such as separate volumes for price and technical, or page count?
- No limitations to page count. Pricing structure must follow the structure provided in initial combo.
8) Can you please confirm if this is a Personal or Non-personal Services contract?
- Personal Services
9) As stipulated on page 24, item 6 of the PWS, Medical Malpractice Insurance: Contractor shall be responsible for their own insurance and liability of any type.
a. Does the term "Contractor" refer to the FTE or the awarded vendor?
- Both, it can be interchangeable.
b. Will the LCSW (FTE) that holds their own individual professional liability insurance meet the contract requirements?
- Yes
