REQUEST FOR ENVIRONMENTAL IMPACT ANALYSIS Report Control Symbol (RCS):

16-0061

INSTRUCTIONS: Section I to be completed by Proponent; Sections II and III to be completed by Environmental Planning Function. Continue on separate sheets as necessary. Reference appropriate item number(s).

SECTION I - PROPONENT INFORMATION

1. TO (Environmental Planning Function)

27 SOCES/CEIE

2. FROM (Proponent organization and functional address symbol) Air Force - 27 SOCES/CEN

2a. TELEPHONE NO.

575-904-4407

3. TITLE OF PROPOSED ACTION

Repair Doors, Sprinklers, Tile, Briefing Room, B190

4. PURPOSE AND NEED FOR ACTION (Identify decision to be made and need date)

1. What do you intend to accomplish and why is the action necessary?

- Renovate Building 190 per user's request and Wing approved project priority list.

- Renovation includes fixing deficient sprinkler heads to meet National Fire Prevention Association (NFPA) 101 Life Safety Code, install smoke detectors, replace broken floor tiles throughout the building, replace worn carpet throughout the building, increase conference room size from 100 SF to 156 SF, replace some fluorescent lights, and repair broken magnetic closing system for fire doors.

- This building is currently the squadron operations building for the 318th Special Operations Squadron (SOS), who fly the U-28 airframe. The building and the equipment housed within are instrumental in supporting the flight operations.

2. What is currently being done to meet the need?

This building has been assigned a Fire Safety Deficiency (FSD) code III by Fire Safety qualified personnel due to the sprinklers being recessed too far into the ceiling.

3. Provide any additional details related to the Purpose and Need for Action.

In the case of a fire, the water flow from the sprinklers would be hampered because they are recessed too far into the ceiling, which would cause some of the water flow to be blocked. Additionally, without functioning magnets, the fire doors will not close when the fire alarm is triggered and will not serve their purpose of preventing the spreading of a fire. The lack of a functioning automatic door closing mechanism causes the building to not be up to fire code. Assigned FSD III. Ref: NFPA 101, para 7.2.1.8.2.

Need Date: 10/14/2021

5. DESCRIPTION OF PROPOSED ACTION AND ALTERNATIVES (DOPAA) (Provide sufficient details for evaluation of the total action.)

1. What other alternatives have been considered (to include the no action alternative)?

1) Construct a new building

2) Move the user to a new building

2. What alternatives were eliminated from consideration and why?

1) Reconstruction of the entire building far exceeds the cost of renovating.

2) Re-locating the users to another building is not possible due to the limited available space on Cannon AFB.

3. Please provide a description of the construction action and timing when it will occur.

Construction work is projected to take place next calendar year, 2022.

4. Describe the project location. Attach map(s)/diagram(s) – make sure to include an overview map of where your requested project area is on the installation.

Map is attached.

5. Describe additional project requirements: 1) Construction and site preparation requirements (include approx. area of ground to be disturbed); 2) Does the project require a laydown yard or storage area? If so, describe the location and groundwork required.

One of the previously established and authorized laydown yards on the installation will be used for this project.

6. Describe additional project requirements: 3) Will soil boring/sampling/potholing occur during a design phase? If so, a separate dig permit will be required; 4) Detailed operational activities; 5) Equipment/material lists.

There will be no soil borings or digging associated with this project.

7. Provide any additional details related to the Description of the Proposed Action and Alternatives.
