QUESTIONS AND ANSWERS
Solication# FA485521R0010
1) Can you provide clarification on the clearance required for the contract employee? In the Addendum it states a Secret Clearance is required, however in the PWS on 2.3.5 a Top Secret Clearance is required, on 8.1 a NACI Tier 1 Clearance is required, and on 8.3.1 a Top Secret (TS/SCI) Clearance is required. In our experience, all of our Behavioral Health employees have all required a NACI Tier 1 Clearance.
Response: For the purpose of providing previous contract information, offerors may provide information from previous contracts that filled a behavioral health position with at least a Secret Clearance. However, for the resulting contract of this solicitation, the required security clearance is TOP SECRET.
2) In the PWS 2.2.11 it states the Contractor shall assume all travel costs.
a) In our experience this has always been a travel CLIN that only gets billed for actual costs, can you please clarify you will not be adding a separate travel CLIN?
b) If you are not adding a travel CLIN, can you provide history for travel? The PWS only states a total of 9 days in the US but does not state where. In order to accurately build our pricing, we would like to know the travel locations.
Response: Travel requirement removed from the scope of work. The PWS has been updated under Rev. 1.
3) In our experience, we have not had to have a TS Facility Clearance. Can you please clarify that this is a requirement?
Response: Facility Clearance, equivalent to the highest level of classified information to which contractor employees will have access to, is required to perform on contracts that involve access to classified information. The clinical psychologist required by this solicitation requires a Top Secret Clearance, therefore, a Top Secret Facility Clearance is required.
4) Which labor class code do you anticipate this position to fall under, as there is not a labor class code for a clinical psychologist?
Response: Pursuant to the Department of Labor determination, no labor class code exists for a clinical psychologist. Therefore, in accordance with Title 29 C.F.R. Part 4, Section 4.6(d), the contractor is required to pay no less than the Federal minimum wage.
