1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, transportation, equipment, tools, materials, supervision and other items and services necessary to perform Microwave Systems Support Services for Cannon Air Force Base (CAFB), Chavez Manor (CM), and Melrose Air Force Range (MAFR), New Mexico in accordance with (IAW) all applicable federal, state and local laws and regulations. CAFB, CM and MAFR will hereinafter be referred to collectively as CAFB. The contractor shall provide maintenance system support to include servicing, troubleshooting, technical services, repairing, replacement parts installation, and equipment and systems restoration services to provide continuous and reliable operation of the Microwave Infrastructure at Cannon Air Force Base (CAFB), Chavez Manor (CM), and Melrose Air Force Range (MAFR), New Mexico (NM). Further references to CAFB in this PWS will automatically be inclusive of CAFB, CM, and MAFR. The contractor shall perform all services IAW the Federal Communication Commission (FCC) and Original Equipment Manufacturers (OEM) specifications.
1.2. General Requirements. The contractor shall provide preventative maintenance and inspection (PMI) services on each microwave system employed at CAFB as identified in Appendix A. The contractor shall submit a PMI Schedule, to the Contracting Officer (CO), within 15 calendar days after contract award for the year (12 months) for approval acceptance and within 15 calendar days of exercised options. Any changes to the PMI Schedule throughout the Period of Performance will require coordination with the Contracting Officer Representative (COR) and acceptance by the CO. PMI services shall include, but are not limited to: troubleshooting, technical services, reconfiguring infrastructure equipment as needed, reprogramming microwave systems and support equipment as needed, antenna alignment checks, signal strength checks, cleaning (dust, dirt, etc.), general system diagnostics, grounding checks, and any other items identified in OEM specifications. Additionally, the contractor shall provide a contact number for 24 hour remote troubleshooting support, to be included as part of the PMI service should a microwave system become nonoperational between PMI’s. See paragraph 1.2.2.2. “Response Time”. The COR or CO will coordinate with the contractor to determine if the problem is not able to be fixed through remote troubleshooting and the contractor needs to arrive on site to fix the nonoperational microwave system in accordance with paragraph 1.2.3.
1.2.1. The contractor shall make recommendations to the COR or CO for upgrading components or to increase efficiency of the systems, as needed. The contractor must maintain the equipment with current technology in regards to design, development of systems or advanced equipment similar to those implemented and discuss recommended updates, changes or strategies with the COR or CO. The contractor shall provide information regarding technology advancement to the COR and CO. Any recommendations that may incur costs shall be routed through the COR and CO for evaluation in accordance with paragraph 1.2.1.1.
1.2.1.1. The contractor shall, at no additional cost to the government, supply incidental and consumable parts such as nuts, bolts, connectors, etc. as needed. The contractor shall bear the cost of needed incidental and consumable small parts, up to $10.00 each part, as required. Any needed replacement parts with a material cost, including any applicable sales tax and/or shipping, in excess of $10.00, shall be identified in writing to the COR and CO for approval along with three (3) competitive quotes with an estimated delivery for each part. All maintenance work shall have a 30-calendar day material, parts and Workmanship, warranty, unless a manufacturer’s parts warranty is greater than 30 days, then the greater warranty shall prevail. Parts in excess of $10.00 shall be invoiced under CLIN X004 along with supporting supplier invoice documents.
1.2.2. The contractor shall identify and correct problems/faults on microwave systems components. If a hardware component problem/fault is discovered during a PMI, the contractor shall immediately notify the COR or CO to determine if the problem/fault will be corrected during the current PMI, the next PMI, or as an emergent maintenance/repair. If the COR or CO determines the problem/fault to be emergent, refer to paragraph 1.2.3. for procedures.
1.2.2.1. Restoral Time. The contractor has seven (7) calendar days to restore a non-operational piece of equipment to an operational status once notified by the COR or CO. Should parts need to be ordered or equipment sent to the manufacturer for repair, the restoral time may be placed on hold until parts are received or equipment is returned from manufacturer as mutually agreed upon between the contractor and either the COR or CO.
1.2.3. Emergent Maintenance/Repairs. The contractor shall provide emergent maintenance/repairs services for any microwave system covered under this contract, when notified by the CO. The contractor shall restore the system(s) to operational in accordance with paragraph 1.2.2.1. The contractor shall be reimbursed per diem, for no more than two (2) persons, as determined by the Joint Travel Regulation (JTR).
Per Diem shall be invoiced under contract line item number (CLIN) X003. Emergent maintenance/repairs shall be invoiced under CLIN X002.
1.2.3.1. Response Time. Should an outage occur outside the normal PMI schedule the COR or CO will contact the contractor’s 24 hour remote troubleshooting support number. (See paragraph 1.2.) The contractor shall respond back to the COR or CO, within one (1) hour of the initial notification call.
1.3. REPORTS.
1.3.1. Standard Service Report. The contractor shall provide a monthly services report on all microwave systems to the Government via email, and as an attachment to the Wide Area Workflow (WAWF) invoice for the month services were rendered. The format may be in a format as determined by the contractor and address all systems identified in the PWS. The report shall, at a minimum, include the contract number, the name(s) of the employee(s) who performed the PMI service, servicing time stamps, what systems/components were serviced with their respective building numbers, all problems/faults found, and a respective PMI checklist for each system.
1.3.2. Emergent Maintenance/Repairs Service Reports. The contractor shall provide a monthly service report for all emergent services; this report can be included as part of the Standard Service Report or as a stand-alone report. This report shall be sent to the Government via email and shall be attached to the WAWF invoice for the month such services were rendered. The format may be in a format as determined by the contractor, and address all systems identified in the PWS. The report must, at a minimum, include the contract number, the name(s) of the employee(s) who performed the service, what systems/components were serviced with their respective building numbers, all problems/faults found, fully-burdened labor hours worked (annotate overtime hours), system component replacement costs (if applicable), equipment rental costs incurred (if applicable), and per diem incurred as a result of any emergent services rendered. Any materials purchased shall be IAW paragraph 1.2.1.1.
2. SERVICE SUMMARY (SS). The contract service requirements are summarized in Performance Objectives that relate directly to essential mission needs. The Performance Threshold briefly describes the minimally acceptable levels of service for each requirement. The SS provides information on contract requirements, the expected level of contractor’s performance and the expected method of Government validation and confirmation of services provided.

3. GOVERNMENT UTILITIES.
3.1. Utilities. The Government will allow the use of electricity and potable water (as necessary) for accomplishment of service IAW with this PWS.
4. GENERAL INFORMATION
4.1. Personnel. Contractor personnel shall present a neat appearance, wear distinctive clothing bearing the name of the company, and be easily recognized as contractor employees. Employees must be clearly able to read, write, speak and understand English.
4.1.1. Contractor Personnel. The contractor shall obtain all required identification data and/ or documents for themselves and their personnel to be permitted access to CAFB. Contractor shall provide a complete list of all personnel that will require access to CAFB in performance of this contract. Contractor must notify the CO of any changes to this list at least 48 hours before personnel arrive at CAFB for performance of work under this contract. Contractor personnel shall not enter any restricted areas without prior approval of the COR or CO and obtaining the proper security escort.
4.2. Point of Contact. The contractor shall provide a point of contact that will be responsible for performance of the work. The name of the contract manager and an alternate(s) shall be designated in writing to the CO, no later than 15 calendar days after contract award.
4.3. Quality Control. The contractor shall develop and maintain a Quality Control Plan (QCP) to ensure PMI services are performed in accordance with the terms of this contract and commonly accepted commercial practices. The contractor shall develop and implement procedures to track, identify, prevent, remedy and ensure non-recurrent of defective services. After contract award, the contractor’s QCP shall be submitted to the CO within ten (10) business days for approval.
4.3.1. Quality Assurance. The COR/CO will evaluate the contractor’s performance using periodic on-site inspections, using the contractor’s QCP and the SS; or at the COR/CO’s discretion, inspect each task to ensure conformance and acceptance prior to payment.
4.3.2. Re-Performance of Service. When service performed does not conform to contract requirements, the contractor shall re-perform at no additional cost to the Government. Performance or re-performance of these services shall be performed IAW SS above.
4.4. Progress Meetings. The contractor may be required to meet at least monthly, during scheduled PMI, with the CO and the COR at the beginning of the contract. Subsequent meetings will be on an as needed basis. However, the contractor may request a meeting through the CO, at any time.
4.5. Work Hours. Work hours are 7:30 a.m. to 4:30 p.m. (MST/MDT), Monday through Friday, with the exception of U.S. Federal Holidays, emergency services, and 24-hour remote support services. The contractor will be notified by the COR or CO seven (7) calendar days in advance if work is to be conducted outside of the normal work hours. Should the contractor find they need to work outside the normal work hours once they have started performing their scheduled PMI, they will contact the COR or CO immediately so arrangements can be made. Additionally, if the contractor knows they will need to work outside normal work hours prior to arriving to CAFB a request must be submitted to the COR or CO a minimum of seven
(7) calendar days prior to the requested day.
4.5.1. Federal Holidays.

4.6. Security Forces, Fire Protection and Medical Services.
4.6.1. On CAFB: Contact the appropriate agency in case of emergency by dialing 911 from a base telephone. If dialing 911 from a cell phone, the call may be automatically routed to an off-base agency, such as the city of Clovis or Portales, NM. Be clear about whom you are communicating with and what your situation requires.
4.6.2. MAFR Access Requirements. In order for the contractor or subcontractor(s) to perform work on MAFR at least one (1) individual is required to attend a mandatory Range Safety Officer (RSO) Training as that individual must be present with any crew working on MAFR. The Government will provide the required RSO training for access to MAFR. In order to gain access to MAFR, two (2) weeks prior to the scheduled PMI, a reminder call to the COR will be made so the COR can obtain a “Mission Number” for de-confliction at the weekly MAFR meeting. Without a “Mission Number” access to MAFR will not be authorized. The contractor will obtain the Mission Number from the COR prior to arrival at MAFR. If a change to the PMI Schedule is needed the contractor shall notify the COR or CO immediately but no less than two (2) business days notification to ensure MAFR access or ensure an escort is available for MAFR access.
4.6.3. Security Reporting Requirements. Contractor personnel shall report to Security Forces any information or circumstances which they become or are aware of that may pose a threat to the security of Department of Defense (DoD) personnel, contractor personnel, resources, classified or unclassified defense information, and facilities.
4.6.4. Medical Care. The CAFB Medical Clinic will respond in the event of an emergency (life or limb) during normal hours of operation, and will transport contractor employee(s), if necessary, to one (1) of the local hospitals. The contractor shall reimburse the government for these services.
4.6.5. Physical Security. The contractor shall safeguard all government property. Approved work outside normal work hours shall be coordinated with the COR to ensure the facility is secure once the contractor has completed their work.
4.7. Base Access.
4.7.1. Passes. The contractor shall provide the name of two (2) individuals who will be responsible for employees while performing on CAFB. These individuals will be required to attend sponsor training provided by Security Forces Personnel. Once these individuals have completed sponsor training, they will be responsible for obtaining worker passes for other employees under this contract.
4.7.2. Employee List. The contractor shall maintain a current listing of employees who will be working under this contract for each Period of Performance (PoP). A copy of the initial listing shall be provided to the CO at the pre-performance conference. When there is a change in personnel working under this contract an updated list shall be provided to both the COR and CO within five (5) calendar days of the change. The contractor shall retrieve all identification media from employees who depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.), and upon completion of the contract. The contractor shall turn in all retrieved identification media to Security Forces.
4.8. Vehicles. The contractor shall provide and maintain all vehicles necessary to perform the requirements of this contract. Contractor vehicles shall have the company name prominently displayed on both sides of the vehicles. Vehicles shall be clean and always have a neat, professional appearance. All vehicles shall be in operable condition. Vehicle repairs, other than emergency repairs, shall not be accomplished on CAFB. Equipment failure shall not alleviate the contractor from performing any requirement contained in this contract. The contractor will be responsible for providing all heavy equipment (e.g., bucket trucks, lifts) for PMIs, maintenance, and repair of CAFB microwave systems.
4.8.1. Only qualified operators shall be permitted to operate the vehicles or equipment required by the PWS. Vehicles/equipment operators shall possess a valid driver’s license.
4.8.2. Traffic Laws. Contractor employees shall comply with all base traffic regulations. The contractor is not permitted to use cell phones on CAFB while operating a moving vehicle, unless the devise is used hands-free.
4.9. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicles or privately-owned vehicle while on CAFB.
4.10. Environmental Management System (EMS). All contractor personnel shall complete EMS Awareness training prior to commencement of any activities. Training is available through the learning management system called The Environmental Awareness Course Hub (TEACH) at https://usaf.learningbuilder.com/account/login/?ReturnUrl-%2f. The contractor shall submit the Awareness Training Certificates of Completion to the CO prior to any on-base performance under this contract. Use of Microsoft Edge, Google Chrome or Mozilla Firefox is required to print certificates.
4.11. Green Procurement Program (GPP). In performance of this contract, the contractor shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives Policy (SNAP), non- or Low toxic or hazardous constituents (e.g. non- VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
4.12. Hazardous Materials Handling. The contractor shall comply with all federal, state and local regulations (including Cannon Air Force Base & Melrose Air Force Range Civilian Contractor Environmental Guide) concerning the use, storage, and reporting of Hazardous Materials (HM). IAW AFI 32-7086, Hazardous Materials Management, the contractor shall provide the following information to the CO for all HM to be used:
(1) Product
(2) Safety Data Sheet (SDS)
(3) Estimate of quantity to be used
(4) Maximum quantity to be stored
(5) Storage location
4.12.1. The above information must be submitted to the CO on a Cannon AFB & Melrose AFR Contractor Hazmat Worksheet and Cannon AFB and Melrose AFR Contractor HM Usage Worksheet. The contractor may not bring a HM onto CAFB, nor use a HM, until the contractor receives all required authorizations. This HM information shall be submitted 30 calendar days prior to the HM being brought onto CAFB. The contractor shall submit monthly reports thereafter, by the fifth business day after the completed month, to the CO that contains actual usage information. The Government may determine after review of the initial report that follow-on reports are not necessary. For definition of HM, the contractor shall refer to FED-STD- 313D HM includes pesticides and cleaning supplies. The contractor shall not use EPA-prohibited chemicals and shall be encouraged to not use products which result in the generation of hazardous waste, air or water pollution. Class I Ozone Depleting Substances shall not be used for any requirement of this contract. The contractor shall maintain a copy of current SDSs readily available to employees for HM in use or being stored. The contractor shall be OSHA compliant.
4.12.2. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws/regulations come into effect. The contractor shall notify the CO at earliest knowledge of the law/regulation change.

4.13. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302, Designation, Reportable Quantities, and Notification into the environment, the contractor or its agent shall immediately report the incident to CAFB Fire Dept. at 911 if on CAFB or to the Range Control Officer (RCO) if on MAFR. The liability for the spill or release of such substances rests solely with the contractor and its agent.
4.14. Contractor Manpower Reporting Requirements. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Air Force via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil . Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year.
