QUESTIONS AND ANSWERS -- Solicitation Number FA4855-19-R-A016
ADDITIONAL QUESTIONS AND ANSWERS:
1. QUESTION: We need to have a safety training for our Techs to work on base? Correct? How long is this training?
ANSWER: If you are referring to the RSO training, it will be 4 hours if it is an initial training.
2. QUESTION: Do we need to schedule the RSO training? Does every technician need the RSO training?
ANSWER: The customer should schedule the RSO training while coordinating it with the contractor so a special trip is not required. No, not every technician needs the RSO training.
However, when anyone performs work out on MAFR at least one individual present must be a trained RSO.
SITE VISIT QUESTIONS AND ANSWERS:
1. QUESTION: Will any of the sites require special access to work on the structure the microwave dish is mounted on? i.e crane or boom truck.
ANSWER: Yes, some locations will require a boom truck to access the microwave dish.
2. QUESTIONS: Is there a current stock of OEM parts for the various systems for preventive maintenance and repair? i.e. IDU, ODU, or dish components.
ANSWER: No.
3. QUESTION: Will any of the systems needing service be in a RED (unencrypted) facility requiring special clearance, or is all access on the Black (encrypted) side?
ANSWER: No, however there are restricted areas that will require an escort.
4. QUESTION: Is there going to be an available map to identify which hops are connected together?
ANSWER: Yes.
5. QUESTION: Being a twelve-month project, is the anticipated schedule strictly monthly preventative maintenance plus outage restoral or will upgrades and new installs be included?
ANSWER: Plus upgrades/installs.
6. QUESTION: Will multiple escorts be provided when simultaneously working both ends of the hop for path alignment?
ANSWER: Yes.
7. QUESTION: Are the original installation documents and current configuration data available for comparison when performing maintenance?
ANSWER: For the original installations no and we only have the current configuration data for the Nokia system.
8. QUESTION: Are the current components of the systems under any type of manufacturer warranty and is there technical support available from the manufacturer?
ANSWER: No, but a process currently exists to get refurbished 600’s.
9. QUESTION: Are the facilities in which the equipment is housed permanently manned?
ANSWER: No.
10. QUESTION: What is the current turn around for parts for outage replacement?
ANSWER: Current turn around ranges from 1-2 weeks.
11. QUESTION: Will delays in delivery justify the additional days needed during the PM and repair visits?
ANSWER: Yes.
12. QUESTION: Will the antenna at the guard shack be repaired before new contract starts?
ANSWER: Yes.

Amendment 1 – QUESTION AND ANSWER:
1. Question: Is there going to be a site visit held?
Answer: Yes, there will be a site visit as follows:
A site visit will be held on 12 September 2019 at 8:00 a.m. MDT The meeting location will be the visitor center at Cannon AFB, NM.
Contractors shall e-mail Ms. Patricia Thatcher at patricia.thatcher@us.af.mil no later than 11:00 a.m. MDT on 9 September 2019 providing the following information to attend the site visit:
- Solicitation number in the Subject Line
- Company Name
- Number of people attending (no more than 2 per company)
- Each person’s name and phone number
- Questions for the site visit (if any) If you have access to the installation you are still required to send an e-mail to
Ms. Thatcher of your attendance to the site visit with the above information and no more than 2 in attendance.
Questions can be directed to Ms. Thatcher via e-mail.
