Safety Requirements and Procedures

0. Coordination of Work: The Contractor shall coordinate daily with the CO, CE Construction Manager (CM) and AM, and will notify the CO and AM of proposed location of work and time of operation.

Restrictions: No Contractor vehicles, equipment or personnel shall be on or cross any active runway.

Regular Operations: Contractor will be furnished a two-way radio by AM in order to maintain contact with the control ATC and AMOPS. Use of the radio for any other purpose will be strictly prohibited. The radio will be returned to military custody at the end of each workday and picked up when operation requiring its use begins again.

Emergencies: There may be periods of time when the Contractor, due to declared aircraft emergencies, will be required to vacate the work site and move his personnel (and equipment as directed by AMOPS or ATC) out of the area. Such removals, when ordered, will be given on short notice and expeditious action will be required. Whenever the Contractor is required to clear the airfield, the Contractor (accompanied by the Government construction representative) will make an inspection sweep of the entire construction area to ensure all tools, equipment, and personnel have been removed from the taxiway.

Personnel Safety Precautions: Aircraft operation on the runways, taxiways and aprons make the area of construction a zone of high-level noise. The Contractor is advised to take all necessary precautions, such as the use of earplugs or muffs, to prevent injury to the auditory systems of all personnel working in the area.

Special Safety Requirements during Construction on Airfield:

Engine Blast: A distance behind aircraft sufficient to dissipate engine blast effects on personnel, equipment, facilities, and other aircraft must be maintained. At a minimum maintain a distance behind aircraft sufficient to dissipate engine blast to 56 kilometers per hour (35 mph) and temperatures to a maximum of 38 degrees Celsius (100 degrees Fahrenheit), or ambient, whichever is more, or provide jet blast protection with a deflector.

Marking and Lighting: Closed taxiways or taxi lanes on aprons must be marked or barricaded and normal lighting circuits disabled by the contractor. Temporary obstructions, such as cranes, must be marked and lighted in accordance with FAA AC 70/7460-1. All hazardous areas/project sites on the airfield must be delineated with low profile lighted barricades on all exposed (visible or accessible) sides.

Excavation and Trenches: The contractor shall provide low profile lighted barricades to delimit construction area in accordance with ETL 04-2 para 9.1.4 and 9.2.

Stockpiled Materials: The contractor shall only have material stocked within the work area in an amount to be utilized during each workday. Excavated materials exceeding 3 feet in height should be removed within 24 hours when within airfield areas.

Maximum Equipment Height: Equipment heights will be limited to 14 feet. If the use of equipment exceeding 14 feet is required, the contractor shall notify OSAA at least 14 days prior. FAA Form 7460-1, Notice of Proposed Construction, shall be submitted by the contractor when equipment is expected to penetrate any of the imaginary surfaces and as required by Title 14 of the Code of Federal Regulations, Part 77.

FOD Checkpoints: The contractor shall obey all FOD check points on airfield and perform FOD checks at the Barricade locations.

Contractor shall comply with EM 385-1-1, Section 32 while working on the airfield.

Foreign Object Damage (FOD) The Contractor shall keep all paved surfaces (within the work site or where traveled upon) clean at all times. Specifically, area should be free from tools, small stones, and any accumulation of dirt and mud (loose or compact) that could damage aircraft propellers or jet engines.

1. The contractor shall provide barriers as needed to prevent FOD from entering the flight line during the life of the contract.

1. Areas affected by construction within the ramp areas, or areas adjacent to the ramp where vegetation has been removed due to construction activities, will require periodic watering, or other acceptable means, to limit excessive blowing of dirt/dust within the ramp area.

1. The taxiways shall be accessible to aircraft except when closed as noted in this phasing plan.
