STATEMENT OF WORK
For
CONSTRUCTION SERVICES
UPGRADE ELECTRICAL COMPONENTS,
PORTALES SUBSTATION ENCLOSURE

1.0 GENERAL INFORMATION
1.1. PURPOSE: The purpose of this Statement of Work (SOW) is to notify approved Construction agents of a potential project at Cannon Air Force Base (CAFB) requiring construction. This SOW is not intended as an exhaustive description of the scope of work. Instead, it generally describes Air Force requirements and objectives for the documentation and construction of the project. The detailed requirements for this project can be found in the attached documents:

1.2. PROJECT LOCATION: CAFB is located in Curry County, approximately six miles west of Clovis, NM. The
Portales Substation is located on South Aderholt Loop, just east of the South Gate entrance.
1.3. PROJECT DURATION: This work is to be completed in 120 days or less. The contractor will be required to phase the construction at the Portales Sub-Station to coincide with the mission capabilities and requirements of CAFB as follows:
a. Allow a min of 60 days for RF frequency approval with new SCADA system
b. Phasing for Electrical upgrades to the switchgear and programming at the Portales Substation shall be incorporated at the end of construction, last 60 days of POP to allow for the CAFB’s Main
Substation near building 600 to become operational prior to a power outage request. The anticipated
BOD for the Main Substation is estimated as 16 Aug 2016. Submittals for the switchgear upgrades and long lead items may be provided after NTP.
1.4. DESCRIPTION OF THE WORK: The Work consists of complete construction services necessary to complete the contained Drawings and Specifications with the work summarized below:
a. Existing Site Description. All work to be done before power outage but not limited to providing
Portales Substation Switch Gear Enclosure shelter with new, HVAC, insulation and seals to prevent dust infiltration, including the bays where wiring connects to the back of units. Provide lighting, and maintenance receptacles as follows:
1. Provide compression gaskets on all doors to prevent dust infiltration.
2. Provide louver covers on all vents to reduce dust infiltration.
3. Provide washable, reusable filters for all vents.
4. Provide maintenance receptacles per specification and drawings.
5. Provide T-5, 30 foot candle work lights with 24hour wall switch.
6. Install thermo seals per specifications on enclosure joints, gaps to prevent infiltration.
7. Caulk as through-out to prevent dust infiltration.
8. Provide spray or rigid foam insulation - walls min R-19 and ceiling to R-30
9. Existing deck voids with foam/neoprene will need to be replaced and installed with alterations as required to avoid wind blown those out and leaving substantial voids.
10. Provide HVAC and Electrical Connections to condition and pressurize enclosure
11. Attached sheets 00A-01,00M-01,00E-01, 00E-05 and applicable specification sections.
12. Upgrade Switchgear components to be compatible with upgraded changes in Main Substation to include linkage to Sel-3530 RTAC SCADA Communications Processor via Sel-3031 radios (2 ea.)
Encrypted to link substation SCADA in Main Substation via a new receiver. Contractor shall provide Frequency ranges for radios and CAFB will determine the set programmed frequency for the radios to operate. (The process for receiving an approved frequency requires a long lead time and required the contractor to submit the product data for the radios as soon as available.)
13. Radio antenna shall be mounted on tapered steel poles per base standards and designed to 115 mph gust winds. Install Radio antenna mounted on round tapered steel poles per base standards and footings designed to 115 mph gust winds per UFC 3-301-01.
b. Existing Site Description-phasing after Main substation is completed and power outage for Portales
Switchgear upgrades:
1. Coordinate with XCEL energy for Services to provide providing arc-fault Protection relay outputs, wiring and conduits for primary bus and transformer.
2. Upgrade Portales Substation Protection Relays by providing arc-fault and overcurrent protection, and Power Quality Meters.
3. Sheets 00E-03, 00E-04 and applicable specifications.
c. Proposed Site Construction:
1. Construction in accordance with the Attached documents described in Paragraph 1.1.
2. Contractor shall provide barricades around areas of construction and staging in accordance with requirements on specifications and EM 385-1-1 requirements for this location.
3. Prior to completion of the project, provide a 1354 with as much detail as possible. A template of the 1354 will be provided at the Pre-Construction Conference. This document will assist the government in capturing all Real Property items into our base inventory.
LEGAL COMPLIANCE: All construction must be in compliance with all public laws and the Code of Federal
Regulations and attachments as indicated in paragraph 1.1.
2.0 CONSTRUCTION REQUIREMENTS
2.1 CONSTRUCTION SCHEDULE: 7 days prior to start of work, provide a legible project schedule in printed and PDF format 3064 and a Gantt chart for construction including dates of anticipated site visits, team meetings and other milestone dates in accordance with Specifications.
2.2 DAILY WORK SCHEDULE: Workdays shall be from 0700 to 1630, Monday to Friday. No weekend work allowed unless approved by the PM and CO. The Contractor shall provide written notification to the
Contracting Officer (CO) fourteen (14) calendar days lead time for work schedule changes.
2.5 USE OF PREMISES: During the contract, areas will be closed to vehicle parking and vehicular traffic for construction. Coordinate and cooperate with building user’s and other Contractors scheduling and/or phasing operations to minimize conflicts.
3.0 DELIVERABLES
3.1 PROJECT UPDATES: Weekly project updates will be emailed from the contractor project manager to the
Government Project Manager and Contracting (CA/CO). This email will consist of the work that was completed that week and a one week look ahead as well as any impact on the completion date of the project.
3.2 ELECTRONIC DRAWINGS: Upon completion of the documents for construction and where the construction differed from attached drawings, the Contractor shall provide electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *pc3 or similar files needed to properly set line weights for printing. All drawing files shall be in a single folder or in a folder structure that will enable external referencing. Drawing files shall be organized in accordance with the DoD A/E/C CAD Standard (ERDC/ITL
TR-12-5) available in PDF format on many federal websites. The DOD standard is closely based on the
National CAD Standard. In addition, the DBE shall deliver to the PM in as reproducible electronic drawings in PDF format.
3.3 AS-BUILTS: Upon completion of construction, the DBE shall deliver to the Air Force all electronic drawing files and specifications revised to reflect as-built conditions as reported by the contractor where the work dis not reflect the actual drawings and specifications provided. Deliver electronic drawing files in a format compatible with AutoCAD 2010 including all external references required to view and print the drawing files properly. Include all necessary *pc3 or similar files needed to properly set line weights for printing. All drawing files must be in a single folder or in a folder structure that will enable external referencing. Files shall be delivered on disk and in a single folder. In addition, the Contractor is required to execute DD Form 1354
Checklist and submit to Contracting Officer before final payment is issued. See Attachment 8 - As-built
Submittal Guidelines.
3.4 OPERATION AND MAINTENANCE MANUALS: Provide O&M Manuals including all warranties, vendor contacts, relevant product data including proper maintenance and operation, and pertinent shop drawings describing all installed materials, systems and equipment in the project. Manuals must be organized by CSI specification sections
3.5 GEOGRAPHIC INFORMATION SYSTEMS (GIS): All new facilities and utilities shall be located by the
Contractor in an electronic format that is compatible with the current base GIS software and includes descriptive information required by the Air Force. When the Contractor is unable to provide GIS information as described, the Contractor shall notify the PM so that other arrangements can be made. In such cases, the
Contractor shall assist Air Force agents or personnel in the generation of GIS information if requested by the
PM. Subject to change, the following are the basic requirements for GIS information to be delivered to the
Air Force on CD:
a. DATUM – WGS84
b. Coordinate System – UTM
c. Units – Meters
d. Data in attribute Table will be SDSFIE version 2.6 Compliant
e. Shapefile Geodatabase format
