DEPARTMENT OF THE AIR FORCE
27TH SPECIAL OPERATIONS COMMUNICATIONS SQUADRON (AFSOC)
CANNON AIR FORCE BASE NEW MEXICO
AIR COMMANDOS
MEMORANDUM FOR: AFSOC 27 SOCE 02 Apr 2010
FROM: 27SOCS/SCXP
SUBJECT: Communications Inputs to CZQZ090013, Repair B206 (CV-22 MRSP)
1. The requirements of the following reference documents will be used all communications work supporting this effort:
A. ETL 02-12, Unified Facilities criteria, B. UFC -3-580-01, C. AFSOCI 33-105, D. 27 SOW supplement to AFSOCI 33-105 (DRAFT)
E. AFSSI 7703.
2. 27 SOCS provides the following local guidance for subject project:
Communications Rooms:
- Based on the size and configuration of the facility, it requires one dedicated Communications Room servicing the facility. The room will require incandescent lighting and an access door opening out of the room, into a hallway.
- This Communications Room provides primary communications support to the facility. It requires HVAC to support the network equipment cooled to approximately 68 degree with its own controls system.
- Rooms will be secured with Schlage model KC-5196-2 King Cobra 2 electronic keyless lock with programming IAW reference D, para 2.4.1.1.
- Install cable management systems (Cable tray) from the primary communications room and renovated areas.
Communications Cabinets:
- Provide and install two (2) 19 inch, free standing, secure-type cabinets in the communications room IAW the reference documents C&D para 2.4. One communications cabinet will include fiber and copper termination patch panels to terminate all fiber and copper cables. The second will house all network equipment.
- Cabinet equipment location within the comm. room will be provided to the contractor once construction starts.
Unclassified Cabling:
- Install, terminate, label and test a 125 pair house cable from point of entry into the facility (Current Back Board) to the new communications room and terminate IAW the reference document C&D, para 2.9.
- Install, terminate, label and test one (1) 12 strand SMFO to the primary communications room from the current point of entry of the facility IAW ref documents.
- All Patch panels should be installed from the top down.

- Unclassified communications premise wiring shall be CAT 6 or higher and blue in color.
All wiring will be within the walls in conduit and it will exit into a communications raceway with in the hallways running to the communications room. Proper cable management will be used at all times.
- All premise wiring jacks will be the same color as the face plate and terminate in the project provided lockable cabinet onto RJ-45 Patch Panels. Proper cable management will be used at all times.
- One quad jack for every 6ft of wall space in a room, or if space prohibits, at least one quad jack per wall in room.
- Label all jacks and new cables using the provided labeling standard.
- Provide OTDR fiber test results for all fiber installed and test documentation for all copper cabling installed.
- Demo and Remove all old facility cables and termination terminals from the current demark locations and user end points for both Telephone (Current facility backboard) and Network (Current comm. cabinet)
- Demo and remove all old QWEST house cables thru out the facility
Classified Network:
- Classified network is required for this facility. Provide and install a Large GSA approved
Information Processing System (IPS) safe in the Communications Room and extend a protected distribution system to each administrative office user connection. Classified drops are required throughout the facility into all admin type locations. At a minimum, two locations (4 Drops) per standard size room (10 X 10) will be provided. Further detail will be provided once a design drawing is provided.
- All classified network drops will be 50/125 micron, orange-colored, Multi-Mode fiber optic cable. All fiber runs will be inside of a Protected Distribution System (PDS) conduit between the IPS safe and the end user locations, terminating in GSA approved lockboxes. All user connections will be terminated using Multi-Mode Fiber LC (Wall Data Jacks). Terminate the connections in the safe using fiber termination patch panels using 48 Port or larger LC panels as required to support the data jack numbers.
- Provide OTDR fiber test results for all fiber installed and test documentation for all copper cabling installed IAW reference documents C&D.
IPS Safe:
- The IPS safe will be equipped with fans, shelves and power, see below for required power. Provide two Cat 6 RJ-45 circuits terminated in a duplex outlet in the Hoffman box on the IPS safe. Details can be provided on the required safe.
PDS conduit:
- Install one 6”x6”x4” pull box at every tee and every 50 feet along the main conduit run.
- All PDS conduit runs will use approved metal conduit and will be run on the outside of the wall a minimum of one (1) inch from the wall and all obstructions. Each joint shall be sealed with gray epoxy and easily inspected. PDS conduit will be installed below the false ceiling at the highest available area on wall or suspend it to have at least 1” of separation from wall and ceiling to provide 360 degree visibility.
Grounding:
- Proper communication equipment grounding will be provided in the communications room and to each cabinet and safe using green or green-striped # 6 gage wire.
AIR COMMANDOS
Power:
- Power will be installed to the communications room. One 110VAC 20-Amp outlet, using
NEMA 5-20P connections, each on its own independent circuit will be installed on each wall within the comm. room
- Power must be installed for each project provided cabinet and into the safe.
o One 208VAC 30-Amp circuit using L6-30R twist lock connections, on its own independent circuit mounted on the top of each equipment cabinet.
o One dedicated110VAC 30-Amp circuit using L5-30R twist lock connections, on its own independent circuit mounted on the top of each equipment cabinet.
o One (1) dedicated 20-Amp circuit using NEMA 5-20P plug outlet mounted on the top of each equipment cabinet o For the classified safe; Power will be managed into the safe; provide a dedicated
20-Amp circuit using a duplex NEMA 5-20P hospital grade outlet inside of the safe.
- All new cabling will be installed to meet communications standards as identified in referenced documents.
- All LAN/Data system installations shall be tested for CAT-6 and FO cable performance per EIA or the latest approved version of the ANSI/TIA/EIA standards. Test results will be provided to the 27SOCS along with vector files for outside plant communication for inclusion into CVC comm. data and Civil Engineering Geobase files.
2. The above are all issues that must be considered during the programming/requirements identification of new MCPs and O&M renovation projects with the understanding that the 27 SOCS reserves the right to change or modify as mission dictates. Further coordination and in-depth communications engineering will be required as the project proceeds into the design phase.
