About this file
This document is a Contractor Questions and Answers record for a 72-passenger bus procurement. The government has provided clarifications on payment terms, technical specifications, and delivery requirements for a commercial bus to be delivered to Moody Air Force Base, Georgia.
Payment and Delivery Terms: Payment will be made only upon final inspection and acceptance at the delivery location, with no progress or milestone payments authorized. Following government acceptance, invoices submitted through designated systems (PIEE/WAWF or Invoice Processing Platform) will be paid within Net 30 days. The government does not offer financing accommodations, accelerated payment procedures, or permit assignment of payments to financing institutions under the Assignment of Claims Act. The required delivery period of performance is approximately 6 months after contract award, accounting for commercial bus manufacturer lead times. The vehicle must be delivered with a full diesel and DEF tank.
Technical Specifications: The bus shall be equipped with a Cummins B6.7 or equivalent commercial diesel engine with an integrated engine/exhaust brake and an Allison 2500 series transmission or equivalent. Minimum fuel tank capacity is 75 gallons. The driver's seat must feature air suspension and high-back configuration. The vehicle requires high-capacity front and rear HVAC systems with combined output of 100,000+ BTU. The bus shall be painted in a solid color other than National School Bus Glossy Yellow (such as Oxford White). The vehicle is a 72-passenger interior passenger-only vehicle with heavy-duty vinyl bench seating and no seat belts required. No luggage compartments, emergency safety kits, PA systems, backup cameras, or undercoating are required. Warranty coverage includes 3-year/36,000-mile bumper-to-bumper and 5-year/60,000-mile powertrain warranties, with the government responsible for transporting the vehicle to the nearest OEM-authorized dealership for warranty service. Maintenance manuals may be provided via OEM online portal, though hard-copy manuals are appreciated. Documentation requirements and vehicle markings will be clarified after contract award.

Contractor Questions 72 Passenger Bus
1. Payment Timing
Since this procurement requires the Contractor to purchase and deliver a new commercial vehicle prior to Government acceptance, will payment be made upon final inspection and acceptance at the delivery location, or are any progress or milestone payments authorized under this solicitation? After delivery and acceptance at delivery location.
2. Invoice Processing Timeline
Following Government acceptance of the vehicle, what is the anticipated payment timeline after submission of a proper invoice through the designated invoicing system (e.g., PIEE/WAWF or Invoice Processing Platform)? Net 30 days.
3. Financing Considerations
Because the procurement requires the Contractor to acquire a new vehicle from the manufacturer prior to delivery, does the Government anticipate any financing accommodations or accelerated payment procedures for high-value commercial equipment purchases? No.
4. Acceptance Requirements
Please confirm the documentation required for final acceptance and payment (e.g., Manufacturer's Certificate of Origin, title documentation, warranty documents, inspection checklist, delivery receipt, and operator manuals) to ensure there are no delays in invoice processing. Please refer to the statement of work.
5. Risk of Payment Delay
In the event that the delivered vehicle fully complies with the Statement of Work but administrative processing delays occur after Government acceptance, are there established procedures to expedite payment for commercial vehicle procurements of this nature? No.
6. Does the Government permit assignment of payments to a financing institution under the Assignment of Claims Act (31 U.S.C. § 3727 and FAR Subpart 32.8) if the Contractor utilizes commercial financing to procure the vehicle? No.
7. Technical & Powertrain Clarifications
8. Engine & Electrical Systems
• Fuel & Emissions Standards: SOW Section 2.4 specifies a Cummins B6.7 or equivalent commercial diesel engine. What are the specific Diesel Exhaust Fluid (DEF) tank size requirements and location preferences? Is an engine block heater required for cold weather operations? No block heater needed. Not sure about tank size requirements per government standard?
• Alternator & Battery Capacity: Given the requirement for high-capacity dual (front and rear) HVAC systems, what is the minimum required alternator output (e.g., 270A, 320A)? How many heavy-duty batteries are required, and what is the minimum Cold Cranking Amps (CCA) threshold? No idea. 2 maybe?
• Engine Braking / Exhaust Brake: Is an integrated engine / exhaust brake required in conjunction with the air brake system? Yes.
Chassis & Transmission
• Transmission Series: SOW Section 2.4 specifies an Allison 2500 series or equivalent. Does the Government require a specific sub-configuration, such as the Allison 2500 PTS (Pupil Transport Series) or 2500 RDS (Rugged Duty Series)? Is a transmission retarder required? No idea.
• Fuel Tank Capacity: What is the minimum required fuel tank capacity (e.g., 60-gallon
vs. 100-gallon standard)? No idea- I think 75 gal min.
9. Paint & Appearance
• Color Pre-Approval: SOW Section 2.2 states an alternate solid color (e.g., Oxford White) is required and strictly forbids "National School Bus Glossy Yellow". Is factory standard commercial white automatically pre-approved, or does the contractor need explicit paint code approval prior to order placement? I need any color but yellow.
• Undercoating & Rustproofing: Given the humid climate at Moody AFB, GA, is underbody rustproofing / undercoating required beyond standard factory chassis protection? No.
10. Luggage & Exterior Storage
• Luggage Compartments: Does the Government require under-floor / pass-through luggage compartments (skirt luggage bays), or is the bus strictly an interior passenger-only vehicle? No.
11. Lettering & Graphics
• Vehicle Markings: Does the vehicle require any pre-installed vinyl lettering, military unit markings, USAF identification numbers, or "23 FSS" agency logos prior to delivery, or will all agency markings be applied post-acceptance by the Government? I don’t know— our current blue bus says “Moody Youth Programs” on the side. I don’t know if it was done before or after purchasing that vehicle.
Interior, HVAC, Seating & Safety Specifications
12. Seating & Passenger Safety
• Seat Belt Requirements: SOW Section 2.3 states a 72-passenger capacity with heavy-duty vinyl bench seating. Does the Government require 3-point lap / shoulder seat belts, 2-point lap belts, or standard unbelted compartmentalized seating (where allowed by federal / state law)? No seat belts required.
• Child Safety Anchors: Are any seats required to have LATCH / ISOFIX child restraint anchor points? No.
• Driver Seat Configuration: What are the minimum specs for the driver’s seat (e.g., high-back, air-suspension, mechanical suspension, armrests, lumbar support)? Air suspension and high-back.
13. HVAC Performance Standards
• BTU Cooling / Heating Capacity: SOW Section 2.3 mandates high-capacity front and rear air conditioning and heating. What are the minimum required BTU output ratings for the front and rear A/C units (e.g., combined 100,000+ BTU)? 100,00+BTU.
14. Electronics & Safety Accessories
• PA System & Audio: Is an internal Public Address (PA) system with interior ceiling speakers required for driver-to-passenger communication? Is an AM / FM / Bluetooth radio system required? No.
• Cameras & backing sensors: Is a backup camera, interior passenger monitoring camera system, or rear parking sensor array required? No.
• Emergency Kit Hardware: Does the Government require factory-installed safety kits (e.g., 5 lb ABC fire extinguisher, 10-unit or 24-unit first aid kit, body fluid cleanup kit, and roadside reflector triangle kit)? No.
15. Schedule & Delivery Deadlines
• Required Delivery Timeline (PoP): SOW Section 3.1 mandates a "current model year or newer" vehicle. Due to current commercial bus OEM manufacturing lead times (often 6 to 12 months), what is the Government’s required Delivery Period of Performance post-award? Due to lead times, it would be 6-months after contract award
• Fuel Level at Delivery: What fuel level is required upon delivery at Moody AFB (e.g., full tank of diesel and full DEF tank)? Full
16. Documentation
• Registration & Title Documents: Will Contracting accept a Standard Form 97 (Certificate of Origin for a Vehicle) for Government vehicle titling, or is state commercial registration required prior to delivery? Contact will be provided after contract is awarded
17. Warranty Execution Logistics
• Warranty Repair Location: SOW Section 3.2 outlines a 3-year / 36,000-mile bumper-to-bumper warranty and a 5-year / 60,000-mile powertrain warranty. In the event of a warranty claim, is the contractor required to provide on-site mobile service at Moody AFB, GA, or will the Government transport the vehicle to the nearest OEM-authorized dealership? Will transport to nearest repair facility
• Warranty Transport Costs: If off-site warranty service is required, who is responsible for flatbed / towing costs between Moody AFB and the service facility?
18. Manuals
• Digital Access vs. Physical Media: SOW Section 3.3 accepts digital or hard copy maintenance manuals. Is access to an OEM online technical portal sufficient, or is a physical USB drive / CD-ROM / hard-copy manual required at time of delivery? Online portal is sufficient, but hard-copy manual would be appreciated.
