Statement of Objectives (SOO)

1.0 Background

The 38th Rescue Squadron (RSQ) requires a dedicated dive support trailer to execute and sustain Continental United States (CONUS) diving operations. The current dive trailer has suffered catastrophic structural failures, including broken axles, and is no longer safe or capable of supporting mission requirements. To maintain operational readiness, efficiency, and safety, the 38th RSQ requires a replacement trailer configured to transport a full dive loadout. Furthermore, this asset must withstand frequent exposure to highly corrosive saltwater environments without structural or functional degradation.

2.0 Objectives

The contractor shall provide a specialized dive support trailer that meets the following overarching operational objectives:

• Equipment Transport & Secure Storage: Safely transport, organize, and secure a full heavy dive loadout to and from remote operational sites.

• Mobile Support Platform: Function as a self-contained, mobile support platform capable of sustaining continuous diving operations in remote and austere CONUS locations.

• Command & Control: Serve as a central command post for dive operations, providing a controlled, dedicated space for mission planning and execution.

• Maintenance & Inspection: Provide an organized, accessible workspace for pre-dive and post-dive equipment inspections, maintenance, and staging.

• Environmental Survivability: Ensure high durability and corrosion resistance to withstand prolonged exposure to salty, marine environments.

3.0 Specific Requirements

The contractor shall manufacture and deliver a custom-built, enclosed bumper-pull trailer meeting the following minimum specifications:

3.1 Chassis, Dimensions & Design

• Style: Enclosed Bumper Pull Trailer.

• Dimensions: Nominal 8.5' (W) x 32' (L) (or equivalent interior volume).

• Clearance: Minimum 8' interior height with a minimum 7'6" clear opening height at the rear ramp door.

• Payload Capacity & Axles: Rated to carry a minimum of 3,000 lbs of dedicated support equipment. The contractor must utilize a heavy-duty axle configuration (e.g., dual or triple torsion axles) explicitly rated to safely support the trailer's gross vehicle weight (GVWR) when fully loaded with all specified equipment, cabinetry, wet-facilities, and fluids.

• Protection: The trailer rear frame must be equipped with skid protection (e.g., steel bogey wheels, skid rollers, or heavy-duty skid plates) to prevent damage to the frame and rear bumper when traversing uneven terrain or steep transitions.

• Jacks & Stabilization: Power-operated tongue jack system featuring a dedicated, enclosed independent power source, complemented by heavy-duty rear stabilizer jacks.

• Spare Tires: Provide two (2) matching spare tires with heavy-duty mounting hardware (interior or exterior, provided they do not obstruct primary workspaces or cargo pathways).

• Exterior Color: Any color is acceptable.

3.2 Exterior & Access Doors

• Side Door: Minimum 48” width side door featuring locking capabilities and providing sufficient clearance for personnel and gear entry/exit.

• Cable Access Panel: Minimum 15" x 18" access door constructed of non-conductive material to support external cable routing during dive site operations.

3.3 Equipment Load & Dedicated Storage

The trailer's interior footprint must securely accommodate the operational loadout, including 20 SCUBA tanks, two (2) air compressors, dive weights/clumps, 15 BCDs, personal gear for 15 personnel, U/W search equipment, maintenance tools, and a freshwater dip tank. Special storage requirements include:
