About this file

This is a Questions and Answers document for a federal contract solicitation addressing an Access Control System (ACS) and Closed-Circuit Television (CCTV) installation project. The document contains 58 clarifying questions posed by potential contractors and corresponding government responses, with notations indicating whether answers resulted in changes to the Statement of Work.

Key requirements clarified include: the facility is a new installation with no existing ACS infrastructure to integrate with; access control will utilize magnetic locks at the main entry door only with Common Access Card (CAC) and PIN-based two-factor authentication; the CCTV system must record continuously between 0600 and 1630 hours, then motion-detect only thereafter, with 120 days of video retention capability; the Video Management System must be expandable up to 20 percent capacity for future camera additions; cabling must be rodent-resistant and meet industry standards including NFPA-70, NFPA-70E, NECA 1, and OSHA requirements; the workstation, monitor, and all ACS/VMS software licensing must be furnished under the base bid; and contractor-determined equipment specifications must comply with SOW requirements with no brand preferences specified. The project completion date is November 2, 2026. The facility is a 1977 USG-accepted building with dropped ceilings, suspended (not hard-lid) configuration, and unknown square footage. No progress payments are permitted; payment occurs upon inspection and acceptance of completed work. Multiple responses confirm this is a new installation with J-hooks acceptable for cable routing as an alternative to conduit, and the panic button lockdown feature applies only to the front door.
