About this file

This is a Questions and Answers document that addresses inquiries submitted by potential offerors regarding RFQ1805996 for Fire Suppression services at Moody Air Force Base. The Q&A clarifies scope, pricing, and operational requirements for the contract.

Key clarifications include: the incumbent contractor is Summit Fire under contract FA483021C0002 valued at $63,063; the scope covers inspection, testing, maintenance, and hydrostatic testing of 16 wet chemical fire suppression systems across various buildings, with two systems located within the Wright Brothers restaurant at Moody Field Club; hood cleaning is excluded as a separate contract covers that service; all costs for CLINs 0001 (semi-annual inspection), 0002 (annual inspection), and 0003 (emergency/after-hours calls) are all-inclusive with no government-furnished materials provided; hydrostatic testing and replacement sensing elements are included within the unit prices rather than invoiced separately; and Grassy Pond Recreation Area is independently accessible as an off-base facility requiring no Moody AFB base pass. The government confirmed that scheduling should be coordinated with individual building facilities during standard work hours (7:00 a.m. to 5:00 p.m., Monday-Friday) to minimize disruption to food service operations, with contact persons provided at each location. The document also notes that the government cannot provide lists of general contractors or planholders for subcontracting purposes.

Yes/No Example: Attachment 8, PPQ

SF 1449
1. Is there an incumbent that has handled this previously?

1. If so, who is it, what is the contract number, and what is the award amount?

1. Does Grassy Pond Recreation Area (Bldg 2019) require a Moody AFB base pass, or is it independently accessible as an off-base facility located 6 miles southwest of Lake Park, GA?

1. Does the unit price for CLIN 0003 (Emergency or After Hour Call) include ALL costs — labor, travel, materials, and wet chemical agent recharge—or is the recharge material invoiced separately at a cost above the unit CLIN price?

1. Multiple cylinders at Buildings 571, 583, 901 (Wright Brothers), and 904 have 2015 test dates, placing their 12-year hydrostatic retest due dates within the base year or Option Year 1 (2027). Is the cost of hydrostatic testing included within CLIN 0002 (Annual Inspection), or should it be priced separately? If a cylinder requires replacement rather than testing, who bears that cost?

1. The semi-annual task list requires replacing the fixed temperature sensing elements (fusible metal alloy type) at every inspection visit across all 16 systems. Are the costs of these replacement sensing elements included in the CLIN 0001 unit price, or are they Government-Furnished Material (GFM) provided at no cost to the contractor?

1. Building 901 lists two separate entries ("Moody Field Club" and "Wright Brothers") at the same address, 4251 George St. Are these two distinct food service operations within one building, accounting for 2 of the 16 total systems? Is the system count confirmed at 16?

Do you know where I can find a list of general contractors or planholders for this project? We're looking to bid out, but I'd like to know which GCs we could bid under. If you don't have this information, could you direct me to somebody who might have it?

Thanks in advance!

CON’s
The Government is unable to aid in this request.

We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?
