FA483025Q0005- 38 RQS Jump Training Q&A’s
PWS Reference Question Para 2.0 “DoD Instruction 4500.53, DoD Commercial Air Transportation Quality and Safety Review Program, certified carriers must be on the AMC Paratroop Commercial Operator Listing and with the capacity to carry 20 jumpers.”
Would an AMC DOD approved SC-7 Skyvan be acceptable
Skyvan is acceptable
Para 2.0
Contractor must be able to provide 4x FAA Master Riggers certified & current (90 days) on the RA1 and NTRAP systems
If these riggers are packing main RA-1/NTRAP canopies, would you accept a FAA Senior rigger who is current on packing the RA-1/NTRAP main canopies? This type of work is usually for Senior level riggers. FAA Senior rigger who is current on packing the RA-1 is acceptable
Para 2.0 The contractor will provide lodging on site within the government rate for 20 personnel and will be included into the total cost on the invoice.
Can on-site lodging be within 3 miles?
3 miles from the training area for lodging is acceptable
Para 2.2 2.2.1 “Parachuting SMEs/38th PJ Instructors will provide recent/relevant instruction in the following subject areas.”
Is there a min instructor requirement (MIR) or ratio to instructor to jumper? For this training, we do not require contracted instructor support from the vendor. As the team we will be providing our own instruction with internal instructors since all members are qualified.
Para. 3.2
Aircraft appropriate for use that meet the requirements of DoD Instruction 4500.53
Dates are 8-13 Dec. are these actual training dates? How many days of jumping and how many jumps are expected per jumper?
December is a travel day to the training location and when we would be checking into our accommodations. 9-13 December we would begin training, averaging 3 blade hours each day to achieve about 6-8 Lifts for 18 total jumpers. Ideally, we would have 3hrs of wind tunnel time the morning of the 9th followed by MFF training in the afternoon. On the 13th, we will jump in the morning before departing the training area in the afternoon.
Para. 2.0 Lodging for 20 personnel. Are 20 personnel the max number of Jumpers or will there be support personnel added? 20 personnel
Attach 4 Pricing CLIN 0002 Are you requesting actual lodging price per room or want us to add max lodging rate for that specific area? Max lodging rate for that specific area
MGS JV FA483025Q0005- 38 RQS Jump Training Q&A’s
Attach 4 Pricing CLIN 0003 Can you explain the reasoning for the travel costs – are you wanting the Mileage cost per person as per JTR per person from Moody AFB to Training site?
The cost for six vehicles (four GOVs and two POVs) will be calculated at the current JTR mileage rate of $0.67 per mile, with a maximum travel distance of 400 miles.
According to question 2. Price on Sam.Gov The government would like us to calculate Mileage and per diem for 20 personnel. This is something we have never done in the past.
Do you want the milage from Moody AFB, GA to Raeford, NC one way or round trip and is this for one car? Also, For Per Diem according to the JTR Raeford NC Per diem is $178 per person. Also, local meal rate is $63.
However, we quoted $110 for lodging in our quote.
Please advise how you want this calculated.
For one person or 20, plus how many cars will travel
Mileage: The cost for six vehicles (four GOVs and two POVs) will be calculated at the current JTR mileage rate of $0.67 per mile, with a maximum travel distance of 400 miles.
• Lodging and Meals: The JTR per diem rates for the training location will apply, and the total cost must not exceed the specified JTR rates for lodging and meals for 20 personnel.
